Presentation of the 2014-15 District Unaudited Actuals. |
| |
Mark Martinelli, Assistant Superintendent, Business & Operations presented the 2014-15 Unaudited Actuals SACS Report. This is an annual report that presents the financial data after going through the process of closing our books. It was reported that the District will be able to meet its 3% minimum reserve requirement for 2014-15 and the next three fiscal years.
In summary, on the revenue side, the District receives about 85% of its total General Funds from State funding. So the District is very dependent on the amount of funding from the State.
On the expenditure side, salary and benefits represents approximately 80% of the total General Fund expenditures from an object perspective. However, from a functional perspective, approximately 77% of our total General Fund expenditures are spent in the Instructional area (either Instruction or Instructional related functions). The functional perspective shows where or how we serve our students.
Assistant Superintendent Martinelli displayed a chart outlining the District's total General Fund actuals, including the funded reserve balances. This display included a comparison to the Estimated Actuals which were presented to the Board when he presented the adopted Budget in June, 2015. In short: the report showed that revenues were higher and expenditures were lower after the books were closed as compared to the prior estimates.
Expenditures were lower because we did not spend all of the categorical funding in the year that we earned it. The excess of revenues over expenditures of the categorical funding, which is restricted, are carried over to the next fiscal year. In addition, for the 2014-2015 school year, the district closed out both Funds 14 and 17; the reserves were moved to the General Fund.
The SACS Report will be submitted to the County Office of Education on Wednesday, September 16, 2015. The next important reporting period will be our First Interim which will be presented to the Board in December and go to the County Office by December 15, 2015.
As to the District's Audit Report: our auditors will be at the District next month to examine our books and we anticipate that we will be bringing the 2014-15 Audit Report to the Board in January. |

Introduction The SLUSD annually presents financial date to its board and to the California Department of Education that reflects the final results of the school district’s year end closing process. This financial information is the Unaudited Actuals of the district. The SLUSD Board must review and accept for submission to the County Office of Education each year by September 15th. The following is a summary of the highlights of the General Fund.
Revenues Overall, the district ended the 2014-15 Fiscal Year with a combined revenue total of $77,220,220, which is an increase of $1,279,160 from the Estimated Actuals (EA) that was presented to the Board on June 23, 2015. For the SLUSD, 95% of the total 2014-15 General Fund revenues are funded through State sources. The revenues of the unaudited actuals came in higher than the EA as a result of additional State funding.
Expenditures Overall, the district incurred total General Fund combined expenditures of $78,592,377 which was a decrease of $1,620,602 from the Estimated Actuals (EA). Approximately, 81% or $63,812,946 of this total were spend on salaries and benefits. The expenditures of the unaudited actuals came in less than the EA as a result of expenditure savings in books and supplies and in Services and Operations. Fund Balance The District ended the year with an Unrestricted General Fund Balance of $2,998,713 and a Restricted General Fund Balance of $1,875,061. The District will meet its 3% Minimum Reserve Requirement for 2014-15 and for the next 3 fiscal years.

In November of 1979, the California electorate adopted Proposition 4, commonly called the Gann Amendment, which added Article XIII-B to the California Constitution. The set of provisions of that article established maximum tax appropriation limitations, commonly called “Gann Limits,” for public agencies, including school districts. The District must establish a revised Gann Limit report each fiscal year in accordance with the provisions of this article and applicable statutory law. Attached is the Gann Limit for the San Leandro Unified School District.
