The district has been reviewing options for replacement of its current handheld radio system. Handheld radios are used for both internal communications at each site, and are programmed to provide districtwide communications in the event of an emergency or power outage. The current radio system runs on an analog system and individual radios have surpassed their useful lifespan. The main repeater for the system is located on a home in the Bay-O-Vista neighborhood. District staff have chosen Crystal Communications, which would provide Kenwood radios. Crystal Communications is a San Leandro company and has been our radio provider for decades. The attached proposal includes 180 total radios (100 basic and 80 more advanced units). The proposal also includes installation of three repeaters on district buildings to increase coverage and dependability. We expect the three repeaters will be installed at FTK, Bancroft, and in on our maintenance building, however locations may change based on additional analysis by the company. The district would keep approximately 40 newer digital-capable radios that we own that are compatible with the new system. The proposal includes a $50 trade-in for each analog radio currently in our inventory, as well as a $40 to $50 rebate (rebate check is sent after purchase). Staff is recommending approval of the attached requisition for $77,907.67 plus 10% contingency to cover additional radios, accessories, and potential programming needs for our 40 existing units. The total approval amount requested is $85,700. When received, rebate amounts will be deposited in the bond fund. Replacement of handheld radios was part of the original Measure J1 budget in the area of security. |

The regulations of the Williams lawsuit settlement require school districts to complete “Quarterly Complaint” reports that document the number of complaints for textbooks and instructional materials, teacher vacancies and mis-assignments, and facilities conditions. Additionally, effective January 2008, as a result of settlement with the California State Department of Education, districts are required to implement the Valenzuela Settlement Legislation (Assembly Bill 347). Notification regarding the complaint process is integrated into the Williams Complaint form which is posted in every secondary classroom as required. For the period of October-Deember, 2018 the school district did not have any complaints.
