District facility use fees were last adjusted in 2013. The current proposal is to increase the current fee schedule by 3% (most fees) with an effective date of July 1, 2017. This proposal covers all facility rental except those related to the Arts and Education Center at San Leandro High School. A future proposal will be brought to the Board to increase AEC rental fees. The 3% increase would also be applied to the current agreement with the "Drowning Darryls" for use of the pool. The proposal includes language for annual fee increases based on the Consumer Price Index.
|
| |
Recommend to approve Facility Use fee schedule.
|
The increased fee proposal would bring in a small amount of additional revenue annually. The new revenue is offset by increased costs associated with facility rental (utilities, custodial, supplies, and payroll costs).

In November of 1979, the California electorate adopted Proposition 4, commonly called the Gann Amendment, which added Article XIII-B to the California Constitution. The set of provisions of that article established maximum tax appropriation limitations, commonly called “Gann Limits,” for public agencies, including school districts. The District must establish a revised Gann Limit report each fiscal year in accordance with the provisions of this article and applicable statutory law. September 17-23, 2018 marks the celebration of the 231st anniversary of the signing of the United States Constitution. The United States Constitution stands as a testament to the tenacity of Americans throughout history to maintain their liberties and freedoms and to ensure those unalienable rights to every American. The tradition of celebrating the Constitution was started by the Daughters of the American Revolution. In 1955, DAR petitioned Congress to set aside September 17-23 annually to be dedicated for the observance of Constitution Week. The resolution was later adopted by the US Congress and signed into public law on August 2, 1956, by President Dwight D. Eisenhower. The aims of the celebration are to: - Emphasize citizen's responsibilities for protecting and defending the Constitution.
- Inform people that the Constitution is the basis for American's great heritage and the foundation for our way of life.
- Encourage the study of the historical events which led to the framing of the Constitution in September 1787.
Constitution Week is a great time to learn more about this important document and celebrate the freedoms it gave us.

Introduction Each year, the district presents financial data to the Board of Education, the Alameda County Office of Education, and the California Department of Education that reflects the final results of the school district’s year end closing process. This financial information is the Unaudited Actuals of the district. Unaudited Actuals must be presented to the Board of Education by September 15 each year for consideration. The following is a summary of the highlights of the General Fund.
Revenues Overall, the district ended the 2017-18 Fiscal Year with total General Fund combined revenue of $100,131,784. 2017-18 revenue includes $3,548,151 in STRS On-Behalf Pension contributions, which are not actually received by the district.
Expenditures Overall, the district incurred total General Fund combined expenditures of $98,893,854. Approximately 81% of General Fund expenditures were for salaries and benefits. Fund Balance The District's Combined Ending Fund Balance increased by $1,013,364 in 2017-18, with a final balance of $7,592,582. The total is comprised of both Unrestricted and Restricted components. The Unrestricted balance decreased by $583,314 to $3,462,942. The Restricted balance increased by $1,596,678 to $4,129,640. The primary reason for the increase in Restricted Fund Balance is that the district received its "Redevelopment Agency" revenue and Prop 39 (energy efficiency) revenue in the General Fund to assist with cash flow needs throughout the year. The district has about $500,000 in "excess" reserves, which are defined as any Unrestricted Ending Fund Balance above the 3% minimum. The District's current multi-year projection assumes about $600,000 in cuts for 2020-20 to maintain the required 3% minimum unrestricted reserves.

Staff is recommending that the Board of Trustees approve a new Food & Nutrition Services Supervisor position and job description. The Food & Nutrition Services Department has a need for more centralized management assistance to provide direct support to our school sites. This position would be funded by the Food & Nutrition Services Department fund and the cost would be offset in part by the reduction of a site-based management position. This reduction would be accomplished through attrition so there is no need to layoff an existing employee. Approval of this item would create this position, approve the job description, fix the salary range, and allow staff to fill this position.

Social Sentinel is a social media early warning system designed to detect and alert school administrators when social media posts involving their schools or students contain threats of self-harm or harm-to-others on social media sites in the public domain. The purpose of this system is to provide schools with a proactive method for identifying and helping individuals in emotional distress before they act out. Social Sentinel is a 24/7 operational system that searches approximately 1 billion public posts on various social media sites a day for suspicious/threatening key words or phrases, using an algorithm. The system sends an alert to schools/administrators when those words are found so that appropriate actions can be taken or intervention services obtained. This proactive capability provides greater visibility to threats with the opportunity to intervene, which is changing and saving lives.

Chronic absence has historically been an alarming, largely overlooked problem that is preventing too many children from having an opportunity to learn and succeed. State Superintendent of Public Instruction Tom Torlakson, in recognition of September as Attendance Awareness Month, said school districts, public agencies, community groups, students, and their families must work together to combat chronic absenteeism. San Leandro Unified School District hereby commits to focusing on reducing chronic absenteeism to give all children an equitable opportunity to learn, grow and thrive academically, emotionally and socially.

The contract services agreement outlines the partnership with Lincoln High School and the Ever Forward organization to provide an after school program, school wide workshop on community building and professional development. The after school Ever Forward Club mentors young men of color in middle and high school by providing them with safe, brave communities that build character and transform lives. Ever Forward after school programs serve teens who are under-schooled, have very little to no experience being a part of the school community and are therefore academically, socially or emotionally behind their peers; and de-schooled, have been going to school regularly, but have become either disengaged, disillusioned or disenfranchised and therefore stopped attending or are only physically present. This contract is for the 2018-2019 school year.
