P.3.a. Playground Supervisor Job Classification
Rationale:

In October 2017, the Governor signed Assembly Bill 670 that amended Education Code section 45103 to include part-time playground supervisors as part of the classified service. Currently playground supervisors or "noon supervisors" are at will, hourly employees that are exempt from the classified service. The amended Education Code section becomes effective on January 1, 2018.

In order to comply with this legislation, staff is asking the SLUSD Board of Education to take action to approve this agenda item, which will do the following:

1. Formally create the Playground Supervisor job classification and designate this job classification as part of the classified service in the SLUSD;

2. Approve the Playground Supervisor job description, which is attached to this agenda item;

3. Designate the salary range for this position as Range 27, which is the same salary range as Range 27 fon the CSEA salary schedule;

4. Authorize staff to post Playground Supervisor positions for our elementary school sites who are in need of this service.

Employees who are currently at will, part-time "noon supervisors" or playground supervisors will be officially designated as Substitute Playground Supervisors. These employees will be encouraged to apply for the formal Playground Supervisor vacancies and will be allowed to continue working as substitutes in the Playground Supervisor job classification while our site administrators are going through the hiring process to fill these positions. These employees will be able to continue working as substitutes in the Playground Supervisor job classification, consistent with Education Code 45103, if they either are not selected for a Playground Supervisor position or do not wish to regularly work in this new job classification.

Recommended Motion:

Approve this agenda item, which will create the Playground Supervisor job classification, approve the job description, approve the salary range, and authorize staff to post and fill positions in this job classification.

The Career Technical Education Facilities Program (CTEFP) was established by Article 13 of the Kindergarten University Public Education Facilities Bond Act of 2006, Assembly Bill 127, Chapter 35, Statutes of 2006. California Education Code (EC) Section 17078.72 authorizes the issuance and sale of state general obligation bonds to provide aid to local educational agencies (LEAs) to reconfigure, construct, or modernize Career Technical Education (CTE) facilities, and/or purchase equipment for CTE programs and to joint powers authorities (JPAs) to modernize CTE facilities and/or equipment.

The San Leandro Unified School District CTEFP grant application will directly support the Public Services Pathway.  This pathway aligns with the district’s other key initiative of developing students’ capacity for civic engagement at the local, state, national, and international levels. Students enrolled in this pathway will experience real world, relevant learning through the articulated three course sequences from 10th-12th grade with integrated work based learning opportunities with the city, government, legal firms, hospitals, and other community based organizations. This application is being ratified; November 14th, 2017.

P.4.f. ELA/ELD Curriculum Adoption of StudySync by McGraw Hill Education for Grades 6-12
Rationale:

The 2017 Secondary ELA/ELD Adoption Pilot began in August 2016.  The committee, composed of teachers and specialists from Bancroft Middle School, John Muir Middle School, and San Leandro High School, engaged in a pilot with two programs: Springboard, published by The College Board, and StudySync, published by McGraw-HIll.  Teachers engaged in a one-day training led by a representative from Springboard in August, and then commenced a 9-week pilot with that program, followed by a similar training and pilot schedule for StudySync. Teachers piloted each program using both the digital platforms and hardcopy student consumables.  After each pilot, teachers completed a rubric to analyze the program, and debriefed with the entire committee.  In January 2017, the committee has reconvened to prepare a final report to submit to the district office and board curriculum committee.

Springboard and StudySync are designated as level 2 programs by the State of California.  This means that they include both CORE ELA/ELD Units and Designated ELD units.  Each program has 4 units of study per grade level that are accessible through consumable student textbooks or through digital platforms optimal for a 1:1 environment. Teachers and students have the option of blending their experience in both the consumables and online, and both programs provide the ability to have a complete experience either online or in the consumables.  That being said, both programs provide a richer experience through the digital platform.  In that regard, StudySync markets itself as more of a digital program, whereas Springboard markets itself as more of a blend of hardcopy and digital.

The committee voted and unanimously decided 12-0 in favor of StudySync over Springboard.

Based on the input and recommendations of the ELA/ELD Adoption Committee for Grades 6-12, the Board Curriculum Committee and the Educational Services Division, staff recommends the Board of Education adopt StudySync for ELA/ELD in grades 6-12, published by McGraw Hill Education, as the comprehensive curriculum in order to meet the demands of Common Core State Standards in English Language Arts and English Language Development Standards.

Recommended Motion:
Staff recommends that the Board of Education approve the adoption of StudySync for grades K-12 published by McGraw Hill, as the comprehensive ELA/ELD 6-12 curriculum for SLUSD.
