| Dr. Kevin Collins |
Dr. Collins will give an overview of the recent parcel tax survey results. |
| |
| Dr. Kevin Collins, Assistant Superintendent, Business Services, presented a brief update on the parcel tax survey, to assist the Board in making a decision regarding placing a parcel tax measure on the ballot tonight. He gave an overview on the tax survey and the staff recommendations, asking the trustees to act on a recommendation tonight. Two surveys were done, a quick one in May from Dale Scott and Company. This was a lower cost survey reaching out to who they could reach and who they thought were voters within the district. When this survey did not answer the questions they had, they contacted TrueNorth who completed a more in depth and detailed survey. They were asked to provide a Hybrid and Standard parcel tax structure to help determine how to proceed. Dr. Collins went into details regarding the results of the survey. TrueNorth is recommending that the tax rate not exceed the $39 per parcel rate that voters had previously supported in 2012. The proposed measure would restore school funding previously approved by the voters without increasing the tax rate. Dr. Collins stated that they realize that this tax rate will not generate the tax revenue the district needs but higher rates seem to be beyond voters comfort zone in the current political climate. Dr. Collins, Morgan Mack-Rose and Stephen Cassidy had a discussion last week with TrueNorth and went over this data in length and concurred with TrueNorth that the $39 is the right amount to go for at this time. Staff recommendation this evening, Resolution 18-25, placing a measure on the November ballot to restore the $39 parcel tax that was previously approved by the voters. It includes the senior exemption and it also includes a small cost of living increase. This would go into effect on July 1, 2019. |
Parcel Tax Survey 2018
|
|
|
The Governing Board will hold a public hearing regarding a parcel tax resolution. |
| |
Jeromey Shafer was in agreement with placing a parcel tax on the ballot in November. He stated that this is not the time to decrease funding for our schools. Mr. Shafer had questions regarding the survey results. He would like to see an increase in the amount being proposed for the parcel tax and to consider the Hybrid option with a small progressive tax on it. This would bring in more funding for the schools.
Ms. Morgan Mack-Rose was there on behalf of the San Leandro Education Foundation and as a parent. She would personally like to see a Hybrid and an increase of $59 parcel tax. She does not want the district to miss getting the $39 parcel tax approved. The San Leandro Education Foundation board is in support of this measure and has voted to contribute 50% of Morgan's time to help with the election if the Board decides to put this on the ballot, as well as cross promotional advocacy work on their website. |

At the April 8, 2016, Board Meeting, trustees approved Eureka Math as the District K-12 math curriculum. Great Minds was approved as the vendor to provide professional development, electronic resources and print this open source consumable adoption for both English and Spanish. Due to the high ongoing cost of the reproducible components of this adoption, staff explored options for reprinting the Eureka Math consumable material for 2018-2019. Office Depot was able to provide substantial price savings to the district and greater flexibility. Key elements and service components include: - Assembly, labeling, and packing services are included in the quoted prices.
- Delivery to central warehouse or individual school sites at no additional charge.
- Government approved contract pricing through TCPN.
- All production through closed-door based printing centers.
- Print all materials including student edition, exit tickets, and fluency practice in one booklet. This will save teachers and students time as they won't have to access each component separately.
Great Minds will continue to provide electronic and Spanish resources under the previous contract.

This change order is to fill in existing skylight openings that are over the main office areas. In those areas there is not a need to have skylights as there will be ceilings installed over the offices. This change order is a cost saving becuase the cost to replace the skylights would be significantly more than filling in the spaces with framing and then covering them over with roofing.

The regulations of the Williams lawsuit settlement require school districts to complete “Quarterly Complaint” reports that document the number of complaints for textbooks and instructional materials, teacher vacancies and mis-assignments, and facilities conditions. Additionally, effective January 2008, as a result of settlement with the California State Department of Education, districts are required to implement the Valenzuela Settlement Legislation (Assembly Bill 347). Notification regarding the complaint process is integrated into the Williams Complaint form which is posted in every secondary classroom as required. For the period of April - June, 2018 the school district did not have any complaints.
