6. PRESENTATIONS
6.1. Redesigning our Secondary Strategic Intervention Courses in English Language Arts and Mathematics
Minutes:

Sonal Patel, Director of Teaching, Learning and Educational Equity, presented an overview of the process used and the rational and recommendations for redesigning the District's strategic intervention courses in English Language Arts and Mathematics at the middle school and high school in order to align with the new demands of the Common Core State Standards.  Currently the District serves 653 students in the Companion classes at the secondary level.  Formally known as ELA Companion and Mathematics Companion, the new courses will be renamed ELA Laboratory and Mathematics Laboratory and will serve as semester long courses that provide strategic support to students developing skills towards the Common Core State Standards with more differentiation and technology integration. The redesign of the course will also create more operational flexibility for creating more access to elective courses outside of the intervention courses to students in the upcoming academic year. The goal and imperative is to make sure that student have "real time" access to intervention in an equitable way.

The first step, in the redesign was to hold a forum inviting teachers who have taught a companion class to discuss whether or not the intervention classes were having the desired outcome.  At the forum, teachers were asked to consider the following question: "What is the impact of Companion in both the affective and cognitive (reading or math) skills on the students placed into the course?"

Whether or not the teacher had taught a companion class for one year or four, several patterns emerged from the teacher voice, including:

  • What is the objective?
  • Lack of multiple points for assessments
  • No flexibility in entry to exist if a student did improve
  • Lack of enrichment/elective wheels
  • Some 6th - 8th grade students were enrolled in both a Math and English Language Arts Core class and a Math and English Language Arts Companion class, becoming a "Double-Double, thereby sacrificing an elective course, as well as the opportunity to take a core class such as history or science.

According to the findings, too often, the companion course became more of what the students were receiving in the core class.  Ms. Patel said that the companion class design was predicated on mandates and the national landscape at the time, and teachers were asked to use ancillary materials that came with the curriculum, stating that "intervention opens access and prevents tracking," adding that "students with historic and repeated underachievement also need development to executive functioning skills." The redesign should look and feel different, with small groups and the use of instructional technology, that will allow real-time assessments, allowing students more flexibility to exit out and take electives.

The Board thanked the staff for the presentation.  Comments and questions posed and addressed by the staff included:

  • Great to see the flexibility to meet the needs of students
  • How do we manage exiting in/out in the semester when other classes are already in progress?
  • Thanked staff for taking a good hard look at what is not working
  • Is looking forward to a vibrate intervention program
  • How do we evaluate ourselves in the process?
  • Looks forward to moving outside of the box and into the educational light that will better meet our students' needs and also meet the needs of our professional educators as they meet the new challenges
  • Appreciates the fact that we are looking at something new; however, revaluating it, to make sure that it is working

Speaking to Trustee L?pez's comments regarding evaluation and measurable results, Dr. Mucetti reiterated that the redesign of Educational Services, the collaboration across departments, and technology integration is key to the differentiated instruction and ongoing assessments students need, as well as the research and evaluation to ensure that students are benefiting; however,  "If we don't get the outcomes we want, we will go back to the redesign table."

  • Quality School Construction Bonds (QSCB) Program
The QSCB Program application, which would provide an interest free loan to support the district's technology expansion and enhancement, has passed the first step, (approval by the state), and is now in the hands of our Bond Counsel. If everything goes as planned, the District could expect funding by May 15, which will provide the base for our technology infrastructure and is key to our future success for technology. He thanked Associate Superintendent Song Chin-Bendib, the facilities team, and Bond Counsel for all of their work on the application.

  • The East Bay I-80/880 Corridor Career Pathways Consortium's Grant
The application for the Career Pathways Trust grant, which would help support career technical education at eleven school districts and three community colleges in the east bay, including San Leandro Unified and its partner, Eden Area ROP, has been submitted to the state.  He thanked Assistant Superintendent Dr. Rosanna Mucetti, San Leandro High School Assistant Principal Elisa Alvarez, and Gear-Up Coordinator Juliza Eagles for developing the plan for San Leandro Unified. He said that the District would receive approximately $514,431, over the period of the grant, and Eden Area ROP would receive approximately $295,000. Assistant Superintendent Mucetti said that districts should receive grant notifications around the last week of April.

  • Professional Development Day #3
The Superintendent mentioned getting to participate in the March 31 Professional Development Day. At his invitation, Assistant Superintendent Dr. Rosanna Mucetti provided a brief overview of the day, commenting that it was a day of professional learning for the San Leandro Teachers' Association (SLTA) and California School Employees' Association (CSEA).  The general session began at the Arts Education Center at San Leandro High School (SLHS). Through the efforts of the SLHS Black Student Union, a six-year girl opened the session with a very powerful speech, and a SLHS senior closed the session with some poetry. Teachers then attended breakout sessions at the Fred T. 9.4. Contract with AT&T to Connect San Leandro Unified School District to Alameda County Office of Education
Fiscal Impact
The monthly rate for the 500Mbps connection is $1603.58. This is an increase of $604.23 per month over our existing contract. However, after E-rate and California Teleconnect Fund discounts, the difference in cost to the District is only an additional $90.64 per month. So the total cost to the District will now approximately be $240.54 per month for this new contract.
TO:
Mike McLaughlin, Ed.D., Superintendent, Education Services

Staff Recommendation
Staff recommends the approval of the 3 year contract with AT&T to maintain and upgrade the District?s internet bandwidth from 500Mbps to 1Gbps and continue receiving vital services from ACOE.
Board Committee
Facilities and Technology Committee: March 26, 2014
Background Information

San Leandro Unified receives many core services from Alameda County Office of Education (ACOE).  These services include, but are not limited to, internet access, financial software, spam filtering, content filtering, firewall services and network monitoring.

ACOE is also an E-rate eligible Internet Service Provider (ISP). The E-rate program provides discounts to assist schools and libraries to obtain affordable telecommunications and Internet access. It is funded through a Universal Service fee charged to companies that provide telecommunications services.  As a result, due to our Free-and-Reduced Lunch student population, our District is only responsible for paying just 30% of our total internet service rates when using an E-rate eligible ISP.

Although we pay ACOE for our internet access, AT&T provides the conduit, or the physical connection (using fiber cable), from the District Office to ACOE for us to access the internet and the aforementioned ACOE services.

This contract is to maintain our current connection and increase our internet bandwidth from 500Mbps to a 1Gbps connection.  It is a 3 year contract and will provide us enough time to plan out and implement any service changes we may want to make in the future.

9.5. Renewal Contract with Schoolwires, Inc. 2014 - 2015
Fiscal Impact
The proposed contract for Schoolwires will be $27,720 for all school sites for the 2014-2015 fiscal year. This includes all support, web hosting and licensing fees. E-rate will be discounting this price (by an estimated 70%) which would reduce the cost to the District to just $8,316 annually.
TO:
Mike McLaughlin, Ed.D., Superintendent

Staff Recommendation
Staff recommends the renewal of the Schoolwires contract to continue providing the District and our schools a means to maintain and update our websites.
Board Committee
Not Applicable.
Background Information

Schoolwires is a leading website hosting and design company that is geared towards educational institutions.  Their primary focus is to provide schools and school districts with tools to enable those without website authoring experience to create and maintain webpages that would foster accurate communication and positive interaction with our stakeholders.

Schoolwires? service allows a user to update and create a webpage through a Microsoft Word like interface.  No previous website development or programming experience is required of the user.  In addition, they provide survey functionality, online form creation, mass email and email alerts of specific page updates, calendaring, intranet and user role security.

The Schoolwires has hosted San Leandro Unified School District?s website for the last four years.  In the interest of fostering greater communication with our stakeholders and community, we are proposing to expand the Schoolwire service to all schools within the District.  As a result, all schools in the District would have a uniform and consistent online presence in terms of aesthetics and navigation.  The characteristic of each school will be preserved such that the website of each school would display their own school colors, mascots and logos.

With the adoption of the Schoolwires? service across the District, the responsibility of maintaining and updating of each school site would be left to the schools.  Using Schoolwires? technology to alleviate the hassles of website design, each Principal could assign the responsibility of maintaining the school website to anyone or to a team of staff members thus allowing the task to be decentralized.

San Leandro High School and Bancroft Middle School are already using the services of Schoolwires.  Other districts such as Santa Ana Unified, San Marcos Unified, Redwood City School District, Whittier Union High School District, Oakland Unified and Carmel Unified are all existing clients of Schoolwires.  Fremont Unified, also a client, just received an award for the fourth best K-12 Website in the country as awarded by Wanttoteach.com.  Currently Schoolwires has a 99.47% customer satisfaction rating.

The proposed contract for Schoolwires will be $44,710 for the initial year.  One-time setup charges equate to $24,910 ($16,890 for setup and $8,020 for training) of the total contract.  This also includes all support, web hosting and licensing fees.  After the first year, we will be applying for E-rate to discount the hosting portion which would reduce the annual cost of the total contract to approximately $7,128 for every year thereafter to cover all twelve school sites.

9.6. Internet Contract Renewal with Alameda County Office of Education (ACOE)
Fiscal Impact
The cost to the District will be $45,800 for the fiscal year 2014-2015, $14,500 of which is an initial one-time setup cost. After E-rate discounts (70%) the District responsibly will approximately be $13,740. The setup cost is for setting up the Palo Alto Network services and increasing the bandwidth. The cost for future years would be $31,300 annually or $9,390/yr after E-Rate discounts.
TO:

Staff Recommendation
Renew the ACOE Service Contract to continue internet access throughout the District, provide content filtering and firewall services.
Board Committee
Facilities & Technology Committee Meeting: March 26, 2014
Background Information

The Alameda County Office of Education (ACOE) receives their internet access from the K12 High Speed Network (K12HSN).  K12HSN is a state program funded by the California Department of Education.  K12HSN provides all K-12 County Offices of Education in California with internet access and enables each county office of education to become an internet service provider (ISP) for the Districts they serve.

Since all entities are state funded, ACOE is able to provide their Districts with internet access at greatly reduced cost as compared to private ISP?s such as AT&T or Comcast.  Thus, our District has historically utilized ACOE as the internet service provider.

Along with internet service, ACOE has contracted with Palo Alto Networks to provide group rates for content filtering and firewall service to school districts within Alameda County.  Therefore, it is more cost effective for our District to utilize those services through ACOE rather than procuring those services ourselves.

This renewal contract with ACOE will increase our current bandwidth to the internet from 500Mbps to 1Gbps.

9.7. Resolution #14-14 to Declare Certain Equipment Surplus and/or Obsolete
TO:
Board of Education

Minutes:

Trustee Prola raised concern on the number of electronic devices being discarded due to  "not cost effective to have repaired."  She felt that these items could be donated to students, families or worthy organizations who are in need of computers.

Staff explained that with technology changing at such a rapid pace, repairing these computers would not be worth it as they don't work and they were purchased in 2002, which is way beyond the depreciation value.

With that, the Board adopted Resolution #14-14 to Declare Certain Equipment Surplus/and or Obsolete.  Trustee Katz-Lacabe was absent.

9.8. Bond Contracts $15,000 or Less for Fiscal Year 2013-2014
Fiscal Impact
None; each contract will be funded based on its budget source requested.
TO:
Board of Education

Staff Recommendation

Approve bond contracts on the attached spreadsheet which are for amounts $15,000 or less for fiscal year 2013-2014.

Background Information
Approval of bond contracts for small amounts comes up each fiscal year as a discussion item. Associate Superintendent of Business and Operations has researched with three separate legal counsels regarding the process to approve professional consultant contracts in general, and especially in relation to the size of the contract. Each of these legal counsels has advised that the District formally present any contract for professional services to the Board for approval regardless of the amount. A contract is in place when it has an ?offer?, ?term(s)?, and ?acceptance?.? Using the programmer of Accountability (construction software), staff developed an appropriate format for construction related service contracts under $15,000, which is the standard threshold for construction related services. This was approved by the Board of Education on October 16, 2012. Attached is the ?Summary Spreadsheet for Bond Contracts $15,000 or Less.? The spreadsheet will be provided to the Board at every board meeting, if there are any contracts falling under this category. Detailed contract information or cover pages will not be part of subsequent Board Packets, but will be available for questions or inspection upon request.?

9.13. Out-of-State Field Trip for San Leandro High School DECA Students to Atlanta, Georgia from May 2-7, 2014
TO:
Mike McLaughlin, Ed.D., Superintendent

Minutes:

Trustee Prola raised concern regarding adult chaperones on out-of-state field trips with students and funding available for students unable to pay for the trip.

There was a brief discussion regarding revisiting the policy with regards to the adults accompanying the students, the students not being well-chaperoned, and funding for students who are unable to pay.  During the discussion, Superintendent McLaughlin mentioned that if staff had been given a "heads up" before the meeting, the questions and concerns could have been addressed more thoroughly and knowledgeably.  Dr. McLaughlin pointed out that there seems to be some confusion on differentiating between what items belong on the Consent Calendar and those that should be placed on the Action/Discussion calendar.  He explained that when an item is placed on the Consent Calendar, staff is assuming that the items are routine and pre-approved, requiring no further explanations or information, etc.  He is planning to discuss this issue with the Board and staff further.

Following the discussion, it was noted that the field trip policy is currently under review by the California School Boards Association.

The Board then approved the Out-Of-State Field Trip for San Leandro High School DECA Students to Atlanta, Georgia from May 2-7, 2014.

Mike McLaughlin, Ed.D., Superintendent

Minutes:

Responding to Trustee Prola's question regarding the reason the District was spending $36,000 for consultants to develop Common Core assessments when she thought that the assessments were coming from the CDE, Assistant Superintendent Mucetti explained that while the state has provided the District with the the Smarter Balance Assessment Consortium, (SBAC) which is being piloted, and is also working on interim assessments, one of the pieces not yet carved out by the state is the formative on-going assessments.  The District is seeking the consulting services of WestEd (who helped the District with the curriculum guides) to facilitate training sessions for developing District assessments to evaluate student proficiency with the skills and knowledge addressed in the District Common Core ELA units.

Facilities and Technology Committee: March 26, 2014
Background Information

In November 2006, San Leandro voters passed Measure B, a $109 million school facilities bond to address aging and deteriorating health and safety issues through modernization and new construction throughout the District. By leveraging state matching funds, seeking out grants, and building strong partnerships, as well as a positive bid climate and the careful management of resources resulting in Measure B savings, the District has greatly enhanced the original scope of work and continues to identify new projects to fund through Measure B.

In November 2010, San Leandro voters passed Measure M, a $50.1  million school facilities bond that is addressing aging and deteriorating health and safety issues through modernization and new construction throughout the District, including the renovation of a new track and field at John Muir Middle School and the athletic exteriors at all elementary Schools, including Woodrow Wilson Elementary School.

On December 6, 2011, the Board of Education approved the Architectural Services Agreement with SIM Architects, in the amount of $84,000 for athletic oriented site improvements at Wilson Elementary School; and the Architectural Services Agreement with Spencer Associates, Inc., in the amount of $235,000, to cover athletic oriented site improvements at John Muir and Bancroft Middle Schools, all funded through Measure M.

At the November 19, 2013, Board Meeting, the Board of Education reprioritized savings projects and directed staff to make a recommendation for additional field improvements at Woodrow Wilson Elementary School.

At the January 14, 2014, Board meeting, the Board of Education approved the architectural agreement with Keller Mitchell & Co., landscape architects for John Muir Middle School, in the amount of $23,000, for design services covering the baseball field, infield, associated wing fencing along the first and third base lines, irrigation and lawn planting.  The design fee of $23,000 represents 10% of the $230,000 cost of construction.

This Amendment No. 1, in the fixed amount of $60,000, is for additional architectural services requested for the Muir Middle School and Wilson Elementary School to redesign the existing three parking lots to improve safety and traffic flow (auto and pedestrian); design improvements to the Muir Middle School back field where construction trailers were located; and to add softball dugouts.  The new Lump Sum Fixed Fee will be in the amount of $83,000.

10.8. Revisions to Board Policy 5111, Admissions
TO:
Mike McLaughlin, Ed.D., Superintendent

Minutes:

At the request of Trustee Rosato, Director of Teaching, Learning, Educational Equity Sonal Patel explained that the revisions to the Policy came about after two families asked if the District would consider enrolling their children early, if they were ready, to Transitional Kindergarten and Kindergarten before the prescribed state regulation. While the District understands that students whose birth dates closely miss the cutoff dates of school attendance may have educational needs and demonstrate capabilities that warrant early admission, the District did not have a policy or procedure in place that allowed for this. Staff then researched other District's in the state, who have such a policy in place, and as a result, is recommending that Board consider the revisions to Board Policy 5111, Admissions, whereby, if approved, the District can consider students whose birth dates are within 8 weeks of the state cutoff dates if the potential student meets the determined criteria through the prescribed readiness assessment.

Dr. Mucetti also acknowledged Dr. McLaughlin for his strategic thinking and vision by bringing this request to their attention.

The Board then approved the Revisions to Board Policy 5111, Admissions.  Trustee Katz-Lacabe was absent.

Board Policy Committee Meeting on March 26, 2014
Background Information
The San Leandro Unified School District recommends that students enter transitional kindergarten and kindergarten at the ages prescribed by state regulation. However, the district understands that students whose birth dates closely miss the cutoff date for school attendance may have educational needs or demonstrated capabilities that warrant early admission to transitional kindergarten or kindergarten before the prescribed state regulation. Students seeking early entrance to transitional kindergarten or kindergarten must demonstrate capabilities warranting early admission. If approved, the district can consider students whose birth dates are within 8 weeks of the state cutoff dates if the potential students meet the determined criteria through the prescribed readiness assessment.

10.10. AP French: Advanced Placement Course at High School
TO:
Mike McLaughlin, Ed.D., Superintendent

Minutes:

Trustee Prola explained that she had spoken to Dr. Mucetti, and Sonal Patel regarding her concern about the course description forms being inconsistent and incomplete. For this reason, Trustee Prola said that she would be abstaining from the vote for this item, as well as 11k-AP Government and Politics Course at the High School that follows.

Dr. Mucetti appreciated Trustee Prola's concern and explained that the Policy Committee discussed that the process was incomplete and not very systematized around expectation, adding that the committee will be revisiting the process, beginning with what the expectation will be from teachers who want to make course changes or adopt new courses, down to the actual form itself, saying that as we revamp the forms, a uniform expectation will be set around the work.

13. ADDITIONAL SUGGESTIONS AND COMMENTS FROM BOARD MEMBERS
Minutes:

Trustee L?pez had the opportunity to visit a geometry class at the high school recently , commenting that geometry was one of her favorite topics in high school.  During her visit, she participated in a classroom assignment and was surprised on how well she did!  She also attended the Kaiser Medical Center ribbon cutting ceremony and enjoyed networking with a number of members of the community including the Alameda County Fire Department Code Compliance Officer who spoke highly of our District Maintenance Manager Greg Dyer; the REACH Ashland Youth Center extended an invitation to the Board to visit & tour their facility, noting that while they are located in the unincorporated part of San Leandro, they serve a number of our students; and she also spoke with the City of San Leandro grant writer, where she learned that City has acquired a grant for gang suppression for the community. Trustee L?pez hoped that the District would consider collaboratively working with the City to leverage funds that may be available to integrate within our school district.

Trustee Carey attended the Kaiser ribbon cutting and toured the facility, describing it as a remarkable place, a tranquil environment, with lots of local artwork displayed. The Medical Center will be opening on Monday, April 7, adding that another ribbon cutting for the opening of the hospital on June 3 is being planned.  Trustee Carey is looking forward to the Lincoln Open House, 6 p.m. this Thursday, April 3, and First Friday at Drakes benefiting John Muir Middle School. He also wished "all the science fiction geeks out there" a "Happy First Contact Day" this Saturday, April 5.

Trustee Toro commented on all the great things happening in the District and acknowledged the Superintendent, his Cabinet, and staff for all of their hard work. He was excited about attending both the Latino Achievement Nights.  He concluded his remarks on a personal note with regards to how much he dislikes the term "gang suppression," saying that "there are other ways of expressing that term."

Trustee Prola attended the Taste of Jazz at the high school, commenting that the program was very good.  She attended the San Leandro Teachers' Association fundraiser at the Englander, expressing "how the energy filled the room."   She mentioned that high school art will be on display at the Taste of San Leandro on April 24, 2014, which is hosted by the San Leandro Chamber of Commerce.  Trustee Prola reiterated her request to consider restoring elementary librarians and clerks.

Trustee Rosato attended the Latino Achievement Nights and the State of City address.  He attended the March 28-30, CTA State Council of Education Conference, reporting he was very impressed with a collaborative labor practice that demonstrated a positive experience during the awards ceremony, where members of classified, certificated and administrative staff honored each other.  He commented how honored he feels to be involved with the student needs-centered curriculum and intervention design.

Trustee James also attended the State of the City address and the Kaiser Permanente Medical Offices Opening ceremony, commenting that "we are on the move in this community, it's a fantastic time to be involved," and sharing a quote from Kaiser, "This is a return to San Leandro." He also attend the SLTA Stand fundraising event at the Englander.  He was fortunate to attend the professional development day at the AEC on March 31, where a 6-year old's recitation of a poem about Martin Luther King's "I Have a Dream" speech, "lit up the room" and a high school senior's poem was amazing.
