I.2. Conduct an Official and Public Hearing on 2017-2018 Adoption Budget
Rationale:

Education Code Sections 33129, 42127, 52060, 52061, and 52062 require a Local Educational Agency to file and adopt a budget subsequent to a public hearing by the governing board of the school district. Once the district files its adopted budget with the County Office of Education (COE), the COE is required to verify that the budget complies with the criteria and standards adopted by the State Board of Education, per E.C. 33127, to determine whether the district will be able to meet its financial obligations in the current and two subsequent fiscal years and notify the district by August 15 whether the COE has approved, conditionally approved, or disapproved the budget.  The staff has developed the budget using the state-adopted Criteria and Standards. It includes the expenditures necessary to implement the Local Control Accountability Plan (LCAP) or annual updates to LCAP that will be effective for the budget year.  Business Services staff has prepared the Adoption Budget based on assumptions from the Alameda County Office of Education (ACOE), California Department of Finance (DOF/FCMAT), and the School Services of California (SSC), Inc. dartboard which provides the school districts critical economic indicators for budget projections.

Included is the 2017-18 District budget for public hearing and review.  Adoption is scheduled for June 20, 2017.

Key fiscal items are listed below

  • Budget is balanced for fiscal year 2017-18 because of $5 million in cuts and adjustments made over the past ten months
  • Budget includes over $1.1 million in STRS and PERS increases for 2017-18
  • Projected increases in LCFF funding are roughly equal to pension increases and step and column increases through 2020-21
  • The district's "SB 858 Reserve Level Disclosure" document is attached

M.3.b. Purchase of Eureka Math Curriculum Reproducibles for 2017-18 School Year
Rationale:

At the April 8, 2016, Board Meeting, trustees approved Eureka Math as the District K-12 math curriculum. Great Minds was approved as the vendor to provide professional development, electronic resources and print this open source consumable adoption for both English and Spanish.

Due to the high ongoing cost of the reproducible components of this adoption, staff explored options for reprinting the Eureka Math consumable material for 2017-2018. Office Depot was able to provide substantial price savings to the district and greater flexibility.

Key elements and service components include:

  • Assembly, labeling, and packing services are included in the quoted prices.
  • Delivery to central warehouse or individual school sites at no additional charge.
  • Government approved contract pricing through TCPN.
  • All production through closed-door based printing centers.
  • Print all materials including student edition, exit tickets, and fluency practice in one booklet.  This will save teachers and students time as they won't have to access each component separately.

Great Minds will continue to provide electronic and Spanish resources under the previous contract.

M.3.f. Memorandum of Understanding between Chabot-Las Positas Community College District and San Leandro Unified School District to offer a college level class at Lincoln High School for the 2017-18 School Year
Rationale:

San Leandro Unified School District is part of the California Career Pathway Consortium that supports our focus on high school to college transitioning, dual enrollment strategies, improved placement, and career pathway development. This Memorandum of Understanding between Chabot-Las Positas Community College District - Chabot College and San Leandro Unified School District, is made on June 6, 2017 regarding offering college level classes to students of the Lincoln High School during after school hours in the Fall 2017 and Spring 2018 terms.

Students enrolled in course will earn early college credit through Chabot College.  Students who are enrolled in high school and in community college at the same time are considered dually enrolled. Dual enrollment has often been associated with gifted and high-performing students whose needs are not fully met in high school, for whom the start of college education should be accelerated.  However, the new AB 288 district-to-district partnerships are for the purpose of forming pathways to college and careers for all students in public high schools, “underachieving students, those from groups underrepresented in postsecondary education, those who are seeking advanced studies while in high school, and those seeking a career technical education credential or certificate,” especially students “who may not already be college bound or who are underrepresented in higher education.” (Quotes from Education Code Section 76004) Dual enrollment participants, including those who are underrepresented, often do as well or better than their non-dual enrollment peers by high school retention and on-time graduation, having a higher high school grade point average, pass assessments into college-level courses, and have higher retention and persistence rates in college.

Completing dual enrollment courses is one option on demonstrating meeting the College and Career Indicator which is one of the State’s six key performance indicators.

M.3.n. 2017-18 Single Plan for Student Achievement for John Muir Middle School and Garfield Elementary School
Rationale:

The Single Plan for Student Achievement (SPSA) is a document that represents a school’s cycle of continuous improvement of student achievement and is a plan of actions to raise the academic performance of all students to the level of performance goals established under California Education Code sections 41507, 41572, and 64001 and the federal No Child Left Behind Act (NCLB) -- transitioning to the federal Every Student Succeeds Act (ESSA) in 2017/2018.

The annual process of developing, reviewing, and updating the SPSA includes a comprehensive review of data and the development of actions necessary to achieve school goals. The plan also addresses funding and proposed expenditures related to state and federal categorical programs. Each year, the School Site Council and the local governing board approve the SPSA.

Garfield Elementary and John Muir Middle School have submitted their plans for board approval in advance of other San Leandro USD schools because of their participation in the federal program monitoring process with the California Department of Education which requires earlier board adoption and meeting particular deadlines to close out the district's review with CDE.

Rationale:

The original design of the Arts Education Center at San Leandro High School included a recording studio for both sound and video projects. Because of bond budget constraints and contractor issues, the facility was never fully completed and has been in limited operation until this year. With site, district, and SLED funding, the school has worked with a contractor to perform upgrades to the studio. The school is proposing additional equipment upgrades that will enable live broadcasts, including broadcasting from remote locations.

The attached “SLHS Broadcasting” describes the vision of the program, with a long term goal of beginning a full broadcasting course sequence.

M.4.d. Approve San Lorenzo Transportation Rental Agreement
Rationale:

When the partnership between San Leandro, San Lorenzo, and First Student was proposed, busses were going to be parked on property belonging to both districts, with many busses assigned to joint routes (serving students from both districts). The original contract also called for our district to make space available in the district maintenance facility for bus repairs. In late June, First Student determined it would be more efficient to park all thirty busses at the District Office Annex on Juniper Street. With that change, San Lorenzo and San Leandro have drafted agreement where San Lorenzo would pay $2,000 per month ($24,000 per year) in exchange for First Student to exclusively use San Leandro facilities. The agreement would begin when the busses are moved to district property.

- Trusteee Tate suggested moving forward with the Achievement Night committee

-Trustee Gonzalez recommended bus tours for city officials and local real estate agents to give them an up close and personal view of what is happening at our schools and within the district in General.

Dr. McLaughlin commented on this and suggested we join together with the City of San Leandro, who already does something similar. Trustee Gonzalez offered to look more into this suggestion.

-Dr. McLaughlin suggested for either the Facilities & Technology Committee or the Communications committee work on a plaque for each site to notate seismic upgrades that have been done to date indicating our buildings are up to seismic code. We need to do this before proceeding with the bus tours. He will speak to the Aaron Kerrigan, Director of Business Services, to scope out this project.
