| Dr. Kevin Collins |
Dr. Kevin Collins, Assistant Superintendent of Business Services, provided a presentation on the Governor's January Budget Proposal and covered the following topics as follows:
• Governor's Budget Proposal • SLUSD Budget Impact • Multi-Year Projection • Federal Issues • Next Steps
Governor's Budget Proposal: State General fund expenditures of $131.7 billion, includes a funded Rainy Day fund of 10% of GF • 78.3 Billion in Prop 98 (state and local property taxes); includes a $3 billion increase for LCFF and 100% gap closure • The budget proposal includes COLA of 2.51% • Prop 98 funding - despite major increases in Prop 98 spending since 2011-12, California ranks 41st in per-pupil spending; 45th in pupil-teacher ratios and 48th in pupil-staff ratios
SLUSD 2018-19 Budget: If enacted as-is, the Governor's 2018-19 proposal would mean approximately: • 5.3 million in ongoing LCFF funding • 2.6 million in one-time funding • 2.51% COLA for state special education funding; Mandate Block Grate, and limited number of categorical program
Multi-Year Projection: Prior to new the new budget proposal: • LCFF funding increases are scheduled through 2020-21 • Major STRS and PERS cost increases also projected through 2020-21. With the new proposal, LCFF will be fully funded in the next year. Future increases would be according to the Cost of Living Adjustment (COLA), averaging 2-3% annually • Increases from Step and Column (1.5%), Special Education (8%), and STRS and PERS will be greater than COLA in 2019-20 and 2020-21.
In previous years, the Governor's revenue estimates have been significantly lower than the Legislative Analyst's Office (LAO). This year, LAO and Governor estimates are very close.
Federal Issues: Federal revenue constitutes about 4% of SLUSD General Fund. Federal funding has unexpectedly increased this year. • Changes to federal tax code may potentially impact California’s budget and economy • Withdrawal from the North American Free Trade Agreement (NAFTA) would have oversized impact on California's economy
Next Steps: The school district is beginning to develop our 2018-19 budget based on the Governor's estimates. The Governor will release the May Revise, which will reflect several additional months of tax revenue. The Governor and Legislature will negotiate final amounts to be included in the budget to be adopted in June.

Jon Sherr, SLTA President, spoke about the loss of a colleague.
The Jefferson Community is grieving the loss of teacher Irene La, who passed away today. She was a kindergarten teacher and a long-time member of the Jefferson staff. It is always hard to lose a colleague and a friend; it's especially hard when we lose someone so young (age 37). Jefferson staff reflected on the many children and community members Irene affected while in the Jefferson community. She will be greatly missed by us all.
Jon provided a short report on other union topics as follows: • Jon is looking forward to seeing the Board Trustees at the School Board Breakfast taking place on Saturday, February 10; Jon will provide reminders and instructions to board trustees regarding this event • Our union has been focused on the upcoming Janus versus AFSCME decision by the Supreme Court o There is speculation that it will be a slam dunk for those who want to undermine public unions and public education and privatize as many public services including education as possible o We've been proactive with our members regarding these matters • We're half way through our site visits and they've been very positive • The SLTA has engaged the CTA and their resources - we had a very well attended seminar on Winning with Words o Facts and figures seem to be less important than how things are message o We who have been paying attention to the attacks on unions over the past 40+/- years are very aware of how the term "union" has become a negative word o The seminar was instructive to our members • Our next meeting is on March 27 o It is our second new teacher meeting of the year o It will provide an opportunity to talk to our new teachers o Employment issues will be discussed
• We've been approved for an early release day on May 1 o We will use this day to have a district wide union meeting o Plans are still pending but it will provide an opportunity to get together as a community and union

California has the world's sixth-largest economy and the high gross domestic product of any state. Yet, we rank near the bottom nationally in funding for public schools, a status that threatens the prosperity of our state and the strength of our communities. While California lags behind most of the country in public school funding, school districts are facing increased financial pressure from rapidly rising costs. This resolution, provided by CSBA (California School Boards Association) is urging the State Legislature to fund California's public schools at the national average or higher by the year 2020, and at a level equal to or above the average of the top 10 states by 2025. |

Due to an unprecedented and unanticipated increase in student enrollment during the 2017-18 school year, the District has had difficulty creating complete schedules for students who continue to enroll in our middle schools and high school without exceeding the class size maximums described in our collective bargaining agreement with the San Leandro Teachers' Association (SLTA). The District and SLTA reached an agreement that would allow these class size maximums to be exceeded by one student on a voluntary basis for the remainder of the 2017-18 school year. |

The goal of the Youth Truth and San Leandro Unified School District partnership is to gather valid, reliable, and comparable feedback through YouthTruth’s research-based perception surveys. YouthTruth will help San Leandro USD gather feedback from students as well as school staff and family members to drive high-performing schools and monitor progress against the district’s blueprint for excellence. In particular, YouthTruth provides this support by: 1. Providing comprehensive district-wide student feedback on topics that research says matter most to student academic outcomes and creating a healthy and happy school climate and culture; 2. Complementing the student feedback with insights from parents/guardians on themes such as engagement, relationships, school safety, and culture through the Family Survey; 3. Gathering comprehensive staff feedback on topics such as engagement, culture, professional development and support, and empowerment; 4. Delivering robust interactive reports within about seven business days that are designed for each audience to be tools for school improvement and building a culture of continuous improving and learning; and 5. Engaging in capacity-building training and professional development for school leaders, student leaders, and district administrators to get the most out of survey efforts. Youth Truth is committed to making student and stakeholder feedback efficient, cost-effective, and actionable. Because student perceptions are linked to their academic outcomes, San Leandro USD can use YouthTruth data immediately to accelerate improvements in each school and throughout the district. Robust surveying strategies with staff, students, and the community help drive our continuous improvement as an organization in addition to positioning SLUSD to better implement goal 3, Engaged and Collaborative District Culture, and goal 4, Family and Community Engagement.

District Information Technology (IT) staff often need to travel from site to site. Frequently, this travel requires them to move tools, supplies, and equipment. For IT staff with small cars, moving equipment between sites may require several trips. The purpose of these vans would be to allow the IT staff to move equipment and travel between sites more efficiently, and to reduce the requirement for staff to use their personal vehicles. This will also ease some of the work in the facilities and maintenance department as they have historically had to move a substantial amount of our equipment.
