Lee Thomas, a city council member, attended the board meeting not as a council member but as a parent. Mr. Thomas expressed concerning regarding the Latino and African American Achievement nights taking place in the school district. Mr. Thomas acknowledges the importance of instilling confidence and acknowledging academia, but students who are biracial have certain parts of their ethnicities excluded. This process needs to be more inclusive so that parents don't have to decide which part of their student's ethnicity gets acknowledged in order to participate in the process. He hopes the Board will take this concern into consideration so that all students are acknowledged for their hard work inclusive of biracial students.
Trustee Sheridan thanked Mr. Thomas for being bold enough to bring this concern to the board. It's a sentiment he's heard from various parents in the schools and something he wants to bring to the consensus. |

Title I and Education Code section 52300 allow for the joint exercise of powers relating to Regional Occupational Center/Programs when two or more districts join together to share resources for the mutual benefit of the students they serve.
In 1991, the school districts of Castro Valley, Hayward, San Leandro and San Lorenzo joined together to provide career technical education so that all students would continue to have the opportunity to explore career fields that might spark their interests in pursuing their career aspirations.
The Regional Occupational Joint Powers Agency is a separate legal entity, created by the four member districts for the purpose of providing a regional occupational program which extends, supports, and enhances the fours districts’ current career and technical training programs. This agreement became effective by all parties on July 1, 1997 and is continued until rescinded or terminated. At least every two years the Agreement is reviewed by members of the Coordinating Council. If the Coordinating Council deems it necessary to make changes to this Agreement, the changes will be presented to the respective district boards for approval.
The current JPA Agreement expires in June of 2017. The proposed JPA has been reviewed by all four school districts’ superintendents, the Director of the ROP and an attorney. This document is being presented to all four school districts for approval. Upon approval it will be presented to the Governing Council of the ROP which includes one representative from each of the four school districts. To operate as a Joint Powers Agreement (JPA) collaboration and communication are of the utmost importance. Along with these two key elements, guidelines need to be established to ensure that everyone who is responsible for the success of the JPA is clear on why they exist and their respective roles and responsibilities. The details of the Agreement are attached and include:
1. Purpose of the Programs 2. Terms of Agreement 3. R.O.P. Governing Board 4. Coordinating Council 5. Superintendent 6. Fiscal Matters 7. Insurance 8. Admission of Students 9. Indemnifications 10. Disputes 11. Withdrawal and/or termination 12. Disposition of Property and Funds 13. Amendments 14. Severability 15. Location 16. County Superintendent
If approved, the Joint Powers Agreement shall remain in force and continue for a four-year term ending June 2021.

Claims must be filed, and receiving the funds may take awhile after claims have been processed.

Measure M, the $50.1 million school facilities bond approved by San Leandro voters in November of 2010 is providing new construction and modernization projects at all athletic facilities and exteriors throughout the San Leandro Unified School District. One of the Measure M Savings projects is the Exterior Painting Project at Bancroft MS, first recommended to the Board of Education on April 21, 2015 with a $500,000 budget. Subsequently on June 23, the Board made a decision to affect curb appeal at more sites and altered the project to include allocation of the $500,000 budget to 6 additional sites including Bancroft MS. On December 8, 2015, the Board approved ratification of Contract #15-18 for $163,700 with Vintage Contractors for the Security Fencing Project at Bancroft MS. On April 12, 2016 the Board approved Change Order #1 in the amount of $42,118.21 increasing the Contract #15-18 amount to $205,818.21. | As part of the Measure M implementation processes, the District conducted a SOQ/RFQ/RFP qualification based selection process for Program Management (PM) firms. Harris & Associates received the highest overall ranking and was selected to manage the Measure M program. The Board of Education previously approved Harris & Associates (H&A), through a Request for Qualifications (RFQ) process, to provide Program, Project and Construction Management on selected projects as identified through the local Measure M Bond. The original Agreement for Program Management Services was entered into on February 1, 2011, between Harris & Associates and San Leandro Unified School District to provide Measure M Program Management Services for the Measure M Bond Program, in the amount of $2,060,000, with a program completion date of December 31, 2014. Since the 2010-11 school year the SLUSD District Office has implemented a four consecutive day workweek schedule during the summer recess period when most of our schools are closed. This year staff is recommending that the school board approve a resolution authorizing a four consecutive day workweek schedule for the period of June 17, 2016, through August 5, 2016. The following benefits are associated with this schedule: 1) It will reduce cost to the District in that utilities will only be used four days of the week instead of five days of the week; 2) It will provide an additional opportunity for employees to use accrued vacation time during a day when the district office is closed; and 3) It will provide a savings to our employees in that they will only have to provide transportation to work on a four day per week basis instead of five days per week. CSEA has signed a memorandum of understanding supporting the four consecutive workweek schedule described above.

Schools that use technology, such as Google Apps for Education, need a way to better ensure that students are safe using these educational tools. Gaggle uses technology to flag student email and Google Docs for inappropriate content. Content that is flagged is reviewed by an actual person. If it is deemed inappropriate, students will receive a warning email. If they receive more than one, these emails will be blocked. If an email or Google Docs involves threats or cyber bulling, District level administrators will be contacted on their cell phones. If no administrator is able to be contacted, the police will be contacted.
