Rationale:

The Youth Leadership Council will present 'a day in the life' through the strategic goals from the middle school and high school students' perspective. The Youth Leadership Council is the district's student based committee that provides input during the Local Control Accountability Plan development process. Given that this year the San Leandro Unified School District is developing a new strategic plan, the members of the council were provided the opportunity to review the preliminary draft, craft a student centered vision, provide feedback on the plan, and envision what successful implementation by 2020 would look and feel like for a student in our near future. Tonight students will share their perspectives on the 2017-2020 draft of the plan being proposed for adoption.

Minutes:
The Youth Leadership Council addressed the Trustees with a presentation reflecting the life of the middle school and high school student in 2020 when all of the strategic goals are implemented. There was only one middle school student present, and she represented all other middle school students who were unable to attend the meeting. There were six high school students who attended to present their feedback.

K.3.c. Memorandum of Understanding Between SRI International and San Leandro Unified School District on Google Expeditions Research Project
Rationale:

This memorandum of understanding supports a research opportunity with SRI International Center for Technology in Learning and Bancroft Middle School on a Google Expeditions research project. SRI's Center for Technology in Learning (CTL) improves student learning, enhances teaching effectiveness, develops meaningful assessments, and evaluates program impacts in preschool, K–12 schools, community colleges, and informal settings such as museums.

CTL has exceptional capabilities for developing and studying highly innovative teaching and learning approaches that use advanced technology in the areas of science, technology, engineering, and math (STEM); reading and writing; and 21st century skills. The proposed research project will explore the effectiveness of using Google Expeditions in an 8th grade science lesson.  Google Expeditions enable teachers to bring students on virtual trips to places like museums, underwater, and outer space. Expeditions are collections of linked virtual reality (VR) content and supporting materials that can be used alongside existing curriculum. These trips are collections of virtual reality panoramas — 360° panoramas and 3D images — annotated with details, points of interest, and questions that make them easy to integrate into curriculum already used in schools.  The goal of this project is to understand the impact (if any) of the virtual reality technology enhancements on the science lesson.

L.1.b. Adoption of the San Leandro Unified School District 2017-2020 Strategic Plan
Rationale:

The San Leandro Unified School District will adopt its next strategic plan that will guide the organization 2017-2020. Below is an outline of the strategic planning process.

Our new Strategic Plan for 2017-2020 is grounded in five key areas:

  1. Teach, Learn and Achieve

  2. Equity and Inclusion through College and Career Readiness

  3. Collaborative and Engaged District Culture

  4. Family and Community Involvement

  5. Facilities and Technology

January 2017 Phase One: Planning and Development

The strategic plan process began with a board study session and workshop on January 17, 2017. Trustees, the senior management team, and the superintendent engaged in a workshop focused on two primary tasks: evaluating our 2013-2016 strategic plan outcomes and participating in a design session in order to develop the next five key areas. Through a variety of activities and facilitated discussions, the team developed a preliminary draft of the new five goals.

Cabinet members refined the preliminary goals and began drafting key initiatives necessary to implement the goal on behalf of our students and families. Cabinet then worked with managers of departments to revise and refine the key initiatives and tactics for implementation of each goal.

February 2017 Phase Two: Engagement and Revision

After completing this first work cycle, district leaders shared the five new goals and key initiatives with site administrators and other site staff constituencies given so much of the implementation of our plan is nested within our individual school communities.

Simultaneously, throughout the month of February, a series of multilingual community engagement nights were held to listen and learn from the community about our current strengths and opportunities for improvement. These community engagement nights also allowed staff to present preliminary goals and receive constructive feedback.  Community members who participated provided the revisions and refinements that staff made before finalizing both the strategic plan and the aligned Local Control Accountability Plan (LCAP) -- which provides the budgetary commitments that will support our implementation efforts. In addition, the preliminary plan was shared with other key stakeholder groups for feedback, including collective bargaining units and community-based organizations.

March and April 2017 Phase Three: Refinement and Adoption

Based on the input gathered in February, staff made revisions and produced the final version of the plan for the board of education to review and adopt. Trustees will be presented the plan for adoption at this April 11th board meeting. This action will allow for staff to align the LCAP, staffing and budgets to the new goals. District staff began to market the new strategic plan through the appropriate channels.

Recommended Motion:

Staff recommends that the board of education adopt the draft of the 2017-2018 strategic plan.

Rationale:

Our district currently has contracts with two companies to provide copier and printer services districtwide.  The smaller contract is with Caltronics which expires in January 2019.  There are no proposed changes to the current Caltronics agreement.

The larger contract is with Ray Morgan Company to provide printers and copiers throughout the district. The Ray Morgan contract costs about $400,000 per year for service and equipment leasing, and expires in November 2019.  Ray Morgan has provided a proposal for the district to purchase the equipment that the district is currently being leased.

Proposed Contract

  • $684,874.57 one-time charge to purchase all equipment (bond)
  • $170,000 per year for service and repair (general fund)

Rationale:

The SLUSD is undergoing a reorganization process in the educational services department, and is also making significant budget reductions in response to increased costs passed on to school districts by the state. Resolution #17-19 eliminates approximately 13 positions. Several of these positions are funded with site funds and are being eliminated due to uncertainties in site level funding. The remaining positions are being eliminated to cut district costs or as a result of the educational services department reorganization.

Vocabulary Spelling City supports practice of spelling and vocabulary in an adaptive and game style format. NEWSELA PRO is an innovative way to build reading comprehension with nonfiction, informational text based on daily news articles. L.5.f. Bancroft Middle School Emergency Tree Work Proposal
Rationale:

With the recent heavy rains and wind, many of the eucalyptus trees located along the San Leandro creek adjacent to Bancroft Middle school became an eminent danger to students, staff and users of the facility.  Several trees have fallen; one of the trees took out seventy feet of fence near Carey Drive.  The most recent incident involved a tree that fell onto the Bancroft Avenue Bridge over the San Leandro creek.  In the interest of safety, a decision was made to have a tree contractor respond on an emergency basis, to remove certain trees and reduce the overgrown canopies on all of the other trees posing a safety risk.  This decision was made prior to receiving Board approval due to the urgency of this matter.

The final invoice has not been received, so staff is requesting approval of up to $24,000 for the emergency tree work.

L.5.g. Approve Sonitrol Security Upgrades
Rationale:

The current security systems used in the district have become outdated and obsolete.  The District proposes to conduct a phased pilot program at three sites, SLHS, Garfield ES, and Washington ES to modernize and in the process cut costs to operate and maintain these systems.  This will involve installing new state of the art panels and peripheral devices that will accomplish the following:

  1.  Eliminate the need for AT&T phone lines and related costs as the systems are network based, i.e.,  SLHS has seven phone lines at an estimated cost of $130.00/month plus other required services such as phone line trouble.
  2. Ability to auto arm/disarm the system through a computer or wireless device saving district funds through reducing on call responder overtime pay.
  3. Increased capabilities to real time monitor system notifications such as unauthorized entry alerts.
