CDE monitoring is accomplished in part through the Federal Program Monitoring (FPM) process which is comprised of onsite review and/or an online review. Several factors, including compliance history, academic achievement, program size, and fiscal analysis are considered in identifying LEAs for reviews. Based on these factors, LEAs may be selected for an onsite or online monitoring every two years. A FPM onsite visit consists of data and document review, stakeholders’ interviews, and classroom observations of categorical programs administered by LEAs. A FPM online review consists of only data and document review of the categorical programs. The FPM process ensures that LEAs meet fiscal and program requirements of federal categorical programs and mandated areas of state responsibility.
SLUSD had an online review Aug. 20-Sept. 20 and onsite review Sept. 20-22 in the following areas: Adult Education, Compensatory Education (Title I), English Learner, Career Technical Education, and Fiscal Monitoring. This presentation will provide the Board of Education with the findings identified by CDE in their review.

Since 2012 the District implemented the use of Certica Solutions in order to ensure our CALPADS data is accurate and complete as well as meet our compliance deadlines. It was found to be an essential process in ensuring school site and department CALPADS data is entered correctly and on time. Both site office staff have come to rely on daily reminders to update information and we have become much more efficient and accurate correcting CALPADS errors. For 2014-2015 school year, the District is again seeking to renew the contract agreement with Certica Solutions for Certify, which is Certica's hosted data certification service. They have a proven track record to support districts like ours to organize an easier electronic process validating and monitoring our data daily. It provides performance management to help districts analyze, track and improve CALPADS reporting and ensure compliance.

Refunding would allow the district to take advantage of historic low interest rates and save tax payers within the district an estimated $2 Million over the life of the series. All transaction costs associated with bond refunding would be paid by proceeds from the refunding. The refunding would have no impact (positive or negative) on the district's finances. The refunding woudl have a positive impact on property tax payers in the District because capturing lower interest rates reduces teh repayment obligation on the District's refunded bonds. The District has previously issued voter-approved general obligation bonds which are secured by ad valorem property taxes in order to finance capital improvements to its school facilities. Bonds issued include the District’s Election of 2006, Series A Bonds and its 2007 Refunding Bonds, which were both issued on March 7, 2007 (together, the “2007 Bonds”). The District has been advised that due to favorable interest rates which currently are available in the municipal bond market, the District can realize interest rate savings by refinancing the 2007 Bonds with the proceeds of 2016 Refunding GO Bonds. Savings will be passed on to property tax payers by way of lower tax rates. The proceeds of the Refunding Bonds, net of issuance costs, will be deposited into an escrow fund and used to pay off the 2007 Bonds on the next available redemption date. The Resolution implements this refinancing plan, by authorizing the issuance of 2016 Refunding General Obligation Bonds, to be issued as traditional tax-exempt, current interest bonds (no capital appreciation bonds). A majority vote is required for approval. Upon adoption, the Resolution authorizes District officials to proceed with the financing and bring into final form and execute the following documents, drafts of which are attached: (1) Official Statement: The Preliminary Official Statement (the “POS”) is the document that will be printed and circulated to potential investors in the proposed Bonds. The POS describes to investors the terms of the bonds (principal maturity amounts and dates, interest payment dates), and the security for the bonds (ad valorem taxes levied and collected in the District in a sufficient amount to pay debt service coming due in each fiscal year on the Bonds), describes the District’s tax base, and also presents District financial information to provide an investor with information regarding the District’s overall financial health. The securities laws require that a POS (i) not contain any misleading information and (ii) not omit any material information. In authorizing the issuance of securities and related disclosure documents, a public official may not authorize disclosure that the official knows to be false; nor may a public official authorize disclosure while recklessly disregarding facts that indicate that there is a risk that the disclosure may be misleading. If a Board member is aware of something that should be considered and disclosed in the Preliminary Official Statement relating to the District’s ability to pay the Bonds from ad valorem property taxes, that member should advise the financing team so it can be considered and possibly disclosed to investors. The Resolution delegates authority to the District’s staff to make changes to the POS following approval but before the Preliminary Official Statement is printed and distributed to investors. (2) Bond Purchase Agreement. This document sets forth all of the terms of the sale of the Bonds to the bond underwriting firm of Piper Jaffray. The sale must occur within the parameters of law and the resolution, being that savings must be realized as a result of the refinancing, and the term of the bonds to be refunded cannot be extended. (3) Escrow Agreement. This document governs the deposit of the Refunding Bond proceeds into an escrow fund, to be used to pay off the 2007 Bonds to be refunded. (4) Continuing Disclosure Certificate. Under the Resolution, the District covenants to comply with all of the terms of the Continuing Disclosure Certificate, which is attached to the POS as Appendix E and will be signed upon the delivery of the Bonds. Under this agreement, which is required under Federal securities laws, the District must (1) annually (by March 31 of each year) file certain information with the Securities Rulemaking Board, consisting generally of the District’s annual financial statements, and (2) report certain significant events that might occur over the terms of the Bonds, such as a rating change or a delinquent payment. This reporting obligation extends until the Bonds are paid in full, or otherwise refunded or defeased.

The San Leandro Unified School District utilizes a variety of databases to record data. In order to analyze this data, staff has to perform a great deal of manual work. Tableau gives staff the ability to pull data from multiple systems and resources and create reports in a much more efficient and clear manner. Once these reports are created, they are easily shared with users. These reports will allow us to provide better support for our students.

| Trustee Prola inquired about the suggestion to move the Government requirement to the junior year due to age 18 for voting and adding a government unit to the 8th grade curriculum and what discussion has taken place. Deputy Superintendent Mucetti commented by saying these issues have been discussed by the Board Curriculum Committee that it does not seem possible at this time upon staff doing research. The district could potentially look at exploring this option down the road. Dr. Mucetti will send the framework to Trustee Prola. |
