F. PUBLIC TESTIMONY ON NON-AGENDA ITEMS
Minutes:
Luke Washburn, Avery Mittelstedt and Michael Thomas, students from Bancroft Middle School, expressed concerned regarding the Jazz band A period. A period has always been before school and is now being moved to B period, which is after school. If this was to occur they would not be able to play sports or do other activities after school. If the Jazz band was to remain as A period they could do both Jazz band and after school sports or after school activities. They are asking the Board for a portable or a room be made available at Bancroft Middle School for next school year, so that Jazz band A period is still available to students in the morning.

Superintendent McLaughlin announced that this was the first that he had heard about this and he will be looking into this immediately and hopefully will have a solution by Friday.

Mr. Shane Washburn was also there to advocate for A period for the Jazz band. His son has been looking forward to playing in the Jazz band since he started playing an instrument at Roosevelt.

Ms. Nicole Hunter was also there to talk about the Jazz band. She stated that her son wanted to be there but was not able to make it since he had baseball practice. She thanked the Board for their service and for making the effort to fix this problem.

Ms. Katherine Vitz, an alumnus of San Leandro schools, was there in the 80's when schools were being closed and they were losing programs. She would hate to see the loss of these programs because there is no space availability.

During a break in the SLED presentation, Superintendent McLaughlin asked Ms. Vitz to inform any of the Jazz parents she knew, that the principal was not aware of the Jazz band making any changes. The Jazz band will remain the same, there will be no changes for next school year.

Mr. Ruben Guerrero has concerns regarding the 1st and 2nd grade bilingual combo class at Jefferson. His daughter has been at Jefferson since kindergarten and is now in sixth grade. Since then they have been having these problems. It is difficult for these students to learn English, Math, Science and everything else they need to learn. Having a combo class makes it harder for these students to learn. He thanked the Board but believes that they can do more to help students with the bilingual combo class problem.

Mr. Eduardo Munoz, co-president of Jefferson's ELAC, was also there to speak about the problems the English Learners are having at Jefferson. He spoke about Social Justice and what it means. Mr. Munoz talked about his letter which addresses the combo class issue which is affecting Jefferson and the bilingual program. He also commented on yard supervision and the need of additional support personnel. He stated that he will be meeting with Superintendent McLaughlin and hopes to find solutions to these problems.

Ms. Adriana Fuentes, mother of a Jefferson student and of an upcoming student, has concerns regarding issues that have been taking place at Jefferson for some time. There has been some movement and developments with the district and they are happy about this but there is still some areas that need to be addressed. She would like to have equality and outcome when it comes to Jefferson.

K.2. Conduct an Official and Public Hearing on 2018-2019 District Budget
Speaker:
Dr. Kevin Collins
Rationale:

Education Code Sections 33129, 42127, 52060, 52061, and 52062 require a Local Educational Agency to file and adopt a budget subsequent to a public hearing by the governing board of the school district. Once the district files its adopted budget with the County Office of Education (COE), the COE is required to verify that the budget complies with the criteria and standards adopted by the State Board of Education, per E.C. 33127, to determine whether the district will be able to meet its financial obligations in the current and two subsequent fiscal years and notify the district by August 15 whether the COE has approved, conditionally approved, or disapproved the budget.  The staff has developed the budget using the state-adopted Criteria and Standards. It includes the expenditures necessary to implement the Local Control Accountability Plan (LCAP) or annual updates to LCAP that will be effective for the budget year.  Business Services staff has prepared the Adoption Budget based on assumptions from the Alameda County Office of Education (ACOE), California Department of Finance (DOF/FCMAT), and the School Services of California (SSC), Inc. dartboard which provides the school districts critical economic indicators for budget projections.

Included is the 2018-19 District budget for public hearing and review.  Adoption is scheduled for June 19, 2018.

N.4.h. School Accountability Report Card (SARC) Licensing Agreement with Document Tracking Services (DTS)
Rationale:

Education Code (EC) Section 35256 mandates all elementary and secondary school districts in California annually to prepare for each school within the district a School Accountability Report Card (SARC) that contains the items described in EC Section 33126, to publicize the SARCs, and to notify parents or legal guardians of students that a copy of the SARC will be provided on request. Districts frequently seek the expertise of an outside consultant to help produce the SARCs as one way to ensure full compliance with complex state and federal mandates (SB 556, 1632, 1665, AB 568, 572, and PL 107-110, including Williams Case).  The district will seek reimbursement of funds under the state's Mandated Costs Programs if the funds become available. Educational Services recommends a licensing agreement with Document Tracking Services (DTS) as the provider of software that will help us complete our SARCs.  SARCs are always produced for the previous year.  DTS will help us produce a fully compliant SARC in English, and a translated document in Spanish.

New policy and regulation reflect NEW LAW (AB 699) which mandates districts to adopt, by July 1, 2018, policy consistent with the model policy developed by the California Attorney General, including policy related to the district's response to requests by law enforcement for access to information, students, or school grounds for immigration enforcement purposes and actions to be taken in the event that a student's family member is detained or deported. O.1.c. Discussion of Possible Parcel Tax
Rationale:

The San Leandro Unified School District is considering placing a parcel tax measure on the November 2018 ballot.  The district has conducted a small survey to gauge community opinion regarding a potential tax.   This time in the agenda is being set aside for Trustees to discuss a possible parcel tax measure, as well as the design, revenue, and term of a possible parcel tax.

Staff is asking for direction from Trustees to develop a resolution to place on a future agenda.

Minutes:
Ms. Morgan Mack-Rose commented that she did not think that we could pass a $78 flat parcel tax. She supports a hybrid of $64 per parcel plus .01 cent per square foot. Ms. Mack-Rose is committed to helping work on this parcel tax and feels that the board should do what is feasible and reasonable not necessarily ideal, but will actually have some success. Ms. Mack-Rose also commented on the language of the parcel tax. She commented that she is nervous about something that says "maintain reasonable class sizes". She felt that this statement is opened to interpretation as to what is reasonable class sizes and could actually hurt us down the road.

Mr. Stephen Cassidy stated that he echoed Morgan Mack-Rose comments. He spoke about the results of the County Measure A register of voters by precinct. San Leandro did not get two thirds of the votes even though they received the majority of votes. He is enthusiastically supporting the $64 plus .01 cent per square foot parcel tax. Mr. Cassidy expressed encouragement for the breakfast approach and the tour in October. He also suggested having a library ribbon cutting and the STEAM center openings prior to November 1st and to include all stakeholders by providing them a list of the projects and the specific dates for the J1 spending. He also had concerns regarding the landscaping at John Muir Middle School. He would like to see J-1 funding used to complete this project. Mr. Cassidy thanked Dr. Mucetti for her wonderful service to the district.

Superintendent McLaughlin asked the Board if they were inclined to have a directive or if they should bring some language regarding the $64 and .01 cent parcel tax and what it would look like as a draft to the next board meeting in July. He commented that there is still time to make the final timeline.

Board members commented on the hybrid model versus the flat rate parcel tax and requested additional information. A special meeting date will be set to discuss the parcel tax.
