A concern was raised regarding construction debris and equipment at the school sites. Recognizing that although the facilities are closed and fenced off, people still manage to access the facilities after hours, adding that if excess debris is disposed of and equipment is in a secure place, it will be safer for the District, liability wise, and for the members of the community.

Superintendent McLaughlin thanked the team, for all of their work, and acknowledged former Superintendent Cindy Cathey and Assistant Superintendent Debbie Wong for their efforts in this process, adding that "Having gone through fours years of construction at my former district, I want to thank you for getting most of the work completed before my arrival."

PUBLIC COMMENT

San Leandro Mayor Stephen Cassidy addressed the Board regarding the lack and/or non-existence of landscaping at the back side area near classrooms on the John Muir Middle School campus.  He urged the Board to consider allocating excess funds from Measure M, which fits within the scope to improve and modernize our schools, for this project.

In response, Associate Superintendent Song Chin-Bendib said that some landscaping had been completed on the eastern side of the campus with the western side (the area of concern raised by Mayor Cassidy) still needing to be addressed.  Trustee Prola suggested including the project in Beautification Day in the fall. In response to Trustee Prola, Trustee Toro said that Belen Magers, John Muir Middle School Principal, indicated to him that landscaping was a targeted area for Beautification.

Quick Summary/Staff Recommendation

Approve Resolution #13-40 in support of and commitment to ongoing funding for the Eden Area Regional Occupational Program

Background Information

The District participates in the Eden Area Regional Occupational Program as part of a four-district Joint Powers of Authority (JPA) which offers our students a wide array of courses and programs that lead to college and career. Approximately 1,000 high school students participate in the ROP by taking classes on the high school campus or by attending classes at the regional center located in Hayward. Under the governor's budget which has now been signed into law, ROP funds have been given a reprieve by not being incorporated into the Local Control Funding Formula for the next two years.

Resolution #13-40 declares the Board of Education's continued support for the ROP program by committing to NOT sweeping the ROP funds and doing what is needed to ensure that the ROP program is protected and not incorporated into the Local Control Funding Formula (LCFF)before the end of the two year reprieve period. This resolution represents a formal commitment by the Board of Education to do all that is within its authority to protect and maintain the ROP program currently serving our students.

MAC-SELPA Regional Policy Board
Background Information

The Special Education Local Plan Area (?SELPA?) planning process was established in California in 1974.  The construct splits the state into areas of responsibility for special education services and some oversight activities.  SLUSD belongs to the Mid-Alameda County (MAC) SELPA, which also includes Hayward USD, San Lorenzo USD, and Castro Valley USD.  Castro Valley is the MAC SELPA coordinating district.

SELPAs are required to update their local plans when needed. The last time the plan was updated was in 2006. The SELPA members decided last year to update the plan.  This work was carried out by a group of educators and parents from all participating districts, and has now been completed. Each district is required to get Board approval in order to take part in the plan's implementation.

Attached is the MAC SELPA Local Area Plan for your consideration.

Quick Summary/Staff Recommendation

Background Information

First 5 Alameda County has approved a Strategic Plan for a comprehensive system of early intervention services for children and families in Alameda County.  One key component of the First 5 plan is to support the school readiness of children, their future success in school and family functioning.  For the last two years, the district entered into partnership with First 5 Alameda County to offer a highly successful summer pre-kindergarten program at our designated summer school site, Jefferson Elementary School. This program includes a 5-week summer program for 18 per class of incoming Kindergarten students who have not attended preschool.  There is also a parent education component once a week focused on providing information related to a successful transition into Kindergarten in the fall.  Due to our tremendous efforts in accomplishing a successful program the last two years, First 5 Alameda County has approved us for 3 pre-kindergarten classes for 54 incoming Kindergarten students this summer and 4 pre-kindergarten classes for 72 students in the summer of 2014, providing each student with a wonderful opportunity for Kindergarten readiness.

The enclosed  contract is for 3 summer classes for this summer 2013 and for 4 summer classes next summer 2014. First 5 Alameda County will provide funding not to exceed $47,856 for 2013 and $56,983 for summer 2014 for a total of $104,839 for the two summers.  This funding will provide salaries for the teachers and para-educators, instructional materials, and parent education.  For additional information, please see Exhibit A1 for program description and performance requirements.

Dora is also recognized statewide as a highly effective trainer. The hourly rate for fiscal year 2013-2014 is $240.00 for her services and $175 per hour for the services of paralegals and law clerks. For 2011-2012 and 2012-2013, in an effort to provide incentive for school districts to contract with her firm, Ms. Done provided rates significantly lower than the industry standard for someone with her skill and expertise. Unfortunately, Ms. Dome cannot continue to offer the severely discounted rate to sustain her practice. The increase of rates range from $30 to $70 per hour. Education Codes 45308 and 45117
Background Information
Each year, school sites review their budgets with staff and school site councils. Decisions are made about how to spend site money and some sites use this money to pay for extra classified staff positions. Prior to the end of each school year, school sites and school site councils make decisions about whether or not to continue providing services performed by classified employees and/or if there is a lack of funds to provide these services. If there is a lack of work because sites do not intend to continue providing services and/or there is a lack of funds to provide these services, the classified employees in these positions must be laid off. Resolution #13-44 eliminates site-funded positions due to a lack of work and/or lack of funds. Approval of Resolution #13-44 will eliminate a site funded para educator position at John Muir Middle School and authorize staff to notice the affected employees.

The Board welcomed Superintendent McLaughlin to the District, adding that they are looking forward to working with him.

Trustee James returned from vacation and is looking forward to gearing up for the new school year.

Trustee Carey commented that he will be attending the San Leandro City Council work session featuring a program entitled: "Today's Media Climate: An Overview of Mediums. Their Challenges and Opportunities" on Monday, July 22, from 6:00-7:00 p.m. He also commented that his son is now in graduate school and is "getting paid to get his masters degree."

Trustee Toro attended the San Francisco Pride Parade, commenting that it was an amazing event. He acknowledged Assistant Superintendent Wong for coordinating the logistics, noting that San Leandro Unified was the only public school district to be part of the celebration.

Trustee Rosato attended the 2013 National Education Association and Representative Assembly in Atlanta, Georgia, June 30-July 7.  He also commented that he is exploring foreign exchange student possibilities for the district. He distributed a flyer announcing the "United 4 Safety" - 2nd Annual San Leandro Police Department Open House on July 27, 9 a.m., as well as an invitation to National Night Out on August 6.  He also asked for consensus:

  • To recognize the Adult School Principal Bradley Frazier and his staff for his excellent response during a police incident on the Adult School campus recently. (Consensus received)
  • To have the District look into a policy regarding disallowing the appearance of underwear as part of the dress code. There was a brief discussion regarding the process, ways to approach the matter, district and staff support and enforcement, as well as a consideration to have a broader discussion that includes an overall look at the current dress code.  A alternate request for consensus was made by Trustee James, directing the Superintendent to send the District's current dress code policy and administrative regulations to the Board for their information. (Consensus received)

Trustee L?pez commented on how excited and proud she is with the many wonderful things that are occurring in San Leandro and in the school district.  She acknowledged the City for helping to facilitate the purchase of the Girls Inc. building (the future home of the School-Based Health Center) and Assistant Superintendent Debbie Wong for all of her work towards its fruition, stating that "this will be your legacy."  Trustee Lopez reported that she will be attending the School and Finance Management Conference on Thursday, July 17, along with Trustee James, Superintendent McLaughlin, and Associate Superintendent Chin-Bendib. She also noted that she spoke with the City Manager regarding the August upgrades being done to the City Council Chambers, reporting that there is a planned "practice period" on the new equipment, and she hopes that the Board and District staff can be included in the training.

Trustee Prola thanked Assistant Superintendents Debbie Wong and John Thompson and Associate Superintendent Song Chin-Bendib for their help during the transition. Trustee Prola attended the San Leandro Art Association Awards ceremony where there was a lot of student artwork on display. The event is held at Casa Peralta every year.
