| Food and Nutrition Services delivers Food and Supplies to all school sites in the San Leandro Unified School District. The current delivery truck was purchased by the district in the year 2000 and has 77,261 miles. The truck has become unreliable and we have to pay a higher cost for continuous maintenance. We have had a number of instances when the tailgate malfunctioned during distribution to sites. The current lift gate is hand operated which is less functional and not as safe as foot operated controls. I sent out an invitation to bid to four vendors, including San Leandro Ford. San Leandro Ford declined to provide a bid for the new vehicle. Two vendors responded to the bid, and the lowest price was from Towne Ford, Redwood City, for $73,509.43. I emailed a request to California Department of Education for permission to purchase a new vehicle that would be used 100% by Food and Nutrition Services. I received an email from CDE on June 4, 2018, that states “this is an allowable purchases under federal and state regulations and laws.”

Recommend to approve the agreement to move forward with the purchase of a new Food and Nutrition Services truck with 12 foot refrigerated box and with a foot controlled lift gate.

Staff is presenting the district's 2018-19 Original Budget to the Governing Board for adoption. Changes from the draft budget presented on June 6 include: - Reduction of $1.5 million in one time funding (from $2.9 million to $1.4 million)
- Increase of approximately $600,000 in ongoing LCFF funding
- Inclusion of a 3.5% salary increase for all employee groups
The budget is balanced in all three years of the multi-year projection and maintains the minimum 3% reserve, however the required reserve in 2020-21 is maintained via a projected $600,000 budget reduction. It will be important for the district to maintain budgetary discipline going forward to avoid larger reductions.

Each year some of our school sites fund positions with site discretionary funds to enhance the services provided by the district. The expenditure of these funds must, typically, be approved by site councils. The continued funding of these positions is reviewed annual by site staff and site councils to determine whether or not to continue funding site funded positions based on the needs of the school and the funding available. When it is determined that there is a lack of funds and/or a lack of work due to changing site needs, the district must initiate the layoff process to adjust staffing levels accordingly. This year, the site councils at Roosevelt and McKinley Elementary Schools have determined that they need to reduce site funded para educator positions due to a lack of work and/or lack of funds.
