O.2.b. Measure I Exemption Forms
Rationale:

Our district has contracted with SCI Consulting Group to manage the parcel tax exemption process and ensure that the county applies the appropriate tax on properties.

As part of that process, SCI Consulting Group has developed the attached forms for property owners within the district to apply for exemptions.  The forms would be due by June 30, 2019.  The parcel tax will be applied to 2019-20 property tax bills.

The three types of exemptions that were approved as part of Measure I are:  Senior Citizen, Social Security Disability Insurance (SSDI), and Social Security Income (SSI).  The SSDI and SSI exemptions and forms were also available under the district's previous parcel tax.  However, they were seldom, if ever used.

Once approved, these three forms will be available on the district website as well as in the district office.  The forms will be updated annually.

Individuals who were qualified for an exemption under our previous parcel tax will receive a letter from SCI Consulting Group in January that can be returned to continue the exemption for Measure I.

O.2.c. Purchase Food Service Equipment from East Bay Restaurant Supply for Lincoln High School
Rationale:

Our Food Service Department is requesting authority to spend up to $21,000  for additional equipment at Lincoln High School.

There is a need to improve the quality of food served at the site. To improve quality, a cooking apparatus, a refrigerator, a freezer and a security shelving unit are needed. The retherm oven would allow us to cook the food on site close to the time of service. This would significantly improve the quality of food served to students on the campus. The refrigeration would allow us to store more food, fruits and vegetables on site, increasing choice for students.

The new equipment would also eliminate the need to transport items back and forth on a daily basis, allowing additional time for food prep and service. The locking shelving unit will allow us to store items needed for meal service on site. The reduction of moving inventory will also decrease the risk of injury to food service staff.

Recommended Motion:

Approve expenditure of up to $21,000 to purchase Retherm oven, refrigerator, freezer and security shelving from East Bay Restaurant Supply.

O.5.b. Emergency Communications Upgrade Project - Radio Purchase
Rationale:

Staff is recommending a major upgrade the district emergency communication system by installing emergency radios at all sites. These emergency control radios will provide direct connectivity to the San Leandro Police Department's Dispatch Center in the event of an emergency.  Because the system will be on a regional network, we will be required to join the East Bay Regional Communications System Authority (a Joint Powers Authority or JPA) prior to the radios becoming operational..

The current request is only for the purchase and installation of the radios using Measure J1 funds (security).  The JPA membership request will come at a later date.  The total project cost, including JPA membership, is included below.

S. FUTURE BUSINESS
S.1. Consensus Items
Minutes:
Board Trustees provided consensus items as follows:

- Trustee Aguilar: made a request to present a national climate action to protect the kids resolution to the advocacy committee.

- Trustee Prola: Inquired of the use of styrofoam products in our school cafeterias. Dr. Collins addressed this question, stating that most styrofoam products are no longer used in our sites. He is working with the City to obtain guidelines about banning styrofoam usage in district owned sites run by City employees.

- Trustee Prola: requested to place paper straws in the cafeterias - Dr. Collins also addressed this request and will research the cost of plastic versus paper straws.

- Trustee Prola - following up on an earlier request for a truancy report. Educational Services will follow up with this request.

- Trustee Gonzalez - following up on Trustee Aguilar's consensus item; if anyone has language pertaining to an advocacy or resolution request it's helpful to the committee to get that information prior to them having that discussion to simplify blending different versions to create our own resolution

- Trustee Oshinski - commented on Trustee Prola's request for paper straws; he stated that currently there are not a lot of selections for paper straws. As more vendors make paper straws available the cost will be reduced

- President Sheridan - pertaining to the current rotation for the board president, vice president and clerk - consider a model or have a discussion about at a board workshop to review options or determine if there are no other viable options and pass on it but at least address it again. Review all methods and determine what is best for our school district.
