PUBLIC COMMENT

Jon Sherr, as the San Leandro Teachers' Association President, a Special Ed parent, and member of the Special Education Task Force, commented on the recommendation around more inclusion of students with IEPs in the general education program.  He spoke about how each child is unique, so trying to move the maximum number of students into general education should not be the goal, but rather moving students into the general ed program when it is appropriate and clearly beneficial to the student.  He urged the Board to not rush implementation, stating that "Change is hard, but we have fantastic special ed teachers and specialists in our District who are committed to providing our kids with the best education possible, so as we move forward, please listen to our folks as we all work to improve the Special Education Program."

Following Public Comments, Deputy Superintendent Mucetti, led a special study session update regarding the work of the Special Education Task Force. Staff presented some of the current best practices and industry standards being promoted in the delivery of a high quality special education program and services. The study session provided the Board with information regarding our current programming model, structures and processes. The Board considered various components of the program for improvement as we aim to align with best practices in the field.  Looking ahead, staff will:

  • Complete the development of the SPED Strategic Plan via the Task Force
  • Begin the implementation phase
  • Continue to seek answers to questions posed during tonight's work session
  • Bring forth a recommendation to action to the April 21 Board meeting that aligns with best practices
  • Incorporate necessary changes to improve our 2015-2016 program and budget development

The Board thanked staff for the very informative update and acknowledged the Task Force for all of their work.
