Parks and Recreation Commissioner Evelyn Gonzalez provided the following report:
- The 2014 City of San Leandro Parks & Recreation Guide will be coming out soon.
- The Annual Egg Hunt was held at Marina Park on Saturday, April 12 and was a great success.
- The Cherry Festival will be May 31, 10-6:00 p.m. in downtown San Leandro. The Commissioner reminded the Board that the parade will begin at 9 a.m. and that they should arrive at the parade staging area at 8:15 a.m., although the cable car for the Board may not be available until 8:30 a.m. She said that signs will be available for decorating the car; however, she also encouraged the Board to bring additional decorations if they would like to.
- Baseball season is underway, sharing that the uniqueness of San Leandro is that there are three little leagues: 1) San Leandro Little League, (advances on to state championships); Floresta Little League (plays and practices at Madison and Monroe Elementary Schools), and Washington Manor, (plays and practices at Stencil Park across the street from the Marina Community Center).

Evelyn Gonzalez addressed the Board regarding 504 Plan accommodations. She explained that two of her four children in the District have a permanent, uncorrectable vision impairment, and have 504 plans in place, stating, that with her involvement in different parent groups including some special education and 504 parent support groups, she often hears heartbreaking stories on the difficulties parents and students have in getting teachers to follow 504 and IEP accommodations.
She shared some of her own personal stories describing her sons' classroom experiences when teachers' fail to accommodate their vision deficit, how she and her husband tried to work through the system to fix things, without any positive outcomes, and when they asked why teachers refuse to accommodate, they were told, "We need to prepare them for college," only to discover that while making the college decision for their son, that all colleges offer 504 accommodations, adding that her son has a paid note-taker in every class, is allowed double-time on all exams, which is proctored by the facilities office, and all the accommodations are followed all of the time. Ms. Gonzalez acknowledged that there are many teachers who have gone above and beyond; however, having a special needs student is very difficult and most families do not have the energy to continually fight with the teachers to follow 504 or IEP plans, concluding that, in most cases, I just give up and say "college will be easier." |

San Leandro Teachers' Association (SLTA) President Jon Sherr, reported that Anita Waldron, CTA Rep Nicole Love, Dr. Mucetti, and he met during their spring break and completed the work on the wellness coordinator MOUs. He also mentioned that the Alcosta luncheon honoring SLTA Vice President/Bargaining Chair Anita Waldron is this Saturday, April 26 at Scott's in Jack London Square.
Mr. Sherr then focused his comments on the relationship between the District and SLTA, particularly their lack of trust with the Human Resources Department, citing several areas of concern such as the qualifications for District coaches, a grievance regarding notification of students who are out on suspension; distribution of the new salary schedules, and the development of the 2014-2015 District calendar. Mr. Sherr concluded by saying that SLTA is grateful for the support they have received from the new Leadership, and while he believes its a good working relationship; "this two-track relationship is unsustainable and will impact our ability to collaborate in the future." |

Superintendent McLaughlin provided the following report:
- LCAP Community Forum
The second of three LCAP community forums was Monday, April 21. The final forum will be Thursday, April 24, at the District Office. The Superintendent commended Dr. Rosanna Mucetti and her staff for all their planning and holding the forums. He reported that staff looked at the survey numbers yesterday and the community feels that student achievement is the number one area of importance and we should continue putting money into the classrooms, followed by technology, safety, and the arts/music.
Superintendent McLaughlin said that his main focus is the budget. "With this new process, we cannot roll it over the way we did before. The goal is to have a solid budget for you before the end of the fiscal year."
- School Based Health Center Project Update
The Superintendent will provide an update within the next week.
- Quality School Construction Bonds (QSAB) Program
The District is continuing to gather documentation and is hopeful that things will continue to move ahead as planned, noting that this is a key component to the base of our technology infrastructure and to our future success in moving forward in technology.
- Smarter Balanced Assessment Consortium (SBAC) Implementation Pilot
Implementation of the SBAC testing pilot is going great. Today seven hundred high school students took the field test. He commended Director Rob Mangewala for all of his work on this, adding that "when the assessment goes live, the District will do a great job, because we had a great "dry run.""
- District Appointments
The Superintendent was pleased that the District Office positions, and the middle and elementary positions have been filled. Staff will be concentrating on the high school administrative position within the next week.
The Superintendent briefly responded to comments made from SLTA president Jon Sherr regarding Human Resources (HR), stating that HR has been experiencing an unusual number of employment and legal issues, and along with the day to day hiring of teachers, etc., an abundance work has been generated, going way beyond what one person can do. With the additional appointment of an assistant director to that department, the concerns/issues can be addressed, noting that, "We have good employees", and we will look at the process." |

Trustee Prola reported that the Facilities & Technology Committee met on April 16, 2014, and received a presentation from Ruth Alahydoian, VP of KNN Public Finance on the Qualified Zone Academy Bond (QZAB), which could possibly generate $5M towards technology for the District. They discussed the job description for the School Based Health Center Manager and the construction of the building. The District fencing was also discussed, saying that Superintendent McLaughlin would like to see the District consider a type of fencing that looks like rod iron, which he feels would provide a more welcoming feel to the sites.
The committee is receiving proposals for electrical upgrades at the sites to accommodate the new technology. The District is looking at heating and ventilation proposals for the hallways at McKinley Elementary School and John Muir Middle School. The District is also considering entering into an agreement with the City of San Leandro to lease office space for the San Leandro Unified School District Office, which would then allow for the reconfiguration of the current building to accommodate Sp. Ed. students who currently are sent outside the District to receive services that we have been unable to provide. |

Trustee Lopez reported that the Ad Hoc Discipline Committee had a preliminary meeting on April 11. The goal is to bring strategies and solutions to the Policy Committee and then to the Board for consideration in September 2014. |

| By upgrading the machine, the site will have faster and more efficient equipment, less cost in lease and maintenance agreement. With the vendor proposed bid, the estimated savings will be $1373 the first year or 52% and $896.76 or 34% to the Unrestricted General Fund the remainder of the (60) month contract. |

| Approve a new digital mail system contract with Neopost Northwest for the term of 60 months for San Leandro High School. |
| Board Policy 3300; Administrative Regulations #3311; Public Contract Code 20111(a |
| San Leandro High School currently has a leased digital mail system model DM500 from Pitney Bowes. The current lease contract went into effect December 2008 and expired December 2013; a total of 5 years. The Pitney Bowes expired contract has now rolled into a month to month bill for usage. The equipment is now over (5) years old, requiring maintenance and repairs as compared to new equipment. In order for us to better serve the high school site; we have a plan in place to upgrade the digital mail system and lease contract as it expires.
Since the proposed lease contract is under the bid limit of $84,100, the Purchasing Department solicited two vendors that lease and service digital mail systems. These companies are Pitney Bowes and Neopost USA Company. The pricing and terms from Neopost are the lowest and we have also established a successful and dependable business relationship with them; all of which are extremely important to servicing our school sites. Therefore, staff recommends awarding the new Lease & Maintenance contract to Neopost USA Company; under the existing Western States Contracting Alliance (WSCA) Contract 7-12-70-25 pricing. Neopost provides our district with award winning equipment and superior maintenance service on our current active contracts.
It is the recommendation of staff to select the 60-month lease term, since the saving is greater with the longer term contract and the life efficiency of digital mail system is about 5 years or 60 months.
The proposed 60 month lease will cover 1 machine at the high school with a monthly lease of $105.95 per month for the first (12) months, then $145.66 for following (48) months. Additionally, Neopost will include $500 of supplies during the life term of the lease. The lease agreement will include and provide maintenance service calls, and installation/training. The annual contracted pricing for the first (12) months will be $1,271.40 (tax not included) while the remainder contracted annual cost will be $1,747.92 (tax not included). The $500 credit for supplies should support the school site needs for at least (4) years.
The current lease contract that expired in December 2013 costs $2,644.68 annually. The new lease will replace existing and upgrade to a system with auto feeder and sealer for the High School with an annual estimated cost savings of $1,373.28 the first (12) months and $896.76 per year for the remaining (48) months. |

| Approve the renewal contract between All City Management Services and the San Leandro Unified School District for crossing guards for the 2014-2015 school year. |
Prior to 2009-2010, the City of San Leandro has funded the Crossing Guard Program to ensure that students can safely cross our busy streets as they come to and from school each day. Started in 2009-2010 school year, the District and the City of San Leandro reached agreement to share the cost (50/50) of the crossing guard program. Since then, each party has been committed to sharing the cost.
Attached is the renewal contract between the District and All City Management Services (ACMS) for crossing guards for 2014-2015. For the past several years, due to difficult economic times faced by many districts, ACMS has not increased their rates. However, effective 2014-2015, the hourly rate will be raised from $16,89 to $17.48, a 3.5% increase. The estimated total cost of the agreement for 2014-2015 is $50,342.40 ($17.48 per hour) and the City of San Leandro will reimburse for half of the cost.
The schools covered by this contract are:
- Garfield Elementary School

The program in place, at the present time, is offered during 5th and 6th periods on an every other week basis. This includes meeting with parents and school staff.
The impact on student behavior and academic progress would be more effective if the services to students on campus were more frequent. John Muir would like to increase services to generate greater efficacy overall with a more in-depth program. Approve bond contracts on the attached spreadsheet which are for amounts $15,000 or less for fiscal year 2013-2014. |
| Approval of bond contracts for small amounts comes up each fiscal year as a discussion item. Associate Superintendent of Business and Operations has researched with three separate legal counsels regarding the process to approve professional consultant contracts in general, and especially in relation to the size of the contract. Each of these legal counsels has advised that the District formally present any contract for professional services to the Board for approval regardless of the amount. A contract is in place when it has an ?offer?, ?term(s)?, and ?acceptance?.?
Using the programmer of Accountability (construction software), staff developed an appropriate format for construction related service contracts under $15,000, which is the standard threshold for construction related services. This was approved by the Board of Education on October 16, 2012.
Attached is the ?Summary Spreadsheet for Bond Contracts $15,000 or Less.? The spreadsheet will be provided to the Board at every board meeting, if there are any contracts falling under this category. | Approve the contract between Apex Learning and SLUSD for summer school digital curriculum. |
This contract with Apex Learning is for the services provided to SLUSD as part of the summer school high school credit recovery program. In a pilot program, some of the sections of English, Math, Science and History offered this summer will use a digital curriculum instead of the board-approved textbooks and supplementary material. The implementation will require services from Apex Learning to help with planning, training and coaching support for those teachers assigned to the sections with the digital curriculum.
In Credit Recovery Summer School, students take a course that they have not passed during the school year. While different materials are often utilized to give students a different experience, those materials do not recognize the very different needs of the students in the class. Some may have not passed a class due to attendance, illness or other reasons beyond academics. The digital curriculum will allow students to work at their own pace and free the teacher up to provide small groups, or individual support, or enrichment. The success of this new approach will depend on intensive professional development and coaching around the use of the new curriculum and classroom organizational strategies.
The materials will be used in class using the Chromebooks and Computer Lab at FTK. Students who pass tests in the presence of the certificated teacher will have an opportunity to move at a faster rate. Those who show their ability to work more independently will be given an opportunity to reduce attendance in the live classroom at FTK as the summer progresses. This will require parent notification. |

On August 9, 2013, the San Leandro Unified School District conducted a formal sealed bid opening process, per State of California Public Contract Code requirements, for award of multiple contracts to furnish bus transportation services for students (Bid No. 2013-7) in the District.
The District received 3 sealed bids and verified that the vendors met the requirements of the Public Contract Code. However, during the course of the year, three vendors were not sufficient to meet the demands of District requests. As a result, in consultation with the District legal counsel, staff requested other companies to bid.
During this interim period, staff has received one additional company, Michael?s Transportation and this vendor has met the requirements of the bid. Michael?s Transportation will be added to the existing list of three vendors which were grandfathered into the new list.
Per legal counsel, the District can continue to add other qualified bids to the list and staff will continue to solicit other transportation companies to the bid.
Staff recommends approving Michael?s Transportation to provide transportation services to San Leandro Unified School District. Depending on the needs (distance, time of day, time of the year, etc) of each school site, the site administration has the flexibility of negotiating an appropriate transportation service from this approved list of busing companies.

Prior to taking action the job descriptions for the Instructional Coaches and the Student Health and Wellness Center Manger, Assistant Superintendent John Thompson distributed revised copies, explaining that there some changes made after the initial job descriptions were included in the agenda packet:
- Initial Instructional Coach Job Description
"Master's Degree in Education, Educational Leadership, or equivalent preferred" under Education and Experience removed
- Manager, Student Health and Wellness Center Job Description
A typo was corrected
PUBLIC COMMENT
Anita Waldron, SLTA Vice President and Bargaining Chair, addressed the Board, regarding her concern that the job descriptions may not be be inclusive. She acknowledged the removal of the "Master's Degree in Education, Educational Leadership, equivalent preferred"; however, felt that "Spanish bilingual preferred" and some noted physical requirements might discourage interested teachers in applying.
A brief discussion ensued with the Board raising questions and suggestions around including "permanent status" language in the "minimum of three years of successful teaching experience"; the thought process around "Spanish bilingual preferred": and the urgency of taking action this evening, so that the job description could be taken back for further review with SLTA, which were addressed by staff. The Superintendent also noted that these were general job requirements, and reminded the Board that they need to rely on the process.
The Board then approved the Job Description for Instructional Coaches as amended. |

| Receive for information the Williams Uniform Complaint Procedures (including Valenzuela Settlement Requirement) Quarterly Report: January-March 2014 |
| California Education Code Section 35186 |
The regulations of the Williams lawsuit settlement require school districts to complete ?Quarterly Complaint? reports that document the number of complaints for textbooks and instructional materials, teacher vacancies and misassignments, and facilities conditions. Additionally, effective January 2008, as a result of settlement with the California State Department of Education, districts are required to implement the Valenzuela Settlement Legislation (Assembly Bill 347). This legislation requires that districts offer services for two consecutive years following grade twelve to students who did not pass the CAHSEE by the end of their 12th grade. Additionally, the legislation requires that students and families have the opportunity to file a complaint against the District for not fulfilling this requirement. Notification regarding the complaint process is integrated into the Williams Complaint form which is posted in every secondary classroom as required. For the period January-March 2014, the District did not have any complaints. |
