The Carlston Family Foundation endeavors to find educators who demonstrate the value of knowledge through their commitment to their students' academic successes and who have had a profound life changing academic influence on their students. Each year, the Foundation honors five California public school teachers nominated by former students who believe the teacher has had a life-changing impact on their lives by providing them inspiration, motivation and the academic skills they needed at a critical point in their young lives. This year, San Leandro High School History/Social Science teacher, Leo Ocon, was selected to be among the five honorees. Each outstanding teacher was honored at the Educational Symposium and Outstanding Teacher of America Award Ceremony and received $15,000, and $5,000 for his/her school. Tim Allen, Executive Director of the Carlston Family Foundation, awarded San Leandro High School $5,000 on behalf of Leo's accomplishments, adding that Leon Ocon is now joining an elite group of 55 teachers who are effective, inspirational and life changing. In addition, the Superintendent and Board of Education awarded Leo Ocon with a commendation for his achievement.
Mr. Ocon said that "It is a very humbling experience, describing how the past few months have been "a powerful experience" to be selected with other teachers and hear the stories of the other four students who lives were impacted by his fellow educators. Referencing the Carlston Family Foundation's offer to provide professional development by bringing in the outstanding educators, Mr. Ocon encouraged the District "to look at working closely with the Carlston Family Foundation to help young teachers each and every day." |

Paraphrasing words from Ken Hall, founder of School Services of California, Assistant Superintendent Chin-Bendib, concluded by saying:
- Yes we have passage of Proposition 30, but we are not out of the woods yet
- Key is to manage your expectations
- Don't give away tomorrow's opportunities
- This is a once-in-a-career opportunity to redesign the delivery model needs for tomorrow
- Recognize even the more modest recovery
The Trustees expressed their frustration on not knowing the details of the budget, and posed clarifying questions regarding the Regional Occupational Program, the difference between the weighted student formula from last year and to this year, and revenue limit deficits which were address by staff. With regards to any monetary impact to Adult Education, staff will respond to the Board by the end of the week.

| Approve the Contracted Services Agreement Between San Leandro Unified School District and Achieve Learning and Resource Center, Inc. for Tutorial Services for the SLHS GEAR UP Program from February Through June, 2013 |
The District's GEAR UP Program has been working with the same grade level of students providing academic services since these students were in 7th grade. They are now 11th graders. The goal of the program is to build within them a college/career-going culture. Achieve Learning and Resource Center, Inc. is a local non-profit organization that provides tutoring and test preparation services. Based in Oakland, their mission is to provide high quality, affordable education that meets the needs of students in the community. GEAR UP is currently partnering with Achieve Learning to provide test preparation through the San Leandro High School SAT Academy, which has approximately 130 students enrolled and attending. Achieve Learning has consistently exhibited professionalism and the ability to coordinate our program and the other programs that we have observed. For this reason, GEAR UP would like to extend their work to include tutorial services.
Many San Leandro High School students have areas where they are lacking academic skills or struggling with some of the courses in which they are enrolled. Our tutoring program would offer support in mathematics (Advanced Algebra II/ Trigonometry, Pre-Calculus, Calculus, and Geometry) and science (Physics and Chemistry). The program would also be adding Environmental Science for the Spring Semester.
GEAR UP Tutorial Model
The program would run Monday-Thursday from 3:15pm-5:30pm. During that time tutors would provide one-to-one and small group tutoring and homework help which includes teaching mini-lessons. Students would be grouped with tutors by subject at a 8:1 ratio. With this configuration, they would be able to serve up to 160 students this semester. Students would have an opportunity to get tutoring in two subjects per day. Sessions would be open to all 11th grade students, however, those who received a grade of "C" or below during the Fall semester 2012 will be given priority.
In order to continue to carefully monitor our program, keep parents aware of their student's progress, and make connections to the student?s school day, the Achieve Learning Program Coordinator will monitor the daily tutorials, meet with classroom teachers, track student attendance and progress, and communicate regularly with parents and GEAR UP staff.
Students in this program are those that need additional time, space, and structure necessary to improve their academic achievement. Those who sign-up for the program must agree to attend all tutoring sessions two-days a week. Attendance is monitored, parents are called after each absence and are given attendance and progress reports twice per semester.
Achieve Learning has also committed to contributing $3,000 in matching funds in the form of:
$1000 for materials, student incentives
$2,000 for Administrative costs |

Trustee L?pez asking that this item be further explored to explain some details that were not clear, made a motion to table this item; however there was not a second to the motion. Trustee L?pez then made a second motion to not readmit student E09-11/12 at this time and then reconsider once clarifying information is received; however, there was not a second to her motion.
To help clarify the confusion of this item, Assistant Superintendent Debbie Wong confirmed that the student had already been readmitted prior to Board approval because at the time, the school site was the only place where the student could be placed. In addition to not coming before the Board before the student returned to the school, Trustee Katz-Lacabe explained that there was some confusion as to whether the student had actually completed the rehabilitation plan as the letter from the agency stated that the "student and/or his parents had attended the counseling sessions."
Trustee Katz-Lacabe then motioned to approve the recommendation for readmission from expulsion for student E09-11/12, pending written confirmation that the required counseling sessions were attended by the student. The motion was seconded by Trustee Toro and approved by the Board. |

Superintendent Cathey provided an update on School Safety and Emergency Preparedness Planning Update which included a review and discussion of some of the components of the School Safety Plan and Emergency Preparedness Plans, which serve as the foundation for student and staff safety in terms of routine procedures such as fire drills to emergency disaster procedures such as earthquake and intruder, noting that with regards to "active shooter training", a concern raised by the Board, the District has not done such a training; however, the San Leandro Police Department will be able to help us in that area. In addition to looking at any safety measures that might be beneficial to school sites, the Superintendent mentioned the District's work on addressing mental health issues and plans for a school based health center. In addition, the relationship with the San Leandro Police Department is very strong and the School Resource Officers are a positive presence on campuses. The Superintendent added that the two regional arcs at Bancroft Middle School and Garfield Elementary School have been filled with supplies; however, emergency supply kits are not yet in every class, but this is something that we are working on.
The Board thanked the Superintendent for the safety update, and appreciated the close working relationship that the District has with the police department. |
| Discuss and review the components of the School Safety Plans and Emergency Preparedness Plans and provide direction to staff as appropriate. |
| Senate Bill 187
Board Policy 3516 |
Student and staff safety is the number one priority of the San Leandro Unified School District. To help ensure the safety of our students and staff, every school, in accordance with Senate Bill 187, has a comprehensive School Safety Plan which is relevant to the needs and resources of the school and developed by the School Site Council or the Safety Planning Committee.
School Safety Plans are evaluated and amended, as needed, on an annual basis. Schools in the District were in the process of reviewing their School Safety Plans at the time that the tragedy at Sandy Hook Elementary School in Connecticut, occurred.
With this tragedy in mind, schools continue to examine their plans and procedures. It is important for the public to understand what schools are currently doing to help ensure safe schools. As required by state law, each School Safety Plan contains, but is not limited to, the following information:
- School Profile
- Assessment of current data regarding discipline and/or crime on the campus
- A safe and orderly environment conducive to learning
- Strategies to provide and maintain a high level of school safety
- Rules and Procedures on District discipline and policies regarding actions leading to suspension and expulsion
- Sex Offender?s Notification
- Discrimination and procedures to stop/address bullying and protection for LGBTQ students
- Procedures to notify teachers of dangerous pupils
- Child Abuse Reporting procedures
- Provisions of a school-wide dress code that prohibit students from wearing ?gang related apparel?, if the school has adopted such a code
- Hate Crime Reporting procedures
- Sexual Harassment Policy
- Policies Regarding Actions which would lead to suspension and/or expulsion
- Disaster procedures: routine and emergency. Procedures for safe ingress and egress of pupils, parents, and school employees to and from school
- Strategies to compel positive student attendance: Goals and action steps
- Student support systems in place to ensure student success in school (counseling, intervention, behavior plans, positive attendance, achievement assemblies, etc.)
In relation to routine and emergency disaster procedures, the District follows the San Leandro Unified School District Emergency Operations Plan which was developed in partnership with Alameda County Office of Education, and other emergency preparedness agencies such as the City, Police and Fire, etc. The Emergency Operations Plan conforms to the State mandated Standardized Emergency Management System (SEMS) and effectively restructures emergency response at all levels in compliance with the Incident Command System (ICS).
The plan meets the requirements of Alameda County?s policies on Emergency Response and Planning, and defines the primary and support roles of the District and individual schools in after-incident assessment and reporting requirements.
The Scope encompasses all District facilities, schools and alternative, adult and special education centers. It addresses a broad range of major emergencies that may affect more than one site. Such events include:
- Earthquake
- Hazardous materials emergencies
- Flooding ? Landslides
- Wildfires ? Bomb Threats
- Terrorism
Sites use a Recommended Site Plan Template which includes roles and responsibilities and procedures for students and staff as well as an emergency management organizational structure that complies with SEMS in the event of an emergency. Site plans also include procedures for:
- Earthquake
- Fire
- Suspicious, Threatening, or Dangerous Individual
- Secure Campus Drill/Intruder Drill
- Bomb Threats
There are many components that go into developing a comprehensive safety and emergency preparedness plan. The above information is in no way intended to represent all aspects of the District?s efforts to ensure the safety of our students and staff. This information is intended to provide an overview of the components of our School Safety Plans and Emergency Preparedness Plans and Procedures which serve as the foundation for student and staff safety.
Additional steps taken by the District as well as next steps to be addressed will be included as part of this discussion when the Board addresses this specific conference item. |

Trustee Rosato commented that he spoke with Lieutenant Luis Torres from the San Leandro Police Department who is the contact person for the Disaster Preparedness Council, and was told that a meeting is being planned for the end of March. Trustee Rosato attended the Safe Council for Education in Los Angeles last weekend. He asked and received consensus to have the Policy Committee consider alternate models of discipline such as Restorative Justice. He also visited Bancroft Middle School on January 18, Teacher Planning Day, where he received a tour of the facilities and had lunch with Principal Jonathan Ferrrer and staff.
Trustee Katz-Lacabe encouraged the members to visit the Arts Education Center (AEC) and see the display of student art from all over the nation. He offered kudos to San Leandro High School art teacher, Audrey Brown, for bringing that display to the AEC for its only West Coast showing. He also noted that student art from our schools is on display in the children's section of the main library. He attended "One Acts...and More" at the high school, acknowledging San Leandro High School teacher John Sheridan for his leadership and student Raushon Chapman's performance of the spoken word, which was very well done. He offered kudos to the City of San Leandro for hiring Deborah Acosta as the Chief Innovation Officer. On Thursday, Roosevelt Elementary School is having a "Hobby Night".
Trustee James commented that his daughter will be attending the University of Mary Washington in Virginia (where her grandmother attended). He is planning on attending the screening of Straightlaced at the AEC and Drakes on Friday. He also commented on Common Core, and is looking forward to the CTA breakfast and the Finance Committee meeting this Thursday, January 31.
Trustee Carey reminded the Board that this Friday is Drakes fundraiser benefiting Madison Elementary School.
Trustee Toro said that he recently joined the San Leandro Rotary, noting that one of the programs they support is the Interact Club at the high school, adding that last Wednesday, he had the opportunity to be judge for the Rotary's Annual Speech Contest where five San Leandro High School students shared their speeches on the topic of "Peace Through Service". He proudly announced that Student Board member Elisha Feliciano took first place and will be representing the San Leandro High School in the finals. He also attended the JV boys basketball game, and visited the Eden Area ROP campus where he met with Dr. Fujii and had a tour. He is also looking forward to attending the CTA breakfast.
Trustee L?pez asked and received consensus to have the Policy Committee review expulsion and related matters such as rehabilitation, readmission, and expungement of expulsion records including procedures, process, parameters, and zero tolerance polices and bring it back to the Board. |
