Louise Shaw, a Wilson Elementary School teacher and District parent, began her comments by thanking Trustees Carey, Rosato and Prola for taking the time to observe a Project Based-Learning (PBL) Project that she did with her students.
Ms. Shaw then continued with her comments regarding how the PBL process led her to think about the District focus and goals. She urged the District to look at and narrow down their top priorities, particularly with technology, where she shared her frustration when the WiFi in her classroom crashed during a project related to Common Core, and several of her students were unable to get re-connected.

The Student Services Department has prepared the plan for centralizing all enrollment for the 2015-2016 academic year. This presentation highlighted the new enrollment system and procedures while demonstrating the benefits of centralizing enrollment for parents and the community. Currently, SLUSD enrollment occurs at all of our school sites. Through centralized enrollment, students and their families will enroll at an enrollment center in order to streamline and improve the process. Key points included:
- Centralized enrollment will
- Greatly benefit foster youth, families with housing instability, and students with special needs and English Learners
- Is critical for initial identification of native language and program placement for English Learners
- Provide consistency and outstanding customer service - part of the District's Strategic Plan
- The online format, along with an appointment type setting will help us present families with our most current program options available at all of our schools and track their choices in order to monitor placement
- Centralized enrollment is for students new to the District; residency verification for returning students remains the same
- Centralized Enrollment begins February 23, 2015
The Board was very happy to see this coming to San Leandro. Additional comments and questions included what about drop-ins, site notification of new students enrolled, and updating emergency cards, which were addressed by staff.

Superintendent McLaughlin recognized those Board members who were able to attend the California School Boards Association (CSBA) Conference, reporting that there were many innovative workshops. It is his goal to have all seven Board members attend next year, and be part of this powerful experience for school boards and superintendents.
The Superintendent will be bringing a mid-year update on the Strategic Plan, highlighting what we accomplished the first semester and our goals for the second half of the year.
He will be attending the School Services of California Governor's Budget workshop this Thursday, January 15.
Today the Superintendent attended an high school graduation preparation meeting. Money has been budgeted for another outdoor graduation and he will be having some discussions on the Boards' role and how to improve the process.
Upcoming projects include school fencing and libraries. The Superintendent said that Bond money has been earmarked to address school fencing. Site visits will begin to see what is needed. Once completed, the Facilities & Technology Committee will meet and bring forward a recommendation to the full board for consideration so that the work can begin sometime in the late spring or summer. He also said that now that the libraries are open, there comes a need to replace inadequate furniture, new carpeting and painting, etc. The Superintendent also mentioned that he would like to look at painting some of the schools.
The Superintendent thanked Wilson Elementary School teacher Louise Shaw for sharing her concerns and patience regarding technology issues, adding that this is a District priority; however is a work in progress.

| Board Policy 5145.3 Non-Discrimination/Harassment
Board Policy Bullying/Cyberbullying |
All schools in the San Leandro Unified School District are working diligently to ensure that every school and every classroom are free of all forms of bullying. National research and mental health organizations tell us that every year, students of all ages in schools across the nation encounter various forms of bullying such as physical bullying (hitting and/or punching), verbal bullying (teasing or name calling), emotional bullying (intimidation through gestures or social exclusion) or cyber bullying (sending insulting messages by phone or computer e-mail). Victims of bullying can suffer long term negative effects. Each year all schools receive information and curriculum resources to address this issue from the www.nonamecallingweek.org website. To solidify the District?s continued commitment to creating safe, respectful, and inclusive schools and classrooms, staff is recommending the Board of Education adopt a resolution in support of and to ensure the District?s schools? participation in ?National No Name Calling Week? (January 19-23, 2015) and promote anti-bullying messages and practices through this national event.

Staff recommends that a contract with EMS be approved so that a classification study can be performed in our district for classified and management employees. Our CSEA and Teamster/Trades bargaining units endorse this study. Upon completion of this study, EMS will provide the district with a final report that provides a comparative salary analysis, reclassification recommendations, and draft job descriptions for all of our job classifications. |

These providers have been selected by the families from Garfield, Jefferson, McKinley, Monroe, Washington, Wilson, John Muir and Bancroft Schools, to work with their students for the 2014-2015 school year. The attached contracts outline the role and responsibility of both the district and the providers. On February 4, 2014, the Board of Education received a presentation from Philip J. Henderson, Attorney at Law, Orbach Huff Suarez & Henderson LLP, on the Lease-Leaseback (LLB) Construction Project Delivery Method Available per Education Code Section 17406, which the District will use to deliver some of the bond construction projects in 2014. The basic structure of the LLB is as follows:
- District leases real property to a builder for $1 (site lease)
- Builder constructs facility, then leases the facility back to the district?this is the ?leaseback? component (facility lease)
- District makes payments for construction costs:
- Tenant improvement payments during construction
- Lease payments after construction
- The construction terms and conditions are part of an exhibit to the facility lease
- Title to the new facility vests in the District as lease payments are made
- District makes lease payments for a period of time and then has the option to make a balloon payment to the builder to buy out the facilities lease
One of the benefits of using an LLB delivery method is this method allows more control for who is selected. A district accepts the Best Value as opposed to the lowest bidder, and while the LLB is not designed as a cost saving tool, districts can level the cost impact by adding competition. Many districts have found that there are fewer performance issues using this method; and the owner is able to control cost by negotiating a Maximum Construction Cost contract based on approved plans and specification which will limit change orders to unforeseen field conditions and/or owner requested changes.
LLB contracts are still school district public work contracts and the builder must pay prevailing wages, a payment bond is required, as well as DSA approval and Field Act compliance. The District?s Project Stabilization Agreement may also be incorporated into each Lease Agreement.
On March 18 and 25, 2014, staff issued four RFQ?s to the general contracting public through advertisements in the Daily Review; and sent the RFQs to thirteen (13) contractors who had previously worked successfully with the District and the design teams. On April 2, nine (9) general contractors responded to the RFQs, with all nine respondents meeting the District?s prequalification criteria. On April 8, staff issued three (3) RFPs to the six (6) most qualified contractors and led mandatory site walks for each project. Three (3) contractors responded to the RFPs and submitted proposals on the due date of April 25.
On June 17, 2014, the Board approved the construction services contract with Strawn Construction, Inc., in the amount of $4,027,571.00 for the Modernization and Voluntary Seismic Upgrades for Project #14-01 at McKinley, Monroe, Roosevelt, and Washington Elementary Schools and Bancroft Middle School; and Project #14-04 for Modernization and Voluntary Seismic Upgrades at Jefferson Elementary School.
Attached is Amendment #1 to the construction services contract with Strawn Construction, Inc. in the credit amount of ($167,955.00), for Project #14-01 and Project #14-04. The Amendment consists of District approved change orders and incorporates the Contract Allowance amounts resulting in a credit, lowering the final contract amount to $3,859,616.
