| Mr. Jerry Heverly, is a first year 11th grade English Teacher at the high school. He commented that his junior students will take nine tests with a variety of names throughout the school year and he has no input as to the timing and selection of these tests. These tests will occupy approximately 18 days, 10 percent of the school year. Each time he gives these tests he enters a moral dilemma. He could enter the scores into his grade book but since these tests are not part of his grading curriculum he cannot bring himself to enter these test scores. He informs his students that these tests have no bearing on passing his class and they are not part of his teaching curriculum. Most students attempt to do well on these tests but 10% do not participate. Mr. Heverly feels that these tests undermine his relationship with his students. Students ask why are they taking these tests and he is evasive in his answers. Jerry Heverly believes that there is a cost that the District pays for these tests. He also feels that by April when students are supposed to do well on these tests that they are so burnt out, so cynical and tired of testing that their performance will suffer. He stated that no one admires the Superintendent and Assistant Superintendent more than him, they turned this district into one of the best in the state. Jerry Heverly feels that he finds himself in a perverse system that tends to ignore him, his colleagues and his students. He can testify that the 11th grade English teachers at SLHS want to do the right thing but they feel this is not it. |

| Jason Strickland, Athletic Director |
Jason Strickland, Athletic Director for San Leandro Unified School District, will report on the California Interscholastic Federation (CIF) and the current concussion prevention/treatment for the school district. |
| |
Jason Strickland, Athletic Director for San Leandro Unified School District, reported on the California Interscholastic Federation (CIF) and the current concussion prevention/treatment for the school district. He summarized procedures that he is implementing at San Leandro High School, Bancroft and John Muir Middle schools.
Jason began his presentation reporting on the CIF education efforts that are in place to prepare our coaches and to keep our students safe on the athletic fields. All coaches must complete fundamentals of coaching, signs and symptoms of concussions, sudden cardiac arrest, first aid CPR and AED training prior to starting.
Jason annually attends the athletic director's conference in April. Approximately 500 to 600 athletic directors throughout the state of California attend this conference. He takes classes such as leadership, sexual harassment, gender equity and hazing at this conference.
Free courses are available on our website for parents from the National Federation of School Sports website. Some examples of these courses available are: information on concussions, sudden cardiac arrest and sportsmanship. This information is being promoted at all parent meetings.
Gender Equity and Title IX. Last year there were 356 females and 470 male athletes. 43% female to 57% male athletes, which includes 122 football players. Title IX requires that schools have a coordinator which is usually the athletic director and the administration. They verify if we are in compliance and currently we are in full compliance. There is a three prong test that states that whatever the overall population is you must be within five percent of the population. Our population for female students is at 48% and we are at 43% for female athletes, which makes us in compliance.
History and Continuing Practice. This year a freshman volleyball team was added for the first time. JV girl's tennis and golf have also been added. This spring Jason is trying to start a girls and boys lacrosse team. Girl's water polo has not been successful for the past two years and Jason will again attempt to start a team for next school year. The district continues to promote female sports.
A student interest survey is available on our website. This year Jason Strickland would like to add more information regarding equitable experience for students on the website.
Levels of Competition. Currently there are three boys basketball and soccer teams. If you have three boys teams you should also have three girls teams. Efforts have been made to have more girls basketball and soccer teams, unfortunately the numbers are not there. Recruiting efforts are in place to attract more girls to participate in sports.
Equivalence and Benefits. Athletic equipment, locker rooms, fields, fences, game and practice times and travel benefits are now the same for both boys and girls sports, including having the same bus transportation. Jason would also like to see more women coaches. All classified coaches, male or female who coach any sports are now paid the same except for SLTA members.
Publicity. Changes have been made in the sports schedules so that the athletic trainer can be at more sports events this school year. The pep squad now cheers at both boys and girls games and the band is also expected to play at both boys and girls sports.
Health and Safety. Concussion education has been an important topic these past few years. This year there have been many Senate and Assembly bills approved and the majority of the information has to do with contact sports. Concussions can occur in many different types of sports. This winter Jason plans to pilot a program called Sudden Impact Testing. This program will start with the basketball and soccer teams. Players will start with a cognitive test that scores them at a base level. If a player were to have a concussion they could only return when they reach their starting base level. Many schools currently use this baseline testing. The CIF is considering requiring this type of testing for all schools.
Jason Strickland is working with the district to develop an emergency action plan for after school programs. Currently there are no emergency plans for any after school activities and he is working on implementing a plan this school year.
Hazing, bullying and social media have been hot topics. All athletes were given information on hazing and bullying. At the coaches preseason meeting all coaches were required to watch a hazing video. Athletes were also given information on the negative impact that social media can have on them.

San Leandro Unified School district will be operationalizing the implementation of a Two Way Bilingual Immersion (TWBI) program in the 2017- 2018 academic year. In preparation, a feasibility study was conducted using research based factors in order to determine location, program model and student demographics. As outlined in our English Learner Master Plan, the program aims to produce bilingualism and biliteracy in Spanish and English, grade level academic achievement and positive cross cultural competencies for English Learners and Native English speaker students. The presentation will highlight how the two way program model will supplant one of our current Spanish biliteracy pathways at one of the schools that currently host the Spanish biliteracy pathway model with a 2017-2018 kindergarten cohort.
The presentation will include an overview of the program components, design and 2017-2018 implementation plan for the board of education's review and input. BP 6174

Dr. Zarina Zanipatin, Assistant Director, Teaching, Learning and Educational Equity department gave an overview on the implementation on the Two-Way Bilingual Immersion (TWBI) plan. She began her presentation providing information on the history of bilingual programs. With the passage of proposition 58 districts in California now have the opportunity to start implementing more dual language immersion programs. San Leandro School District has a strong commitment to bilingual education. We offered and still offer bilingual alternative programs at Washington, Jefferson and Wilson Elementary schools. In July CDE will come out with guidelines for proposition 58 and districts will be able to erect and start promoting the implementation of more dual programs.
Two years ago the district started an EL Design work group and a master plan was developed for a two way immersion program. Dr. Zanipatin gave an overview on the Two-Way Bilingual Immersion program. She provided information on the 80/20 model Spanish/English program and the district is considering using this model. Students who are enrolled in a dual language program out performed students that are participating in an English only program. The Late Exit Bilingual program is the second program that yields high academic scores. These two programs are currently used at our elementary schools.
Washington Elementary School has been selected for this program since it meets the criteria. The criteria that was looked at was: location, parents educated on the program, an administrator that is committed and can support the program, teachers that are properly credentialed and are also committed to the program and students that are excited to learn two languages. Another reason that Washington Elementary was selected was back in 2005 a group calling themselves "Friends of Washington" formed a dual immersion study group. This group did extensive research on a program that they wanted to start and a feasibility study was also conducted. Some of the next steps are to develop a teacher planning committee, educating the community on the program, determining goals and expectations, looking at selecting curriculum resources, training existing staff regarding the program and working closely with the district's central enrollment department. The anticipated date to launch this program is next school year and it will begin with kindergarten. |

| Rabinder Mangewala and Ruben Aurelio |
This presentation will focus on changes to the state and federal accountability system, including the new state and local indicators that are aligned to the state priorities highlighted in the district's Local Control Accountability Plan.
|
| |
Rabinder Mangewala, Director, and Ruben Aurelio, Assistant Director, of the Technology, Assessment, Research and Evaluation Department presented the results of the administration of the 2015-2016 Smarter Balanced Assessment Consortium state accountability test for the San Leandro Unified School District. Director Rabinder Mangewala stated that No Child Left Behind has been replaced with Every Student Succeeds Act (ESSA). He went over the new indicators regarding accountability. There are 10 indicators to measure performance. Six state indicators and four local indicators. The six state indicators are: College and Career, Academics, Chronic Absenteeism, Graduation, English Learner and Suspension. The four local indicators are: Basic Conditions, Parent Engagement, Implementation of Academic Standards and School Climate. These indicators are referred as the LCFF Evaluation Rubrics. The county office will be working directly with districts to help determine how well they are doing with their LCAP. Systemic alignment is now the same across the state. Four of the six state indicators have been defined and are in place, but the four local indicators are a work in progress. It will take approximately two years for these indicators to be in place. Changes are currently taking place with CalPads.
Ruben Aurelio, Assistant Director went over the graduation status. Two years of information was presented; a base line year and a growth year.
Mr. Mangewala commented on the Dashboard that will be released by the State. There is no date as to when this information will be released. His department will work on predicating where they will fall when the Dashboard is released. |

Government Code sections 66001 and 66006 imposed detailed requirements on public agencies that levy development fees. These sections require school districts collecting statutory school facilities fees to make an annual accounting of those fees available to the public at the end of the fiscal year. The attached report provides additional detailed information of the developers’ fees which was already made public as part of the Unaudited Actuals report on September 13, 2016. In addition, Section 66001 requires each district collecting development fees to make additional findings every five years about any fund in which those fees remained un-expended at the end of a fiscal year. The District has expended the fees that are collected annually. The District's governing board will review this annual accounting and adopt the board resolution for the annual accounting of school facilities fees for the Fiscal Year 2015-16. Attached are the following: - Resolution regarding accounting of development fees for 2015-2016 Fiscal Year
