(Government Code 54954.2(a)).
F. PUBLIC TESTIMONY ON NON-AGENDA ITEMS
Minutes:
Maureen Forney - a teacher of Garfield school, spoke regarding hearings in San Luis Obispo County regarding the Phillips 66 Oil Terminal Construction. She thanked the Board for their concern and interest shown in the safety of tghe students. Please consider sending a rep to the upcoming hearings. Someone's presence at these hearings will carry the most weight in decision making.

Jon Sherr, President of SLTA (San Leandro Teachers Association) spoke regarding Secondary Redesign recommendations - he participated as a committee member. The process has been transparent and open and felt it was a really good process. He wants the Board to pay attention to Muir Middle School concerning the changes this program will bring to their schedule. The teachers are the ones delivering the program to the students.

Mark Hamilton, Counselor at Muir Middle School and site rep for approximately 60 teachers at that site, spoke on all their behalf. There are concerns over the process for the Secondary Redesign program. Some of the teachers feel their voices were not heard regarding the process. They need to be convinced of the benefits this program will offer their students. Requested more time before voting on this tonight. Additional concerns included less prep planning, concerns for the 504 students and special needs students.

Bill Shephard - teaches at Muir. Also participated on the task force. Many teachers are excited about the Secondary Redesign program. Is supportive of the program, but has concerns about the daily schedule. Does not see how this would make a large academic difference. Via a survey, science teachers would like to see their students daily as opposed to a few days a week on the block schedule. Most of the staff preferred to stay on current schedule.

Lisa Ross, a teacher at Muir, also spoke concerning the Secondary Redesign program. She has a son in the school district, who has ADD (attention deficit disorder). So she has concerns over the block schedule; in an 80 minute block class there is concern that the students will be able to stay focused. The benefits of the block schedule could still happen with a traditional schedule.

G. RECREATION & PARKS COMMISSION REPORT
Minutes:
Ed Shapiro gave a brief update on events in Recreation and Parks department. There are renovations in several parks, which will impact some of the school sites after school. There has been complaints through social media about extra dog activity at Roosevelt and Washington, where dogs are attacking each other. Unsure if there are posts regarding dogs on leashes at the sites. Concerned for student safety regarding this matter.
H. PRESENTATIONS
H.1. Secondary Redesign Final Recommendations and Next Steps
Speaker:
Rosanna Mucetti, Ed.D.
Rationale:

Dr. Rosanna Mucetti, Deputy Superintendent, will present the Educational Services Division's final recommendations for redesigning the district's secondary programming. The final recommendations for the secondary redesign efforts are the following:

  • INSTRUCTIONAL SCHEDULE
    • All secondary schools implement a block schedule in 2017-2018.
    • San Leandro High School: Type of block and details need further discussion.
    • Bancroft Middle School: Retains current 2 day block schedule with focused professional development next year to improve instruction in the block.
    • John Muir Middle School: Implement 2 day block schedule in 2017-2018
    • Lincoln Alternative Education Center: Adjustments to current schedule via restructuring
  • FRED T. KOREMATSU 9th GRADE CAMPUS
    • Repurpose the 9th grade FTK campus so that the facility is opened up to 9th-12th graders in the fall of 2017.
  • PERSONALIZATION
    • Implement the advisory period. Begin with BMS in 2016-2017, and add other schools once block is adopted.
    • Build intensive intervention program for middle school students and at risk 9th graders for 2017-2018.
    • Begin implementation of mentorship program and 9th grade onboarding activities in 2016-2017
    • Keep current academies while working on making some improvements.
    • Begin to build the pathway courses for the four sectors as delineated in the Career Pathways Trust grant while exploring other local interests as well.

The San Leandro Unified School District launched the Secondary Redesign Committee in the spring of 2015 to discuss ways to improve its secondary programming that align to the demands of the new state standards, technology integration, and shifts in pedagogy that support deeper learning and personalization in grades 6-12. The committee has worked over the course of six sessions to consider adjustments to the current secondary program model at our middle schools, high school, and alternative education center.

The following conceptual questions guided the work of the committee:

  • What type of instructional schedule best supports the 21st century teaching and learning our students need us to implement?
  • How can SLUSD provide personalized learning pathways that differentiate the various ways in which students can meet their college and career goals?

  • What are the structures necessary for a personalized learning environment in large middle schools, a large comprehensive high school, and an alternative education center?

  • What are the systems necessary for intervening early and quickly for students who are not prepared academically and socio-emotionally to enter the next educational level?

  • What design could be implemented in order to ensure access to rigorous, real world learning via career pathways and career exposure opportunities?

The committee focused on three structures to redesign as part of this effort: 1) the FTK 9th grade campus model 2) instructional schedules, and 3) personalized, real world learning program components that includes career pathways, academies, advisory, mentorship, and intensive intervention.

The district also engaged in a stakeholder input process via staff, student, and community surveys gathering input on all of these matters. The district also hosted three community forums.

All of these efforts have informed the final recommendations that are being presented for approval.

M.2.a. Approval of Annual Accounting for School Facilities Fees for the Fiscal Year 2014-15 (Developer fees)
Rationale:

Government Code sections 66001 and 66006 imposed detailed requirements on public agencies that levy development fees. These sections require school districts collecting statutory school facilities fees to make an annual accounting of those fees available to the public at the end of the fiscal year.

The attached report provides additional detailed information of the developers’ fees which was already made public as part of the Unaudited Actuals report on September 15, 2015.

In addition, Section 66001 requires each district collecting development fees to make additional findings every five years about any fund in which those fees remained un-expended at the end of a fiscal year. The District has expended the fees that are collected annually.

The District's governing board will review this annual accounting and adopt the board resolution for the annual accounting of school facilities fees for the Fiscal Year 2014-15.

Attached are the following:

  • Resolution regarding accounting of development fees for 2014-2015 Fiscal Year

M.3.a. Secondary Redesign Final Recommendations
Rationale:

These are the Educational Services Division's final recommendations for redesigning the district's secondary programming:

The Educational Services Division seeks direction from the Board of Education on moving forward these final recommendations in order to then develop an action plan focused on operationalizing the changes effectively during an 18 month planning and development period (January 2016-June 2017).

Rationale:

National School Counseling Week 2016, "School Counseling: The Recipe for Success,"  will be celebrated from Feb. 1-5, 2016, to focus public attention on the unique contribution of professional school counselors within U.S. school systems. National School Counseling Week, sponsored by ASCA, highlights the tremendous impact school counselors can have in helping students achieve school success and plan for a career. National School Counseling Week is always celebrated the first full week in February.

To recognize and further extend these acknowledgements, the San Leandro Unified School District has designated February 1-5, 2016, as the National School Counseling Week recognition. The resolution expresses the Board of Education's appreciation to the counselors of the San Leandro Unified School District in serving the varied needs of the students attending our schools.
