Minutes:

Superintendent McLaughlin invited Associate Superintendent Song Chin-Bendib to the podium, following Public Comments saying, "This is your night, Song," who then began by saying "After seven years, three months and three days, thirteen Board members and three Superintendents - but who is counting, it is time for me to move on.  My tenure at San Leandro Unified School District has been a fantastic experience, filled with challenges and experiences that have helped me grow as a CBO and for that I am very grateful."

She continued by expressing her appreciation for the time spent in the community and how thankful she was for the support of past and present board members, and the Superintendents that she has served.  She was especially thankful for her outstanding team of classified managers, and the many accomplishments achieved together by the District including, leveraging a combined  $159 million bond into $200 million worth of sterling projects, maintaining our schools in the best condition during the Great Recession, protecting the District's fiscal solvency in spite of a $12 million loss in state funding since 2007-08, serving millions of healthy and nutritious meals to our wonderful kids, installing wireless service throughout the school district, and marketing our state of the art theater to the community.

Ms. Chin-Bendib noted that a highlight for her was when, the then City Manager John Jermanis, "out of the blue" revealed that the City had decided to chip in over two million dollars toward the construction of the 9th grade gymnasium.  She thanked San Leandro Mayor Stephen Cassidy for his great support of our schools, and former School Board member and City Council Member Pauline Cutter for her support and inspiration all of these years, "You made my job so much easier."  She then thanked everyone and offered her best wishes for continued success.  "Adios, Sayonara and Chai Chien.  The past seven year has been one great journey."

After giving her farewell, Mayor Cassidy and City Council member Cutter read a proclamation honoring her for her many accomplishments benefiting San Leandro students, schools and community, ending with an announcement declaring "August 27, 2014, as Song Chin-Bendib Day."

6.2. Career Pathways Trust Grant Launch
Fiscal Impact
San Leandro Unified School District has received 163K from this grant.
TO:
Superintendent Michael McLaughlin, Ed.D

Minutes:

San Leandro Unified School District is part of the Peralta Colleges led $15 Million East Bay Consortium Career Pathways Grant. Joanne Clark, Assistant Director, Teaching, Learning and Educational Equity Department, who oversees secondary programming, provided information regarding the vision of the career pathways grant the district has been awarded.

Last month, a consortium of community colleges, K-12 school districts, and workforce investment boards in the Bay area of California, was awarded $15 million in funds from the California Career Pathways Trust.
San Leandro Unified's allocation of the grant is $163,481 in year one; $114,436 in year two; and $49,044 in year three.

The East Bay Consortium will use these funds to help students stay in school and move toward college and employment in high-demand fields. For youth who are at risk of dropping out of school, or who have already done so and are not engaged in work, the career pathways approach provides more accessible entry-ways back into education and the workforce. The career pathway approach connects progressive levels of education, training, support services, and credentials for specific occupations in a way that optimizes the progress and success of individuals with varying levels of abilities and needs.

The East Bay Consortium is composed of the four community colleges in the Peralta District, as well as Chabot College and Contra Costa College, along with K-12 superintendents from 11 school districts. This consortium has successfully built pathways from high school to community colleges through educational enrichment, student support, parent programs, and teacher training.

The funds from the Career Pathways Trust will allow community college faculty to expand their relationships with regional high schools to enhance students? academic preparedness. Furthermore, the funds will be used to facilitate more connections between businesses and educators to create work-based learning experiences. The East Bay Consortium has prioritized the high-demand fields of health and biosciences, engineering and advanced manufacturing, information communication technology and digital media, and public service and law. A number of employers have established relationships with the East Bay Consortium, including the East Bay Chamber of Commerce, the Oakland Chamber, the San Leandro Chamber, and Kaiser Permanente, Bayer Healthcare, Bio-Rad, Autodesk, Maxon Computer, Bay Ship and Yacht, and Turner Construction.

The Board thanked staff for the presentation, adding that they were grateful that the District became part of the Peralta consortium grant. Additional comments and questions raised by the Board included how Career Pathways will prevent students being placed in remedial classes in college, what the District is doing now to follow-up on how prepared/deficient our students attending college are, where the District needs to make improvements for our students to go on to be successful, current and future District academies, and internal collaboration with the District's Health and Wellness Center, which were addressed by staff. Ms. Clark noted that the Board will be receiving updates very soon.

Staff Recommendation
Approve bond contracts on the attached spreadsheet which are for amounts $15,000 or less for fiscal year 2014-2015.
Background Information
Approval of bond contracts for small amounts comes up each fiscal year as a discussion item. Associate Superintendent of Business and Operations has researched with three separate legal counsels regarding the process to approve professional consultant contracts in general, and especially in relation to the size of the contract. Each of these legal counsels has advised that the District formally present any contract for professional services to the Board for approval regardless of the amount. A contract is in place when it has an ?offer?, ?term(s)?, and ?acceptance?.? Using the programmer of Accountability (construction software), staff developed an appropriate format for construction related service contracts under $15,000, which is the standard threshold for construction related services. This was approved by the Board of Education on October 16, 2012. Attached is the ?Summary Spreadsheet for Bond Contracts $15,000 or Less.? The spreadsheet will be provided to the Board at every board meeting, if there are any contracts falling under this category. Background Information

In November 2006, San Leandro voters passed Measure B, a $109 million school facilities bond to address aging and deteriorating health and safety issues through modernization and new construction throughout the District. By leveraging state matching funds, seeking out grants, and building strong partnerships, as well as a positive bid climate and the careful management of resources resulting in Measure B savings, the District has greatly enhanced the original scope of work and continues to identify new projects to fund through Measure B.

In November 2010, San Leandro voters passed Measure M, a $50.1 million school facilities bond that is addressing aging and deteriorating health and safety issues through modernization and new construction throughout the District, including the athletic exteriors at all elementary Schools, including Woodrow Wilson Elementary School.

On March 1, 2011, the Board of Education approved SIM Architects, through a Request for Qualifications (RFQ) process, to be placed in an Architectural Pool for use on selected projects as identified through the local Measure M Bond.

On December 6, 2011, the Board of Education approved the Architectural Services Agreement with SIM Architects, in the amount of $84,000 for athletic oriented site improvements at Wilson Elementary School. The design fee of $84,000 represents 12% of the $700,000 construction budget.

The agreement in the amount of $84,000 covers athletic oriented site improvements at Wilson Elementary School.  Scope includes:

  • Asphalt repair, slurry sealing, and restriping
  • Repair and ADA upgrade of existing play structures
  • Provide new play structure fall-zone material within exiting play boxes
  • Provide an outdoor classroom overhead metal shade structures
  • Provide new site ?furniture?, play court equipment (basketball, volleyball, etc.) or improvements as needed
  • Provide par course including associated pathway
  • Planting and irrigation work where disturbed by site improvements

This Amendment No. 1, in the fixed amount of $9,000, is for additional architectural services requested for the Wilson Elementary School Playground project to provide extended Construction Administration (CA) Phase services for the extended construction work at Wilson ES.  The Contractor?s original project schedule included a Completion Date of August 19, 2013.  Due to delays by the Contractor, the project Completion Date was extended by 3 months.  Extended CA Phase services include additional site visits, meetings, and project document reviews by Sim Architects and their subconsultant, Vallier Design Associates, Inc.

The new Lump Sum Fixed Fee will be in the amount of $93,000.

12.12. Contracted Services Agreement Between San Leandro Unified School District and The YMCA of Camp Arroyo for McKinley Elementary School for Outdoor Education February 23-25, 2015
Fiscal Impact
Fiscal Impact: Deposit has been paid from site discretional funds. Funds will be replenished as money from grants, fundraising, and donations comes in. Net fiscal impact: $0.
TO:
Mike McLaughlin, Ed.D., Superintendent

Minutes:

Responding to Trustee Prola, Superintendent McLaughlin said that he would report back to the Board regarding if this was McKinley Elementary School's first time sending students, the progress of their fundraising goal of $18,990 for this science camp, and the number of District schools who have participated in Outdoor Education. Trustee Katz-Lacabe noted that last year Washington Elementary School made an appeal for their outdoor education trip, and that Supervisor Wilma Chan's office made a $1,000 donation, adding that these outdoor education experiences are extremely valuable and he hoped that all of our elementary schools have the opportunity to participate.

Superintendent McLaughlin explained that this program offered through the YMCA is new to the District this year and we are hoping that all elementary students, at certain age, will be able to participate in this program, which would eliminate some of the fees incurred through similar programs.

Outdoor Education is funded entirely through grants, fundraising, and donations. 11 chaperones will accompany this trip with an estimate of 80-96 students attending this trip.

12.15. Approve Contract with Ray Morgan Company for Scanning Service for Human Resources, Payroll, Adult School and Business Services Departments
Fiscal Impact

The the total estimated cost is $122,500 from the General Fund, and is broken down into the following departments: Adult Education ($30,000); Adult Education (MicroFiche Cards ($31,000); Payroll ($21,000); Human Resources ($28,000); and Business Services ($12,500).

TO:

Board of Education

Minutes:

Trustee Katz-Lacabe thought that the contract approved at the August 12 Board meeting for document management services with the Ray Morgan Company encompassed scanning services. He asked for staff to explain how this is different and why it was not included with the contract that was approved at the previous meeting.

The District's Chief Technology Officer, Ryan Choate briefly explained that as the District moves towards going completely "green" with our paperless solution, the original contract only included replacement of copy machines, printers at the sites, document management software, fax server, and service and supplies for these devices.  The scanning services being offered by Ray Morgan, through this contract, will automate the scanning process which will allow the District to sustain all future scanning projects as we move forward.  He also further detailed the specific scanning process and how the information will be protected.

Trustee Lopez raised concern regarding storage of the data, suggesting that the District explore storing the data/materials in an outside area where it is less likely to have a natural disaster i.e. earthquake. Mr. Choate noted that the District is currently looking into a disaster recovery system, which can be funded by part of the QZAB bond.

Laserfiche Document Management Solution new on-line forms will replace the hard copy format currently used.  This will reduce the paper consumption of our district as well.  All hard copy documents will be scanned into this new solution as well.  Retrieval of these documents will take minutes instead of hours.

Adult School currently has approximately 187,000 documents to be scanned.  These documents consist of the following: Employee Records (Active/Non-Active), Student Records, Even Start, CAN/HHA, independent Study, Payroll, Sick Leave and Student Records (Micro Fiche Cards).  All documents will be assigned retention dates for later purging.

Payroll currently has approximately 135,000 documents to be scanned.  The documents consist of Payroll Files, Timesheets, Attendance, Voluntary Deductions and Retirement Files.  All documents will be assigned retention dates for later purging.

Human Resources currently have 179,000 documents from the past two years that will need to be scanned.  There are many more documents that need to be sorted through in storage and prepped for future scanning.  The files are made up from Employee/HR Files, Binders, Medical, TB and I-9 Documents.  This department will need future funds available for additional scanning for the documents in storage that will be needed in the future.  This initial scope only included those documents inside of the HR Department file cabinets today.

Business Services Department has approximately 80,000 documents to be scanned.  These will be all the random files of Contracts, Litigations and various other documents.

Trustee Prola noted that this contract was coming to the Board retroactively, adding that she doesn't remember seeing this contract, which is renewed annually, on previous agendas, which raised another concern with regards to the number of contracts are renewed annually without coming to the Board.  She would like to see on-going contracts, etc. brought the Board prior to the start of services.

Superintendent McLaughlin said that in the past annual/routine contracts such as this were included in the Consent Calendar, adding that as we move ahead with refining the format of the agenda, contracts such as these will be coming to the Board in June for the next fiscal year.

Trustee Katz-Lacabe commented that yesterday, the American Academy of Pediatrics released a report called, "Let Them Sleep" in which they support and recommend delaying start times to 8:30 a.m. or later for middle and high schools to combat teen sleep deprivation, citing examples studies have shown regarding the importance of sleep to the health, safety, performance and well-being of our nation's youth. Acknowledging that this may be difficult to do because of after-school sports, Trustee Katz-Lacabe asked for and received consensus to have staff research with other Districts who are part of the same athletic group to see if we can agree to begin moving forward together regarding adjusting the school schedule to meet the scientific bases for a later start time for the benefit of our students.

Trustee Prola reminded the Board of her request to forming a committee to consider naming the new Health & Wellness Center after a person, as was done for the FTK Ninth Grade Campus. She passed along a sample of a proposal to the Superintendent as a guideline to begin the process.

Trustee Rosato asked for and received consensus to direct staff to revisit the District's fundraising policy and state guidelines regarding healthier activities and choices for school groups such as PTAs.

Trustee Lopez asked for and received consensus to have staff agendize, at a future Board meeting, information regarding the District's safety plan, in light of the earthquake that recently occurred in Napa.  The Superintendent said that he would like to bring a presentation on the District's Emergency Preparedness Plan back to the Board in October.  In addition, Trustee Prola would like this item brought to the Facilities & Technology Committee agenda.

Trustee James received consensus to bring back the overnight field trip policy back to the Policy Committee for further discussion and review.
