There was public testimony from four speakers:
John Duarte Jim Miller with Pedro Gonzalez John Walters with Evelyn Ford
All speakers expressed disappointment and have been disgruntled regarding reduced medical benefits post retirement. Lifetime medical benefits were to be provided for those who qualified - some teamsters were grandfathered in based on a court ruling. It was understood based on emails and assurances from Dr. John Thompson that they would receive lifetime medical benefits. Unfortunately, no one is able to locate the contract/article and letters. It has devastated those who thought they qualified for this and now have had their benefits reduced. Speakers came to support their fellow teamsters with the understanding of a certain amount. They said the right thing would be to continue their benefits they way they're supposed to be. Young and new members need to see a good example that the district will step up and do the right thing. They also stated the board should review this information and come to a decision to do what’s right.
Malia Bella – introduced herself as the staff attorney representing the Teamsters/Trades. Conversations with Dr. John Thompson were discussed over their concerns. No one has been able to locate the letters stating the lifetime benefits to Lucy and John. Shortly after this conversation, she looked for the document. The building that housed the documents in the early 1980s flooded and many district documents were destroyed. She asked that that legal agreement be honored and their health care benefits restored.

David Patusco spoke and several art teachers were in attendance. He spoke on the district growing and their concerns over art and music room usage for classrooms based on this growth.
David thanked the school district for supporting the arts. The funds for supplies enables the teachers to purchase art supplies for the students. He also acknowledged Director Keziah Moss for advertising their Art is Education event coming up at the San Leandro Main Library.
There have been a few instances where general education teachers have had to take over the art/music rooms. The art teachers have a robust program available to the students at the elementary school sites. Art teachers need those rooms to keep the momentum going based on the robust programs.
Students learn critical thinking, reflection. There is a lot of 21st century thinking from the students.
David stated that without classrooms they will have to go back to art-in-a-cart. Painting, sculpture and collage artwork will be reduced due to lack of space and prep. He invited all board trustees to come to his classroom anytime to see what the students learn and the thinking that takes place while completing their artwork.
David and his fellow art teachers came to this board meeting to express the asset they have in art and cannot afford to lose it and expressed the need for designated classrooms for art classes.

Dr. Collins will update the Board on SB 268 which would impact ballot language requirements beginning with the March 2020 election. Dr. Collins will also present two versions of the 75 word statement depending on whether SB 268 becomes is signed into law. |
| |
Dr. Kevin Collins, Assistant Superintendent of Business and Operations, provided a Review of the Resolution Ordering an Election to Authorize the issuance of School Bonds as follows:
Provided review of AB 195 ballot language (current law) and SB 268 ballot language (proposed law). Dr. Collins also displayed Appendix A which outlined the full text of the Bond Measure.
SB 268 language has passed local legislation and we're looking to place this language on the ballot in March 2020. It is believed but not guaranteed that the Governor will sign it into law. The deadline for the Governor to approve or veto all of this legislation is October 13.
Due to timing of the legislation (2) 75 word statements have been developed for the governing board's review and input.
The final resolution, including the 75 word statement, will be brought back to the November 5 board meeting. The deadline to submit the resolution to the Alameda Registrar of voters for the March 20 election is November 6.
Current language:
"To repair, construct, acquire and equip classrooms, science labs, career training, and school facilities that support college/ career readiness in science, technology, engineering, arts, math and skilled trades; keep instructional technology current; and improve student safety/campus security, shall the San Leandro Unified School District measure authorizing $198,000,000 in bonds at legal rates be adopted, levying approximately 4 cents per $100 assessed value ($10,000,000 annually) while bonds are outstanding, with citizen oversight and all money benefitting San Leandro children?"
New language, if approved, the proposal would say:
"To construct, acquire and equip classrooms, science labs, career training, and school facilities that support college/ career readiness in science, technology, engineering, arts, math and skilled trades; keep instructional technology current; repair deteriorating roofs, plumbing and electrical systems; and improve student safety/ campus security, shall the San Leandro Unified School District measure authorizing $198,000,000 in bonds be adopted (see voter guide for tax rate information), at legal rates, and with citizen oversight and all money benefitting San Leandro children?" Next Steps
We await the Governor's decision for SB 268. Based on that outcome the draft will be finalized of the 75-word statement and the full bond resolution and will be presented at the next board meeting.

In 2012, the district entered into an agreement with Gateway Buena Park, Inc to allow the district access to a small plot of land that is located between the Pacific Sports Complex and Interstate Highway 880. The undeveloped land is approximately 12,000 square feet (one-quarter acre), and is part of the Marina Square development located to the north of the area. According to the information presented to the Board on July 17, 2012, the intention was that the district could install and maintain additional landscaping on the property that would act as a barrier between the sports complex and freeway for noise and vehicle emissions, and improve the overall appearance of the facility. The area is not irrigated and no additional landscaping was installed following the 2012 agreement. However, since 2012, the district has been responsible for weed abatement. The safety of staff working in the area has been a concern because of the close proximity to the freeway. The concern was amplified when a car crashed through the freeway fence while district staff was working on the property two years ago. The sliver of land is well removed from Burrell Field, and is obscured from the baseball fields by redwood trees that are on district property that were planted as part of the work at the complex. The sliver of land contains several very mature ornamental plum and crepe myrtle trees that the district has not maintained. Staff believes that the maintenance of our neighbor's property is not benefiting district students or programs, and is seeking Board approval to terminate the agreement. The agreement did not have a set expiration date, however each party can terminate the agreement at any time with a 60 day notice. Staff is providing current photos of the area, as well as the 2012 agreement which contains architectural and landscape renderings from 2012, and a parcel map showing.

The Single Plan for Student Achievement (SPSA) is a document that represents a school’s cycle of continuous improvement of student achievement. The annual process of developing, reviewing, and updating the SPSA includes a comprehensive review of data and the development of actions necessary to achieve school goals. All of the SLUSD school sites have created their school expenditure plan aligned to the district's strategic goals for the 2019-2020 school year. The plans inform the board of education of the site level strategic initiatives designed by principals and School Site Councils for their particular school. School site principals have conducted work with their School Site Councils in order to create expenditure plans for the upcoming 2019-2020 aligned to the goals, initiatives, and tactics in the district's 2017-2020 strategic action plan. Each year, the School Site Council and the local governing board approve the SPSA. Attached is Madison Elementary's Single Plan for Student Achievement.
