| The Communication Committee has engaged in a process to select a new logo for the school district that represents the district's vision and goals while also considering the tradition of our past and the logo's long term sustainability. Dr. Rosanna Mucetti, Deputy Superintendent, and Evelyn Gonzales, Communications Committee Chair, reported on the work the committee has taken thus far to select a new logo for the school district.

- History and Tradition
- The District's Strong Educational Offerings:

After the presentation, the Board approved the logo redesign, but asked to see more color options at the next Board meeting (May 5, 2015). The new logo will be unveiled at the State of the District Address on May 21, at the Arts Education Center.

| President Prola prefaced the presentation by saying, with the number of speaker cards, Ms. Forrester would provide her presentation first, followed by the speakers, and then moving up on the agenda Action Item 12m, Resolution No. 15-19 Reduction of Classified Staff; and Action Item 12v, Approve Recommendation for the Programmatic Adjustments to the Special Education Program at the Secondary Level for the 2015-2016 school year for Board action immediately following Public Comments.
Victoria Forrester, Director of Special Education, Student Services and Community Wellness, presented recommendations to the Board of Education for specific adjustments to be made to the special education program for the 2015-2016 academic year. This presentation served as a follow up to the special board meeting and study session that was held on March 31, 2015. The presentation focused on the following two programmatic adjustments:
1) Setting standards for the number of para-educators in our moderate to severe classrooms and
2) Ensuring resource students have access to general education course programming (specifically A-G courses at the high school level) with appropriate supports and scaffolds at the secondary level in the least restrictive environment.
Ms. Forrester provided an overview of the work involved in making these decisions, including the commissioning of the FCMAT study and finding results presented to the Board of Education on May 6, 2014; the formation of the Special Education (SPED) Task Force, an overview of the Task Force's comprehensive work, including the creation of a SPED Strategic Plan; and planning for the 2015-2016 school year. Reducing the number of sections of tutorials in the master schedule, the District will be able to ensure the increased availability of Resource Specialist (RSP) teachers to support RSP students in the least restrictive environment.
Ms. Forrester also presented information regarding the District's plan for ongoing professional development, job embedded collaboration opportunities and coaching that will be utilized to support para-educators, special educators and general educators through these programmatic adjustments.
At the conclusion of the presentation, Superintendent McLaughlin stressed that, "This is not about people; we have wonderful para-educators. This is a systematic issue." "Currently there are three other districts in the area going through this process. This is happening across the state, and it is a difficult process, because it is about personnel."
PUBLIC COMMENT

|
| Finance Committee meeting: December 7, 2011 |
| Office of Management & Budget (OMB) Circular A-133 |
| The State of California requires that school districts have an annual independent audit conducted in accordance with auditing standards generally accepted in the United States of America. The standards are financial and compliance audits contained in the "Government Auditing Standards" issued by the Comptroller General of the United States, OMB Circular A-133, Audits of States, Local Governments, Non-Profit Organizations, and "Standards and Procedures for Audits of California K-12 Local Educational Agencies", as prescribed by the State of California.
Every three years, a school district is strongly recommended to switch audit firms or auditing partners within the audit firm. In other words, if the District does not switch to a new audit firm, the District should request for a change of partner to lead the audit project.
The San Leandro USD's audit contract with VTD expired as of the completion of the 2013-14 Audit work. Due to time constraints, including the issue of the District receiving an extension of their 2013-14 audit, the District was not able to go out for a Request For Proposal (RFP) for audit contracts for the 2014-15 fiscal year. As a result, the Staff is recommending the audit firm of VTD for the 2014-15 Fiscal Year with the change of partner to lead the audit project. The District may choose to go out for an RFP for the 2015-16 audits.
The cost of the District audit and the two bond performance audits are as follows:
2014-15 $49,800 (General $38,000; Measure B $5,900 & Measure M $5,900)
The scope of the audit is to obtain reasonable assurance that financial statements are free of material misstatement, material errors, fraudulent financial reporting, or misappropriation. The audit will be conducted under the guidelines of government auditing standards as stipulated in the first paragraph.

SLUSD and Champions entered into an Enrichment Program Agreement as of July 2014 to provide before and after school, plus Preschool, and Kindergarten programs for the District.
Now the District and Champions desire to amend the current agreement to include a renewal of the contract for the following two fiscal years from 2015 thru 2017. In addition, the District will contract with Champions for Summer Camp from June 15, 2015 thru August 14, 2015 with an option for Summer Camp in 2016.
Champions program has an on-line registration and flat rate fees that do not require a parent to arrive at a predetermined time. They can pick up early or at the end of the day without changing their weekly cost.
Champions operates under the parent company of Knowledge Universe which also operates the Kindercare preschool program. Pre-school programs and services are available if needed. Champions operates its programs during non-student days and can also support summer academic programs.
It is our goal that the change in program will support more families with affordable and flexible after-school care. The Principal will monitor the following indicators of success:
- Increased enrollment percentages
- Parent satisfaction surveys
- Decreased number of students waiting in the office after school (safety)
- Student satisfaction surveys
- Increased access to technology for students
- Homework support partnership with staff
Champions is a nationally recognized program with opportunities to create summer and preschool programs. Champions will also be providing technology (Chromebooks) that aligns with our district technology program.
San Leandro Unified School District staff will benefit from a 10% discount and in addition to this, Champions offer free childcare for PTO meetings.
This agreement with Champions to lease our facility (modular classroom at Madison Elementary School) is for a monthly rent of $1,055.45.

Facilities & Technology Committee Meeting - April 15, 2015
|
In ccordance with the Agreement between the SLUSD Board of Education & the San Leandro Teachers, Association, Article XIV, Item K.
|
Measure B, the $109 million school facilities bond approved by San Leandro voters in 2006, has funded the original project list, as well as several additional projects made possible through savings. One of the Phase II Measure B Savings projects is the district wide Columbine Locks Project, first recommended to the Board of Education on August 20, 2013, and later written into the Bargaining Agreement between San Leandro Unified School District Board of Education and the San Leandro Teachers Association (SLTA) in Article XIV ? Teacher Safety, (Item K, page 61):
All rooms occupied by SLTA members shall have doors that can be locked from the inside. These locks shall be installed by the beginning of the 2015-16 school year.
The Master Schedule for Measure B Savings Projects, Phase II, which contains the Columbine Locks Project, was presented to the Board on April 1, 2014.
On May 20, 2014, the Board adopted Resolution No. 14-24 to become subject to the Public Contract Code section 22000 et seq., and the California Uniform Public Construction Cost Accounting Act.
The Act establishes a uniform cost accounting standard and allows for an alternate method for bidding of public works projects (?informal bidding?) by local public agencies. Benefits of becoming subject to uniform public construction cost accounting procedures pursuant to the Act include informal bidding procedures, greater leeway in the execution of public works projects, a streamlined awards process, improved timelines of project completion, and simplified administration. Under the Act,
1. No bids are required for projects of $45,000 or less
- Employees may be used for the projects
- Allows for negotiated contracts
- Purchase Orders may be used
2. Informal bids may be used for projects of $175,000 or less
- Contractors must be prequalified, with the list annually update by each November
3. Formal bidding procedures are required on projects of more than $175,000
The Project is scheduled to begin at the start of the summer break and complete prior to the timeline specified in the current SLTA Agreement.
RQI, Inc. submitted a quote for $35,000 to install hardware for the Columbine Locks project. Staff reviewed the proposal and found it to be fair and equitable. As mentioned earlier, under the Uniform Public Construction Cost Accounting Act (CUPCCAA), no bids are required for projects of $45,000 or less.
Staff recommends utilization of the Uniform Public Construction Cost Accounting Act (CUPCCAA) for installation of the hardware for the Columbine Locks Project and approval of the CUPCCAA Contract with RQI, Inc., in the amount of $35,000 for the installation of door hardware for the Districtwide Columbine Lock Project, funded through Measure B Savings.

Facilities & Technology Committee - April 15, 2015
|
In accordance with the Agreement between the SLUSD Board of Education & the San Leandro Teachers, Association, Article XIV, Item K.
|
For the hardware purchase, Staff recommends utilization of a Federal Schedule 84 GSA Contract for procurement and delivery of the hardware. This delivery method allows relatively rapid procurement at a competitive price.
In addition to knowing the pricing ahead of time, the other main advantage is that the supplier has already satisfied all the bid advertising, notifications and other requirements of Public Contract Code. In this case, there is a current Contract between Wilco Supply and the Department of General Services, GSA Contract #GS-07F-146-BA, and this Contract is now available for any public agency, and the San Leandro Unified School District, to use for the purchase of door hardware. The District purchases directly from Wilco, the supplier, using the GSA unit price list. Unit prices for all line items associated with this scope of work are to remain firm until November 30, 2015.
Wilco Supply assisted the District in surveying each of the sites and creating a list of hardware needs. The GSA Contract unit prices were used for reference in creating a total cost proposal based on the Districtwide hardware needs. The total hardware cost for the Districtwide Columbine Locks project is $335,655.26. This cost does not include labor costs for installation which will be presented under separate contract by a different vendor.
Staff recommends ratification of Purchase Order #M15-00108 for $335,655.26 to Wilco Supply for procurement and delivery of the hardware for the Columbine Locks Project, funded through Measure B Savings.

On July 19, 2011, the Board approved Hohbach-Lewin, Inc. to provide a District-wide seismic evaluation in order to determine whether identified deficiencies under a 1997 seismic evaluation were adequately mitigated under Measure A, and assess recommendations not completed under the 1997 school facilities bond. In 2011, Hohbach-Lewin reviewed the original construction drawings for buildings in the study which were not included in the previous report. The Adult Education Administration building at 2255 Bancroft Avenue was not previously evaluated. The 2011 report included findings that this facility could be considered for the voluntary seismic upgrade program.
The Adult Ed Admin Seismic Upgrade Project No. 14-14 began December 2014. At that time, the future occupants and furniture needs were unknown and the project budget did not include furniture. Subsequently, the Student Services Department moved into the space and received a quote for $20,586.09 from Contrax Furnishings.
Public Contract Code 20111(a) sets a threshold for contracts requiring public bid. The 2015 limit for the purchase of furniture and equipment is $86,000 and is adjusted annually. Purchases in excess of that amount require competitive public bidding.
Contrax Furnishings submitted a quote for $20,586.09 and Purchase Order #M15-00112 was issued for that amount. The purchase was funded by Measure B Project Savings.

On February 4, 2014, the Board of Education received a presentation from Philip J. Henderson, Attorney at Law, Orbach Huff Suarez & Henderson LLP, on the Lease-Leaseback (LLB) Construction Project Delivery Method Available per Education Code Section 17406, which the District will use to deliver some of the bond construction projects in 2014.
On August 12, 2014, the Board of Education approved the construction contract, in the amount of $1,000,000, for the health clinic portion only, with MW Logic, Inc., for Project No.14-06 for the School Based Health Center Construction Project. Board was informed that staff would bring forward a change order for seismic work and demolition of interior walls only ($380,000) for the wellness center portion, which would be funded by Redevelopment Agency funds.
On September 9, 2014, after a staff recommendation that it would be more efficient and cost effective to build the health portion and the wellness center portion concurrently. The Board of Education agreed with the recommendation and approved the transfer of $1.2 million from the Developer Fee/Redevelopment Fund (Fund 25) to the Building Fund (Fund 21) in order to complete the entire project in one phase.
Amendment No. 1, in the amount of $1,408,491, to the lease lease-back contract with MW Logic, Inc., is for completion of both portions of the School Based Health and Wellness Center, and increases the contract to a total of $2,408,49.
Change Order No. 1, in the amount of $66, 453, to the lease lease-back contract with MW Logic, Inc., is compensate MW Logic for the truss repair, asbestos abatement, revising wall ties, locating the sewer, and removing a draft stop.
Change Order No. 2, in the amount of $81,285, to the lease lease-back contract with MW Logic, Inc., will compensate MW Logic for addressing unforeseen conditions, including 1)additional asbestos abatement discovered in the mastic used to attach the existing mirrors, 2)additional duct runs that are necessary but not shown on the as-builts, 3)relocating two supply plenums that were not shown correctly on the as-builts, 5)installing a back flow preventer required by EBMUD, 6) additional seismic blocking and hold downs.
Staff is forecasting a third change order to address the remaining additional costs (approximately $143,000) which will be brought before the Board at a future time.

| Approval of Resolution #15-19 would eliminate two types of positions: 1) site funded positions that might not be funded for the following school year by individual school sites; and 2) district funded special education para educator positions.
Each school year, school sites use site funds to pay for classified positions to enhance their educational programs. Use of these funds must be approved by school site councils annually and may change from year to year depending on the needs of the school sites. As a precaution these employees will be issued layoff notices in case site councils do not approve the funding of these positions for the next school year. If site councils choose to continue funding these positions, the layoff notices will be rescinded.
In addition to the potential site funded position reductions, staff is also recommending that 18 moderate/severe para educator positions be eliminated. Earlier in the 2015-16 school year, the district hired the Fiscal Crisis & Management Assistance Team (FCMAT) to review our increasing expenditures in our Special Education programs. One of the findings of the FCMAT study was that we are staffing our moderate/severe classrooms with many more para educators than is considered the functional industry standard. This standard is the assignment of two para educators to each moderate to severe class, each of which has approximately 10-12 students. Currently we have approximately 3.7 para educators per moderate/severe classroom. (This average does not include additional "1 to 1" para educators assigned to classrooms to assist individual students with their individual needs.) Elimination of 18 full time equivalent (FTE) positions, will allow the district to staff these classrooms at the industry standard of two para educators per classroom.

California Education Code Section 35186
|
The regulations of the Williams lawsuit settlement require school districts to complete ?Quarterly Complaint? reports that document the number of complaints for textbooks and instructional materials, teacher vacancies and misassignments, and facilities conditions. Additionally, effective January 2008, as a result of settlement with the California State Department of Education, districts are required to implement the Valenzuela Settlement Legislation (Assembly Bill 347). This legislation requires that districts offer services for two consecutive years following grade twelve to students who did not pass the CAHSEE by the end of their 12th grade. Additionally, the legislation requires that students and families have the opportunity to file a complaint against the District for not fulfilling this requirement. Notification regarding the complaint process is integrated into the Williams Complaint form which is posted in every secondary classroom as required. For the period October-December 2014, the District did not have any complaints.
