Darlene Evans, a San Leandro resident who resides near the high school, spoke on several topics as follows:
- A radio station indicated that air conditioning in certain school sites is not adequate. She is aware of recent additions of air conditioning to school sites and it may be something the school district will want to report on in the future.
-Darlene had the following concerns:
The children need to know their legal responsibilities and rights for their ages.
Students frequent Walgreen's and there is an excessive amount of trash in that area.
Concerned about drought and our plants and roses - concerned about too much fertilizer on our plants.
Kids needs instruction on how their litter affects the environment.

The attached Form J-13A represents the school district's application to the California Department of Education to exclude October 9, 2019 attendance for all district schools from our annual calculation of Average Daily Attendance. All district schools that day were closed due to an announced Public Safety Power Shutoff (PSPS) by PG&E due to high winds and fire danger. The cause of the shutdown is described in Form J-13A as: All schools in the San Leandro Unified School District were closed on Wednesday, October 9, 2019 due to PG&E's announcement of a Public Safety Power Shutoff that would affect majority of San Leandro. In collaboration with city and county, the district made the decision to close all schools to avoid putting students and staff at risk (no power at intersections or train crossings, no ability to provide meal service, limited phones access and fire alarm systems, dark restrooms and inner corridors, and avoid potential overtaxing of emergency services). The CDE submission includes PG&E blackout maps showing San Leandro and a news article acknowledging the school closure. Form J-13A does not technically need to be approved at a board meeting, however it must be signed by a majority of trustees before being forwarded to the County Office of Education and then on to the state. For reasons of transparency and record keeping, staff is recommending approval of the attached Form J-13A.
|

Staff recommends approval of Form J-13A / Request for Allowance of Attendance Due to Emergency Conditions.
|
By completing and approving Form J-13A, the district avoids losing approximately $675,000 in LCFF revenue for the current year.

Government Code sections 66001 and 66006 imposed detailed requirements on public agencies that levy development fees. These sections require school districts collecting statutory school facilities fees to make an annual accounting of those fees available to the public at the end of the fiscal year. The attached report provides additional detailed information of the developers’ fees which was already made public as part of the Unaudited Actuals report on September 10, 2019. In addition, Section 66001 requires each district collecting development fees to make additional findings every five years about any fund in which those fees remained un-expended at the end of a fiscal year. The District has expended the fees that are collected annually. The District's governing board will review this annual accounting and adopt the board resolution for the annual accounting of school facilities fees for the Fiscal Year 2018-19.. Approve proposal from RA Jones Construction to demolish exist old walk in fridge/freezer and install new concrete flooring. The freezer would cost too much to repair and a new one will be purchased by food service. The District is also requesting approval for the purchase of a walk-in refrigeration unit at the warehouse. The walk-in refrigeration will allow for a more centralized storage system for Food Services. This will facilitate more efficiency in the program, which will result in improved quality of food served. The unit will also allow the purchase of product directly from the manufacturer, which will result in significant cost savings.
