This school year $2,100 has been given out for Enrichment scholarships for middle school students to participate in various activities. This is a partnership with Lampert-Byrd Foundation, a bay area foundation.
Season of Service is launching their program. Jeromey Shafer, program coordinator, as well as Kate Livison, site coordinator and teacher at San Leandro High School, presented their plans for this year.

Co Principals Dr. Reginald Richardson and Dr. Ronald Richardson highlighted upcoming events:
On November 8, 2017, fifteen families toured San Leandro High School. Families were impressed with what San Leandro High School had to offer. Information regarding high school tours will be posted on the website and both classified staff and students will be trained to conduct tours. Over 165 family tours have been provided over the last four years.
Dr. Richardson presented a WASC update. Three years ago there was a three midyear review and we were accredited through the end of June 2018. Next school year there will be a full WASC report which is a self-study. One of the highlights mentioned was that both site and WASC plans are in line. Also mentioned was "how are you going to prioritize your initiatives". The planning process has already started well in advance regarding prioritizing initiatives. Currently one of the assistant principals is on a visiting WASC committee at another comparable high school and will be bring back valuable information and sharing her experiences. The focus area that was recommended was to prioritize and find professional development activities to address specific learning outcomes for our students. Currently they are focusing on assessing student learning and having teachers continue to receive professional development throughout the district. PBL is a top prioritized professional development initiative for the district as well as PBLL, our World Language development project. A work study session was started to prioritizing and determining what to focus on. A working document will be shared with cabinet, our superintendent and board members showing their workflow. This workflow will show what we are doing as a district, as a school site and how are we servicing our students. The next steps for WASC were also discussed.

Dr. Collins will present the results of the 2016-17 district audit, as well as audits for Measures M, B, and J1. |
| |
| Dr. Collins presented the results of the 2016-17 district audit, as well as audits for Measures M, B, and J1. There are two parts to the audit, financial audit and performance audit. Our District auditor is Vavrinek, Trine, Day & Company (VTD) and we are under contract with them through 2019-20 fiscal year audit. For 2016-17 the auditor for VTD visited Washington ES, John Muir MS, SLHS, Lincoln HS and Lighthouse. For 2016-17 there was a negative "net position" of $39.1 million and last year the "net position" was 29.5 million. A larger negative "net position" amount is anticipated for next year. There were no audit findings this year but there are still items that need to be worked on. The business office needs to work with sites on cash handling and strengthening of internal controls. They are developing a cash handling procedures manual and updating forms, and look to scheduling training with sites. All funds for Measure B and M have been spent and have a zero balance as of June 30, 2017. These are the final audits for these two measures. Measure J1 had its first audit. All three bond program audits were performed at the same time as the district audit. There were no findings or adjustments for any of the programs. VTD issued an unmodified opinion for the financial statements. The Governing Board was asked to accept the 2016-17 District Financial audit and the three Measures M, B and J1 audits. |

Contract for crossing guard services for 2017-18. Company did not send contract to district until mid-October, despite several phone calls. Prior to 2009-2010, the City of San Leandro funded the Crossing Guard Program to ensure that students can safely cross our busy streets as they come to and from school each day. Since 2009-2010 school year, the District and the City of San Leandro reached agreement to share the cost (50/50) of the crossing guard program. The schools covered by this contract are: - Garfield Elementary School - Jefferson Elementary School - Madison Elementary School - McKinley Elementary School - Monroe Elementary School - Roosevelt Elementary School - Washington Elementary School - Wilson Elementary School
|
| |
| Recommend to approve the agreement with All City Management Services. |
New contract is increase of about $14,000 over last year. This is due to increase in minimum wage, new law regarding sick leave, and additional split shift hours due to crossing guards.
Crossing guard costs are shared with the city, so actual increase to the district is about $7,000 this year. $64,483 estimated cost - General Fund. Half of the cost to be reimbursed from the City of San Leandro. Therefore the estimated amount to be paid by the District $32,241.50.

In alignment with strategic plan Goal 3, Collaborative and Engaged District Culture, the San Leandro Unified School District will be piloting a volunteer recognition process in order to more effectively and systematically recognize outstanding volunteers at both the site and district level. The pilot process was developed and reviewed by the Communication board subcommittee on Tuesday, November 7, 2017. The full details of the spring 2018 pilot program are included in the attachment. Here are some of the highlights of the proposed pilot program: -
Schools: Individual school sites will recognize all volunteers in the spring every year. The recognition can happen at a planned school activity, spring concert, pasta feed, school assembly, etc. Every school site may select one volunteer from each category to be recognized at the annual Celebration of Schools. We have many people/businesses that give time, energy & funds to our schools. The Celebration of Schools recognition is for the exceptional volunteers. District: The school district will recognize district-wide volunteers once a year at the April board meeting. District volunteer recognition is for district wide volunteers not for site specific volunteers. -
Recognition categories- Our three recognition categories are: business, community member, and parent volunteer. Decision: School site volunteers are determined by the school principal or principal delegates (i.e. school site council). District volunteers are determined by the communication committee for 2017- 2018.

Government Code sections 66001 and 66006 imposed detailed requirements on public agencies that levy development fees. These sections require school districts collecting statutory school facilities fees to make an annual accounting of those fees available to the public at the end of the fiscal year. The attached report provides additional detailed information of the developers’ fees which was already made public as part of the Unaudited Actuals report on September 12, 2017. In addition, Section 66001 requires each district collecting development fees to make additional findings every five years about any fund in which those fees remained un-expended at the end of a fiscal year. The District has expended the fees that are collected annually. The District's governing board will review this annual accounting and adopt the board resolution for the annual accounting of school facilities fees for the Fiscal Year 2016-17. Attached are the following: - Resolution regarding accounting of development fees for 2016-2017 Fiscal Year

The district is ready to apply for State School Facility Program (SSFP) money from the Office of Public School Construction (OPSC) that may be available as a result of the passage Measure 55 in November, 2016. The district may potentially be eligible for millions of dollars of matching construction and modernization dollars from the state. However, the application process is time consuming and complicated. Because of that, most district utilize consultants for the application and tracking process. After speaking with three firms, district staff is recommending that F&T approve a contract with MimiDene Williams of Williams & Associates to apply for OPSC funds on behalf of the district. A summary of the scope of work and MimiDene’s experience is attached. Our project manager, RGM, has worked with MimiDene in several districts, and has recommended her.

The purpose of this MOU between San Leandro Unified School District (SLUSD) and the Sequoia Foundation (SF) is to describe the roles of SLUSD and SF in the completion of deliverables for a grant from the Bay Area Air Quality Management District (BAAQMD). The grant funds the development and implementation of two high school lessons related to air monitoring, impacts of air pollution on health, and effects of climate change. SF received a grant from BAAQMD that supports partnership with Magnitude.io, and SLUSD. The grant funds the development and implementation of high school science lessons that enhances learning by creating hands-on experiences that support and build on California’s Next Generation Science Standards (NGSS). Students will collect and analyze local air quality data, compare with publicly-available Air District data, assess human environmental impacts, and learn about sources of pollution and associated health effects. The curriculum will follow a project-based learning (PBL) approach by utilizing stationary CanSats, devices that use consumer-grade sensors to measure atmospheric temperature, humidity, and barometric pressure, as well as gasses and particulates.

| About one in five kids will naturally need glasses to see the board, read a book, or participate in class. San Leandro Unified School District will partner with Vision to Learn to provide students identified with a pair of eyeglasses. Vision To Learn was founded to make sure every child has the glasses he or she needs to succeed in school and in life. Its mobile clinics solve the problem by bringing eye care and glasses, free of charge, to children at schools in low-income communities. This agreement is entered into between Vision To Learn and San Leandro Unified School District for the purpose of operating a Mobile Vision Clinic (“Mobile Clinic”) on the campus of District school(s).

This Memorandum of Understanding (MOU) sets forth the terms and understanding between the Regents of the University of California, San Francisco (UCSF) and the San Leandro Unified School District as a study referral process for the National Institute of Health/National Institute of Drug Abuse funded project entitled “Gender Responsive Drug Use Treatment for Juvenile Justice Girls” (R01DA035231; PI Tolou-Shams); short-title “VOICES Project.”
The VOICES Project is a randomized controlled trial (RCT) aimed at evaluating the efficacy of the VOICES group-based intervention program on substance use, psychiatric symptoms, HIV/STI risk behaviors and recidivism for 200 court-involved, non-incarcerated (CINI) girls and young adult women (i.e., justice-involved girls who are currently living in the community). The RCT is sponsored by NIH/NIDA (National Institute on Drug Abuse; R01DA035231) and is approved by the University of California, San Francisco’s (UCSF) Internal Review Board (IRB). The VOICES intervention consists of a 12 session (60 minutes each), gender-responsive and trauma-informed group intervention focused on decreasing substance use and improving health and legal outcomes for juvenile justice girls and young women ages 12 - 24. The Barbara Lee Health and Wellness Center, in coordination with COST Teams, will partner with Regents of the University of California, San Francisco (UCSF) regarding implementing the VOICES intervention program.

Each mobile maker space will be outfitted with an array of activities for hands-on, creative and inventive “maker” opportunities. The mobility of the cart means this activity can travel around the school and be available to all students during the day. In addition, each library will be equipped with materials for a tinker zone, which includes many maker space items and functions in the same manner.
