| Dr. Reginald Richardson & Dr. Ronald Richardson |
Dr. Reginald Richardson and Dr. Ronald Richardson, co-principals at San Leandro High School provided the following high school update:
Dr. Reginald Richardson provided information on the 2018 Early Decision Data for their students enrolled at Chabot College. Looking at all the high schools in the neighboring region San Leandro High School had the most students enrolled. 192 students are enrolled at Chabot College out of 662 students who graduated last year from San Leandro High School. 108 students are enrolled full time and 84 students are enrolled part time. The Early Decision Data information tracks students that applied and were accepted at Chabot College. With this data they are able to track their students as to where they are and what they are doing, as their students focus on their ultimate goal and career. This year 213 students attended an Information event to find out their options after high school. Counselors met with students today to assist them with the application process for the Early Decision program at Chabot College.
Dr. Ronald Richardson invited the Board members to participate this Sunday to discuss the Healthy Kid survey that will be administered to students. Beginning next week students will be taking the Health Kid survey. Staff and administrators have already taken this survey. This information will be used to determine areas needed for academic growth and social and emotional development for students. This information will also be used for the professional development of their staff to help determine specific areas needed for growth.
Dr. Richardson invited the Board members and community members to meet the visiting WASC committee on Sunday, February 10. This information is also available on their website.
Superintendent McLaughlin announced that Dr. Ronald Richardson was awarded the Secondary Principal of the Year award for region six and congratulated him on his accomplishment.

| Aaron Kerrigan, Director of Facility & Operations |
Aaron Kerrigan, Director of Facility & Operations, began his bond report with an update on the Garfield and Wilson interim housing plan. At the January 8 board meeting Aaron Kerrigan reported that the move at Garfield Elementary had gone smoothly. After the teachers returned to the classroom he was provided a list of items that still needed to be addressed and both the contractor and maintenance staff promptly made these corrections. There were additional items that needed to be addressed that they were not aware of and there was no re-inspection to verify that all was corrected. The process and schedule will now be re-evaluated at Wilson Elementary School. The new plan is to bring rented temporary housing to Wilson during the ski week break and to have it completely installed by the summer break. Mr. Kerrigan apologized to the Board for giving them a premature positive report.
Mr. Kerrigan reported on the following bond projects:
* HVAC projects at Wilson, Monroe and Madison are complete and Roosevelt is 95% complete. McKinley's multipurpose room is 95% complete and Garfield HVAC project is 40% complete. The timeline for FTK is to begin in April and should be completed approximately during the summer break. The high school HVAC project will start in May and should be completed by the end of August.
* The scoreboard installation is now complete; however after it was installed and evaluated it was noted that the board was bland and did not stand out. Proposed ideas are to add decals and a banner at the top of the scoreboard. There will be additional costs to the scoreboard but they are still within the original budget.
*Washington Library is 99% complete. They are currently waiting for a couple of pieces of furniture that are on back order.
* The pool deck lines were widened over the break to allow for more drainage.
* The pool broilers were completed during the break. The installer is currently providing training to the maintenance crew and staff. This will allow broilers to be maintained more efficiently then they have been in the past. |

The RCT is sponsored by NIH/NIDA (National Institute on Drug Abuse; R01DA035231) and is approved by the University of California, San Francisco’s (UCSF) Internal Review Board (IRB). The VOICES intervention consists of a 12 session (60 minutes each), gender-responsive and trauma-informed group intervention focused on decreasing substance use and improving health and legal outcomes for juvenile justice girls and young women ages 12 - 24. | RESOLUTION NO. 19-05: Consideration of “RESOLUTION OF THE BOARD OF EDUCATION OF THE SAN LEANDRO UNIFIED SCHOOL DISTRICT AUTHORIZING THE ISSUANCE AND SALE OF General OBLIGATION BONDS, ELECTION OF 2016, IN ONE OR MORE SERIES, IN THE AGGREGATE PRINCIPAL AMOUNT OF NOT TO EXCEED $53,490,000 AND APPROVING ALL RELATED DOCUMENTS AND ACTIONS.”
Measure J1 was successful at the November 8, 2016 Bond Election, authorizing the District to issue up to $104 million in GO Bonds to finance voter-approved school facility projects. Funds for Phase 1 projects were obtained with the issuance of Series A Bonds in the amount of $47,260,000 in May 2017. Resolution 19-08 authorizes the issuance of additional Measure J1 Bonds to obtain financing for the second phase of Measure J1 projects. The Resolution authorizes a total bond amount of $53,490,000. It is expected that the amount will be issued in two separate series, Series B in the amount of $50,240,000 representing the long-term maturities, to be applied to long-term capital projects, and Series C (Ed-Tech) in the amount of $3,250,000 representing the short-term (early) maturities to be applied to shorter-term technology projects. The Bonds are repaid by the levy and collection of voter-approved property taxes.
The Resolution authorizes the bonds to be issued traditional tax-exempt bonds bearing current interest (no capital appreciation bonds) pursuant to the provisions of the California Government Code, with maturities and interest rates within all applicable legal limitations. The Resolution appoints the investment banking firm of Piper Jaffray & Co. to underwrite the Bonds. Appendix B of the Resolution summarizes certain current expectations about the financing, in accordance with Senate Bill 450. The Resolution authorizes staff to work with the financing team to complete all related documentation (Preliminary Official Statement and Bond Purchase Agreement) to accomplish the financing. Trustees are being asked to approve Resolution No. 19-08. Draft versions of the Preliminary Official Statement (POS) and Bond Purchase Agreement (BPA) are also attached with this item.

Currently the Oakland Unified School District teachers are voting on whether or not they are willing to go on strike if contract negotiations remain at impasse. If the teachers in Oakland go on strike, and if the Oakland Unified School District attempts to keep schools open by using substitute teachers, staff anticipates that we may lose substitute teachers to Oakland because many of our substitute teachers work in multiple districts. School districts that attempt to do this typically significantly increase substitute pay during strike periods to entice substitute teachers to work during this difficult time. In order to retain our substitute teachers during this time, staff is recommending that the board authorize a temporary increase in substitute pay to $300 per day. Approval of this agenda item will authorize this daily rate increase, and will allow staff the flexibility to designate which days and how many substitutes will receive this pay increase. This increase will not impact the compensation of any certificated staff members in differential pay status who have their pay affected by the daily substitute rate. For these teachers the current $170 daily rate will continue to be used in differential pay calculations.

Currently the daily rate for substitute teachers is $170 per day. Temporarily increasing the rate to $300 per day results in a increased cost of $130 per day per substitute teacher. The exact cost (if any) will depend on whether or not there is a strike in Oakland, the number of days of the strike, and the number of substitutes that are paid during these days at the increased rate.
