The San Leandro Unified School District owns a refrigerated truck that has performed well beyond its useful lifetime. Although the vehicle has relatively low mileage, it is 18 years old and its miles were accumulated with frequent starts and stops while making deliveries between school sites. This vehicle is not road worthy and would cost more to repair than its value. The District proposes that they be sold as surplus vehicles to First Capitol Auction Inc. Trustees approved the purchase of a replacement truck in June 2018, and that new truck has now been delivered. | Make/Model | Year | Vin. No. | License Plate No. | Mileage | Vehicle Problem

The attached Form J-13A represents the school district's application to the California Department of Education to exclude November 16, 2018 attendance for all district schools from our annual calculation of Average Daily Attendance. All public schools in Alameda County were closed on that day due to excessive smoke and an Air Quality Index that was rated as "unhealthy" or "very unhealthy" due to the smoke from the Camp Fire in Butte County. One day of ADA for the entire district represents about $640,000 in revenue.
Form J-13A does not technically need to be approved at a board meeting, however it must be signed by a majority of trustees before being forwarded to the County Office of Education and then on to the state. For reasons of transparency and record keeping, staff is recommending approval of the attached Form J-13A.

Staff recommends approval of Form J-13A / Request for Allowance of Attendance Due to Emergency Conditions.

The San Leandro Unified School District has been working with MidAmerica as its Third Party Administrator (TPA) since 2011. TPA's provide Tax Sheltered Annuity (TSA) services related to IRS compliance, employee outreach and education, processing of salary reduction agreements, and maintenance of agreements with financial services firms. MidAmerica was recently acquired by TSA Consulting Group (TSACG). With the acquisition, TSACG has committed to not making any changes to our current terms and conditions under MidAmerica. This includes no direct fees for TSA services. Staff considered using this opportunity to look at other TPA providers. However, because of the timing (the end of the calendar year), a change at this time could cause problems in terms of monitoring of employee deductions and also could require all employees to submit salary reduction agreement paperwork to continue deductions. Staff believes that adopting TSACG as our new TPA will provide for the least disruption for employees. Additionally, because of TSACG's size, the new company offers enhanced online services and customer service. The attached agreement is required for SLUSD to transfer from MidAmerica to TSACG.

Our district used SCI Consulting Group for five years to assist with the 2012 parcel tax (Measure L). The attached proposal is to continue those services for Measure I. The company assists qualifying individuals with filing for exemptions, files exemptions with the county, monitors property transfers so that exemptions are up to date, and produces an annual parcel tax report. The current proposal includes a one-time additional service of sending letters to parcel owners who were exempt under Measure L. The letter will include a simple form that can be returned to re-establish the parcel tax exemption under Measure I. The current proposal also includes a one-time mailing of post-election notification postcards to all out-of-district property owners. Mailing postcards is a new state requirement under Government Code 54930.

On October 15, 2013, the Board of Trustees approved a special rate and agreement with the Drowning Darryls to use the SLHS pool. Staff is recommending changes to that agreement. Dr. Collins met with Darryl Francis of the Drowning Darryls in November to review proposed changes to the current agreement and to assure him that the district expects that the long standing relationship between the team and SLUSD will continue. Staff expects that the Drowning Darryls will continue to have adequate access to the SLHS pool after 2019 and will continue to use the facility as its home pool. The changes will also allow better access to other local aquatic teams as there is very limited pool availability in the city. Staff is recommending that the following updates be made to that agreement for the 2019 swim season along with clarifying notes (in parentheses): $7,200 $7,408 payment to the district for annual facility rental (previously approved with 2.9% increase for all facilities)
- Daily pool use of up to 3 hours (SLUSD has assigned more than 3 hours in recent years)
- Saturdays used for swim meets only (approximately four home swim meets per year)
- No swim time available on Sundays
- Pool use from April through July
No charge for attendants Will be required to pay for attendants to be present when using pool- No access to keys (team had been given keys and alarm codes because attendants were not required – district will not issue keys in 2019 and will remove alarm code)
Staff is also recommending that the special lease agreement with the Drowning Darryls sunset at the conclusion of the 2019 season. The team would then access the facility rental process for pool rental utilizing the same procedures and rates as all other groups.

In our collective bargaining agreement with the San Leandro Teachers' Association (SLTA), there is a provision for sabbatical leave. In summary, this provision allows SLTA members to apply for up to one year of leave to pursue opportunities that meet the following criteria:
*The potential of the leave to improve classroom instruction. *The potential to strengthen a subject matter area for which there is a need in the District. *The potential of the proposal to strengthen the overall District program. If approved, the employee receives half of his/her annual salary plus access to benefits. In return, the employee must commit to working in the district for up to two years upon return. A multiple subject credentialed teacher at one of our elementary schools is requesting sabbatical leave to take a year off to pursue a Special Education credential authorization. The SLTA sabbatical leave committee has reviewed this request and has determined that it meets the criteria. The superintendent and staff have reviewed this request and, per contract, the request if coming to the board for action. However the superintendent and staff are not recommending approval of this sabbatical leave request. Factors taken into consideration in the decision to not recommend approval of this leave were the following: (1) the current teacher shortage; (2) the variety of options that are available to this teacher to pursue additional certifications, such as online programs, that do not require an employee to take time off of work; and (3) the fiscal status of the district.
|
| |
Prior to the approval of the agenda, Item P.3.a. Sabbatical Leave Request was pulled by President Sheridan.
|
The superintendent and staff do not recommend approval of this item.
|
Approval of this item would result in paying the teacher requesting the leave half the annual salary plus statutory costs. The estimated cost of granting this leave is approximately $70,000.

The purpose of this MOU between San Leandro Unified School District (SLUSD) and the Sequoia Foundation (SF) is to describe the roles of SLUSD and SF in the completion of deliverables for a grant from the Bay Area Air Quality Management District (BAAQMD). The grant funds the development and implementation of two high school lessons related to air monitoring, impacts of air pollution on health, and effects of climate change. SF received a grant from BAAQMD that supports partnership with Magnitude.io, and SLUSD. The grant funds the development and implementation of high school science lessons that enhances learning by creating hands-on experiences that support and build on California’s Next Generation Science Standards (NGSS). Students will collect and analyze local air quality data, compare with publicly-available Air District data, assess human environmental impacts, and learn about sources of pollution and associated health effects. The curriculum will follow a project-based learning (PBL) approach by utilizing stationary CanSats, devices that use consumer-grade sensors to measure atmospheric temperature, humidity, and barometric pressure, as well as gasses and particulates. This agreement builds upon the work completed last year.
