7.3. Library Restoration and Reopening
TO:
Mike McLaughlin, Ed.D, Superintendent

Minutes:

Roxanne Ansolabehere, Coordinator of Library Services and Multimedia Manager, presented, in accord with the requirements of the Local Control Accountability Plan (LCAP), the goals for our library program; focusing on this year's reopening and restoration of the elementary libraries. The plan falls under Board Policy 6163.1 and three Strategic Goals: student achievement, access and equity; technology; and community and public relations.  The presentation outlined the state of the libraries now, the work that has been done in the last two months, the short-term and long-term goals for the program and recommendations for purchases for the first steps in this process.

Ms. Ansolabehere explained that hard economic times and cutbacks closed the District's eight elementary school libraries for four years.   Prior to that, the libraries functioned with a part-time, unmanaged staff.  Through the LCAP planning process, the community has asked the district to restore these libraries.  With the hire of four media techs and a District librarian, the work has begun, adding that within a month she has been holding meetings with site administrators, locating computer and data, assessing textbook distribution procedures and drafting a plan to automate these procedures, creating a K-12 libraries operating budget, and procuring quotes for all hardware, software, training, supplies, books and media for elementary schools.

Ms. Ansolobehere recommends that the elementary school library restoration be accomplished in four phases:

  • Phase One
    • Hiring of four library media tech (one for two schools)
    • Order necessary supplies for each library, including barcodes and materials of processing books by September 1, 2014
  • Phase Two
    • Renew and update software, purchase and install hardware by January 30, 2015
    • Order new computes and hand scanners for each library
  • Phase Three
    • Training - all library personal must be trained on new system by February 15, 2015
  • Phase Four
    • Order all books and media for the elementary school libraries by March 1, 2015

Ms. Ansolabehere said that the goal this year is to staff, open, restore, and begin modernizing.  Once this is achieved, we will be ready to take the next step towards the ultimate goal -  "a state-of-the-art library" that includes:

  • Tech Rich - ebooks, iPads, chromebooks
  • Hands on - a comfortable inclusive space
  • Service for ESL - increased programming and resources
  • Automated - online, web based
  • Community Outreach - library as community center
  • Social media - outreach via social media
  • Labs - video, podcast, webinar
  • Cyber cafe - digital archives

In conclusion, Ms. Ansolabehere said, "San Leandro Unified School District will transform forgotten and neglected libraries and resurrect them, nourish them, transform them, breathe new life in them and they will become centers of the schools and community touchstones," adding, "Let's be the leaders following the sign posts that point to the state-of-the-art, 21st Century information and learning centers."

The Board thanked Ms. Ansolabehere for this great opportunity for our students and helping them to better understand the needs of the library. Additional comments from the Board included hours and availability of the libraries, and possibility of catalog interfacing with the with the San Leandro Public Library and their outsource system. Student Board member Anna Martin was interested in knowing if, with only four media techs in the District, staff would be trained on how to catalog the books and use of technology, which was addressed by staff.

Quick Summary/Staff Recommendation
Roxanne Ansolabehere, Coordinator of Library Services and Multimedia Manager, will present, in accord with the requirements of LCAP, the goals for our library program; focusing on this year's reopening and restoration of the elementary libraries. The presentation will outline the state of the libraries now, the work that has been done in the last two months, the short-term and long-term goals for the program and recommendations for purchases for the first steps in this process.

Facilities and Technology Committee: September 3, 2014
Background Information

In November 2006, San Leandro voters passed Measure B, a $109 million school facilities bond to address aging and deteriorating health and safety issues through modernization and new construction throughout the District. By leveraging state matching funds, seeking out grants, and building strong partnerships, as well as a positive bid climate and the careful management of resources resulting in Measure B savings, the District has greatly enhanced the original scope of work and continues to identify new projects to fund through Measure B.

In November 2010, San Leandro voters passed Measure M, a $50.1 million school facilities bond that is addressing aging and deteriorating health and safety issues through modernization and new construction throughout the District, including the athletic exteriors at all elementary Schools, including Garfield, Jefferson, Madison, McKinley, Monroe, Roosevelt, and Washington and Woodrow Wilson Elementary School.

On March 1, 2011, the Board of Education approved DLM Architects, through a Request for Qualifications (RFQ) process, to be placed in an Architectural Pool for use on selected projects as identified through the local Measure M Bond.

On December 6, 2011, the Board of Education approved an agreement with DLM, Inc. in the amount of $446,500, which covers athletic-oriented site improvements at Garfield, Jefferson, Madison, McKinley, Monroe, Roosevelt, and Washington Elementary Schools.

12.8. Substitute and Short-Term Salary Schedule
Fiscal Impact
The fiscal impact of increasing the certificated daily substitute rate from $125 to $150 and the long-term daily rate from $140 to $160 is approximately $148,000 to the district's unrestricted general fund. This cost will be reduced by the anticipated savings from having to pay for less in lieu time. The cost of increasing the classified substitute rates as listed on the attached classified substitute salary schedule is approximately $55,000.

Background Information
The hourly and daily rates that we pay our substitute employees are no longer competitive. In some cases, we are not meeting new minimum wage requirements. The revised substitute employee salary schedule will enable us to be compliant with labor law as well as to attract more qualified candidates to our substitute pool. This has been a challenge as surrounding districts have increased their substitute rates. As an example, the San Lorenzo Unified School District and the Hayward Unified School District both pay their certificated substitute teachers $150 per day. The current rate in the SLUSD is $125 per day. As a result, we have been losing substitute teachers to those districts and we are having substitute teachers cancel jobs with us at the last minute to take jobs in those districts. When this happens we often are unable to find substitute teachers to fill these vacancies and we must have our own teachers cover these vacancies during their preparation periods. These teachers are entitled to in lieu compensation, which costs the district in either release time or money. In 2013-14, the district paid out the equivalent of $52,000 in in lieu substitute teacher costs and teacher pay. Raising the certificated teacher substitute rate to competitive levels will reduce this cost. Similar problems are occurring with classified substitutes; We are having difficulty finding qualified candidates and filling vacant positions. Raising these pay rates will make these positions more attractive to qualified candidates.

Background Information
At the August 12, 2014, board meeting, the board took action to restore a cut of elementary office clerk hours that was made during the 2009-10 school year when it took action to reduce a total of 1.0 FTE of Office Clerk 1 services across the district. When staff met with CSEA to implement this restoration, it became clear that the fairest way to distribute the restoration of office clerk hours was to divide the 1.0 FTE restoration across all sites that were affected by the cut made in 2009-10, not only elementary schools. Accordingly, staff is recommending that the board revise the restoration made at the August 12 meeting to include the secondary schools that were affected by this reduction. This would not increase the restoration cost already approved by the board on August 12 but would allow for a more equitable distribution of the office clerk hour restoration.

Facilities and Technology Committee: September 3, 2014
Background Information

On February 4, 2014, the Board of Education received a presentation from Philip J. Henderson, Attorney at Law, Orbach Huff Suarez & Henderson LLP, on the Lease-Leaseback (LLB) Construction Project Delivery Method Available per Education Code Section 17406, which the District will use to deliver some of the bond construction projects in 2014. The basic structure of the LLB is as follows:

  • District leases real property to a builder for $1 (site lease)
  • Builder constructs facility, then leases the facility back to the district?this is the ?leaseback? component (facility lease)
  • District makes payments for construction costs:
  • Tenant improvement payments during construction
  • Lease payments after construction
  • The construction terms and conditions are part of an exhibit to the facility lease
  • Title to the new facility vests in the District as lease payments are made
  • District makes lease payments for a period of time and then has the option to make a balloon payment to the builder to buy out the facilities lease

One of the benefits of using an LLB delivery method is that if a district has had trouble with a contractor, or even a sub-contractor, this method allows more control for who is selected.  A district accepts the Best Value as opposed to the lowest bidder, and while the LLB is not designed as a cost saving tool, districts can level the cost impact by adding competition. Many districts have found that there are fewer performance issues using this method. In addition the owner is able to control cost by negotiating a Maximum Construction Cost contract based on approved plans and specification which will limit change orders to unforeseen field conditions and/or owner requested changes.

LLB contracts are still school district public work contracts and the builder must pay prevailing wages, a payment bond is required, as well as DSA approval and Field Act compliance.  The District?s Project Stabilization Agreement may also be incorporated into each Lease Agreement.

Staff issued four RFQ?s to the general contracting public through advertisements in the Daily Review on March 18 and March 25, 2014.  The RFQs were also sent to thirteen (13) contractors who had previously worked successfully with the District and the design teams.  Nine general contractors responded to the RFQs on April 2.  Also, all nine (9) of the respondents met the District?s prequalification criteria.  On April 8 staff issued three (3) RFPs to the six (6) most qualified contractors and led mandatory site walks for each project.  Three (3) contractors responded to the RFPs and submitted proposals on the due date of April 25.

On May 28, 2014, the Board approved the Agreement for Preliminary Services (Preconstruction Services) with Jeff Luchetti Construction Inc. for Project #14-07 for the Wilson Elementary School Parking Lot, Irrigation and Fields Project; Project #14-08 for the Madison Elementary School/District Office Parking Lot; and Project #14-12 for the Muir Middle School Parking Lot and Courtyard Landscaping.

On June 24, 2014, the Board approved construction services contract with Jeff Luchetti Construction, Inc., in the amount of $1,219,225.00 for Project #14-07 for the Wilson Elementary School Parking Lot, Irrigation and Fields Project; Project #14-08 for Madison Elementary School/District Office Parking Lot Project; and Project #14-12 for the Muir Middle School Parking Lot.

Attached is Amendment #1 to the construction services contract with Jeff Luchetti Construction, Inc. in the amount of $1,172,582.00, for Project #14-07 for the Wilson Elementary School Parking Lot, Irrigation and Fields Project; Project #14-08 for Madison Elementary School/District Office Parking Lot Project; and Project #14-12 for the Muir Middle School Parking Lot. The Amendment consists of adding drop-off areas to both Muir and Wilson campuses.

He began his presentation by acknowledging and thanking the young people for all of their work in creating, distributing and gathering data from 1,000 surveys.
