The District plans to evaluate the programs and services currently offered to English Learners through the formation of a EL Redesign committee as the district works to align its EL programs to the demands of the Common Core State Standards and the newly adopted ELD standards. The goal of the committee will be to analyze the current program components, align program components to the new standards and expectations, and make recommendations for its EL program models that will ensure improvements for EL students achievement and language acquisition in the era of Common Core. The committee will provide direction for the redesign of EL programs so that SLUSD's English Learner programs provide equitable access to and full participation in a 21st century learning environment.

Approve bond contracts on the attached spreadsheet which are for amounts $15,000 or less for fiscal year 2014-2015.
Background Information
Approval of bond contracts for small amounts comes up each fiscal year as a discussion item. Associate Superintendent of Business and Operations has researched with three separate legal counsels regarding the process to approve professional consultant contracts in general, and especially in relation to the size of the contract. Each of these legal counsels has advised that the District formally present any contract for professional services to the Board for approval regardless of the amount. A contract is in place when it has an ?offer?, ?term(s)?, and ?acceptance?.? Using the programmer of Accountability (construction software), staff developed an appropriate format for construction related service contracts under $15,000, which is the standard threshold for construction related services. This was approved by the Board of Education on October 16, 2012. Attached is the ?Summary Spreadsheet for Bond Contracts $15,000 or Less.? The spreadsheet will be provided to the Board at every board meeting, if there are any contracts falling under this category. Fiscal Impact
Amount not to exceed $16,000.00 for the 2014-2015 school year from General Funds allocated for school safety.
TO:
Mike McLaughlin, Ed.D.

Staff Recommendation
Approve Contracted Services for Community Youth Court for the school year 2014-2015
Background Information
Community Youth Courts will offer a positive disciplinary option (diversion program) to at-risk SLUSD students, offering youth a second chance via positive peer support and interaction, and personal growth opportunities. Services to include, but not limited to, referring students to targeted community service projects; case management; and counseling. The plan will improve our district's capacity for serving students at risk for future disciplinary conduct. Community Youth Courts will conduct regular youth court sessions to address the early stages of juvenile delinquency by bringing students before a jury of their peers. "Sentencing" includes restorative justice principals. Emphasis is placed on engaging students in character bulding experiences and maintaining respectful treatment of offenders and victims. Participating youth learn about making responsible choices and accepting the consequences for their actions. This service is the most cited by parents as making a change in their child's life.

Trustee Katz-Lacabe asked if any data had been collected over the past seven years regarding the effectiveness on students attending UC campuses. Deputy Mucetti explained that in the past the work was embedded in the Gear Up Grant, so any data would have been included in the results of the five-year Gear Up Grant that was presented to the Board.  It was also noted that, while there is no specific data around this component currently, we will now have the opportunity to track the quality of the program, making sure that it is accessible to all students, as well as expanding our services to increase student leadership around college preparation and information.

Background Information
The Memorandum of Understanding with the Regents of the University of California/EAOP has been a vital part of increasing the number of students who are eligible to attend the CSU and UC systems at SLHS for over seven years now. Since partnering with EAOP, we have increased the number of students and families who have access to college planning and advising. We have also created/sustained programs to support students, staff, and families such as: College Night, Open House sessions focused on college topics, Pathways to College Workshop, a College Fair, PSAT Academy, college field trips, summer programming, and professional development for staff on the A-G requirements and college preparation, etc. We want to continue these programs for the 2014-2015 school year as well as expand our services to increase student leadership around college preparation and information. The MOU supports a regional manager and an adviser fellow to work with students to plan for college.

Facilities and Technology Committee meeting, October 1, 2014
Background Information
In order to support student access to technology, we need to upgrade the server infrastructure. At current the systems components are beginning to fail and lack the necessary resources to support the technology needs of the district. The replacement servers will provide more file storage, increased processing power and increased network speed for students and staff. The servers are designed for future growth and will allow the district to offer additional technology services and resources to the school sites. In addition, the new servers will be used to support the district?s dependence on data availability. The district is recommending the server infrastructure be upgraded to meet the student and staff needs related to technology by purchasing the secondary school servers.
