The Jefferson Awards Club will deliver a presentation about the possibility to implement a graduation requirement of volunteer service for 8th and 12th graders at our secondary schools. The club has concrete ideas as to how to start this program in 2016-17 and would like to initiate a trial program this February.
|
| |
The Jefferson Awards Club participants were represented by Wenqian Deng, President; Sally Huang, Vice President; Maribel Gonzalez, Media & Public Relations; Waymay Zhong Li, Treasurer.
Each member took turns presenting a brief biography of their club, current events (such as the recent Quadathlon that took place at San Leandro High School) and why they are involved in this group. The group emphasized a sense of purpose that volunteering provides. The club proposed 25 hours per school year be required of each student for community service or volunteering at the high school level and 15 hours a year for 8th graders.
Jack Nelson, the Club's Director/Advisor, spoke at the end of the presentation. He stated that with the volunteerism this club displays we are "a district on the move". The club members are very organized and are far ahead of other school districts with similar clubs. He complimented the club members, explaining how the club members executed their plan from the beginning with very little help from him.
Comments and questions were welcomed. Dr. McLaughlin commened the club and said they would look into implementing this as they begin looking into the Secondary Redesign Planning groups taking place in the very near future. |

| Rabinder Mangewala & Dr. Rosanna Mucetti |
Rabinder Mangewala, Director of Technology, Assessment, Research and Evaluation and Dr. Rosanna Mucetti, Deputy Superintendent of Educational Services will present the results from the 2015 spring administration of the California Assessment of Student Performance and Progress and the initiatives the district is implementing to address student achievement data across the content areas. |
| |
| Rabinder Mangewala & Dr. Rosanna Mucetti presented the results of the 2014-15 CAASPP. They acknowledged that this is the first time assessments have been taken online. Schools in the hills yielded better results, while schools in the flat lands did the same or worse. We're currently void of data since this is the first CAASPP of its kind. Results were sorted by ELA/Literacy Performance and Mathematics Performance at all levels, the criteria being exceeded, met, nearly met and not met. The statistics indicated that the majority of the students were at the 'not met' level (ELA/Literacy 40.3% not met & Math/48.9% not met. They also explained those who met or exceeded standards by ethnicity in ELA (White=62%; Hispanic or Latino=44%; Asian=67%; Black or African American=36%) and the ELA portion for English Learner students (38%=English only; 8%=English learner. Mr. Mangewala and Dr. Mucetii are working with principals and teachers to implement tools to improve student testing results. |

|
| Rosanna Mucetti, Deputy Superintendent, Educational Services |
Dr. Rosanna Mucetti will present information regarding the work and upcoming committee timeline of the district's Secondary Redesign committee. The Secondary Redesign committee is working on the consideration of adjustments to the design of our current secondary programming grades 6-12 to better support the demands of the new state standards, personalization of learning, clearly articulated interventions, and opportunities for career pathways. |
| |
Dr. Rosanna Mucetti addressed the Board concerning the Secondary Redesign Committee - how it came to be and how they are moving forward to implement this plan. Dr. Mucetti stated that the district has four years to implement this plan. There will be dramatic shifts during the implementation and we will have to be collaborative as a district for implementation. The committee will be reviewing where we are as a district and what is working, what needs to be improved. Is the FTK campus, the Fred T. Korematsu - 9th grade campus - effective as a 9th grade only campus or do we need to move in a different direction? These are the types of concerns being addressed by the Secondary Redesign Committee. The Committee will be conducting forums to the SLUSD families in the near future to obtain feedback that will assist this Committee moving forward.

The cost of architectural services is included in the approved Measure “M” project list from the November 2010 Facility General Obligation Bond Election.

Amendment No. 4 WLC
|
|
|
Measure M, the $50.1 million school facilities bond approved by San Leandro voters in November of 2010 is providing new construction and modernization projects at all athletic facilities and exteriors throughout the San Leandro Unified School District. The original project list has been funded, as well as several additional projects made possible through savings. One of the Measure M Savings projects is the Exterior Painting Project at Bancroft MS, first recommended to the Board of Education on April 21, 2015 with a $500,000 budget. Subsequently on June 23, the Board made a decision to affect curb appeal at more sites and altered the project to include allocation of the $500,000 budget to additional sites. On May 20, 2014, the Board adopted Resolution No. 14-24 to become subject to the Public Contract Code section 22000 et seq., and the California Uniform Public Construction Cost Accounting Act. The Act establishes a uniform cost accounting standard and allows for an alternate method for bidding of public works projects (“informal bidding”) by local public agencies. Benefits of becoming subject to uniform public construction cost accounting procedures pursuant to the Act include informal bidding procedures, greater leeway in the execution of public works projects, a streamlined awards process, improved timelines of project completion, and simplified administration. Under the Act, 1. No bids are required for projects of $45,000 or less - Employees may be used for the projects
- Allows for negotiated contracts
- Purchase Orders may be used
2. Informal bids may be used for projects of $175,000 or less - Contractors must be prequalified, with the list annually update by each November
3. Formal bidding procedures are required on projects of more than $175,000 Since the estimate for this project was less than $45,000, the CUPCCAA informal bidding procedures were not required. Staff solicited and received quotes from three contractors on the approved CUPCCAA Contractor list. OnPoint Construction, an SLUSD approved CUPCCAA Contractor, was awarded the Contract based on their negotiated Proposal amount of $20,620 and their ability to complete the project per the District’s schedule. A Notice of Award will be issued to OnPoint Construction.
|

| The regulations of the Williams lawsuit settlement require school districts to complete “Quarterly Complaint” reports that document the number of complaints for textbooks and instructional materials, teacher vacancies and misassignments, and facilities conditions. Additionally, effective January 2008, as a result of settlement with the California State Department of Education, districts are required to implement the Valenzuela Settlement Legislation (Assembly Bill 347). Notification regarding the complaint process is integrated into the Williams Complaint form which is posted in every secondary classroom as required. For the period of July-September 2015 the District did not have any complaints. |

President Prola will be attending a MIG (Masters in Governance) workshop Friday, October 16. She also attended a "Transformation" event on Tuesday, September 29. It was an event celebrating tech change and art in San Leandro. Earlier this month she attended a PACE meeting where a speaker discussed proposed changes to Proposition 13. The changes would not change taxes for homeowners but require corporations to pay current level required by law, instead of claiming the homeowners exemption, which they do now. October 10 she attended the Democratic Unity Dinner with Speaker Tom Steyer.
Trustee James attended the Beautification day that took place Saturday, October 3 at the high school and Bancroft Middle School. He noted that we are 1/6 into this school year.
Trustee Rosato commented on implementing professional opportunities for legislative action. He will complete the MIG program November.
Trustee Gonzalez will be attending a MIG (Masters in Governance) workshop on Friday, October 16. Was very impressed with the community volunteers for the recent Beautification day held earlier in the month.
Trustee Sheridan also commented on how nice it was to assist on Beautification day. He received great feedback on the fences being built at the schools.
Trustee Tate will also be attending the MIG workshop coming up this Friday. College night at the high school, which took place Monday, October 12, was very well attended.
