We Won't Stop Dreaming

Here we are living in the moment
Here we are dreaming in the open
Look around, isn't it this a new day?
Make a move, Doing things a new way, a new way

'Cause this is Our World and this is Our Time
These are our plans, we're gonna let 'em shine
This is Our Place in the Human Race
And we won't stop dreaming

Look ahead we can see forever
You and me, doing it together
Light it up, we can be a million stars
Look at us, don't you see we've come so far

'Cause this is Our World and this is Our Time
These are our plans, we're gonna let 'em shine
This is Our Place in the Human Race
And we won't stop dreaming . . .
We won't stop dreaming--

An additional speaker, Doug Jones, a longtime San Leandro resident and health care worker, spoke regarding the shortage of personal protective equipment (PPE) for front line and health care workers. J.2. Emergency Distance Learning
Speaker:
Dr. Sonal Patel
Rationale:

Dr. Sonal Patel, Assistant Superintendent of Educational Services, will provide a presentation on SLUSD's Emergency Distance Learning during the COVID-19 physical school closure.

Minutes:
Dr. Sonal Patel, Assistant Superintendent of Educational Services, provided an update on Emergency Distance Learning During COVID-19 Physical School Closure and support response.

Dr. Patel displayed a timeline reflecting the occurrence of events:
March 10 - School district held a physical regular board meeting

March 13 – school district received notification that all Alameda County schools collectively would work together by physically closing schools from March 16 - April 3. A plan was set in place to send textbooks and materials to teachers as quickly as possible for end of day dismissal since schools would be closed for several weeks. The district promptly communicated to all families in all languages pertaining to the school closures. We also notified our educational partners, such as the Boys/Girls Club and our special education transportation companies to notify them of our school closures. Dr. Patel thanked Keziah Moss, our Director of Employee and Community Engagement for her assistance during this time.

- March 16 - Food Services staff immediately put a plan together to ensure all families with students under 18 had access to meal service. Our Food Services Director, Clell Hoffman, under the guidance of Assistant Superintendent, Dr. Kevin Collins, quickly mobilized their food services staff to plan and prepare daily meal service at 3 locations daily: Monroe Elementary School, John Muir Middle School and the high school.

This service still continues 3 times a week in lieu of daily and provides enough meals to cover the days they're not coming to get meal service. All staff was thanked who volunteered their time with preparation. Meals were also supplied during Spring Break.

The next endeavor for staff was to implement home learning plans for students to access. Administrators worked with teachers on March 16 and 17 remotely in order for them to prepare home learning plans to be available for students on March 18 and to extend until April 3, the first date announced.

The next endeavor for staff was to implement home learning plans for students to access. Administrators worked with teachers on March 16 and 17 remotely in order for them to prepare home learning plans to be available for students on March 18 and to extend until April 3, the first date announced.

Educational Services team knew there would be a need for translation services time. Our technology team helped create a Spanish hotline, which was operated by our bilingual principals and a Chinese hotline which was operated by our district translator in order for parents and older students to call in for assistance. She sent a big thanks to Joanne Clark our Senior Director of Educational Services, and Dr. Michael Cubacub, who oversees Assessments, for their assistance.

On March 25, school district staff learned the shelter in place would be extended to May 1. Therefore, home learning would need to be extended.

March 27 - chromebook distribution was provided to enable families to access school content and teachers. A video was displayed of administrators providing chromebooks to families, even during a rainstorm.
Chromebook distribution continued on Tuesday and Thursday during spring break. At that time 1,500 chromebooks were distributed to families. Even in the rain chromebooks were distributed. After two weeks of this format families had the option of contacting their school administrator to obtain a chromebook as needed.

Families were provided information in various languages on how to log into their chromebooks and access blended learning platforms and technology support. Again, thanks were provided to the admin staff and teachers, Rocky Medeiros, our Director of Safety, who assisted in getting this work done.

Dr. Patel discussed and displayed the Professional Development series via virtual training. This training was offered by the Educational Services Team from April 6-10. This included
- Live webinars (30 minutes, daily at 9am, 11am and 1pm)
- At 10, 12 and 2 every day that week, office hours were provided with our coaching team and Educational Services managers where teachers received support either individually through a group session.
- Virtual coaching sessions
- Self paced learning resources
The offerings were posted on the virtual development website
Received praise for the rigorous and insightful offerings from staff and our SLTA union.

Statistics were displayed reflecting the number of students and staff active on google apps. The week of May 4 over 8600 student and staff were active on Google Apps.

Students check in with their teachers live. Statistics via zoom and google app reflected virtual connections where students, teachers and staff connected.

Principals have been asked to connect with their teachers for students who are not engaging is distance learning so that teachers can monitor their progress. Out of eight elementary schools, only 27 students met this criteria.

In grades 6-12 approximately 20% of students are not engaging in the virtual learning. Teachers not at the secondary schools are now looking to see why these students might not be logging on and are looking across departments and with each other if students are checking into other classes in order to better discern which students need more outreach.

Grading criteria from the MOU approved at the April board meeting was reviewed. KQED highlighted this grading criteria in recent article. It highlighted our values around equity access and authentic rigorous learning while responding to the COVID-19 closure, which is a testament to how strong the school district is in their vision and practices. Additionally, an analysis by our high school counseling team and our high school administration revealed the need to adjust our graduation requirement board policy in order to ensure students would be able to graduate and would be held harmless due to COVID-19 closures. Our Educational Services Team, SLTA, SLHS admin and counseling team worked to create a reduction in the class of 2020 graduation requirements which will support approximately 100 students at the high school and 10 students at Lincoln Alternative Education Center. The graduation requirement board policy adjustments for the class of 2020 are listed as an action item in this board agenda. A state waiver was not needed since our graduates are meeting state minimum requirements. Only the local policy is being adjusted.

Planning for our students with Individualized Education Plans (IEPs) has been an essential component of our work during emergency distance learning. Student with assisted communication devices were invited to pick up devices and we reached out to students in NPS settings, whose schools don't have tech at home to use so that they could come and check out chromebooks for home usage and keep up with their learning and tele therapy services. Our Special Education team provided students with a change of format letter that outlines how their IEP will be served during the closure. Specialists obtained training on how to deliver tele therapy services and partnered with parents who now found themselves highly involved in the implementation of their child's IEP.

Supporting English Learners and their families has also been provided. In addition to providing training, support and resources for teachers to conduct English Language Development (ELD) time, our principals are working with our ELD educators to best utilize their time virtually and their expertise to provide home learning.

Our number one goal during this crisis is to stay connected to students and families so we can support them.

Contact via ParentSquare has increased. 99.2% of families are connected. For those who are not connected, contact is made via phone calls, home visits and personalized support and videos from our superintendent encouraging our families to keep them informed and grounded during this time.

In addition, our McKinney-Vento advocate of home and foster youth services, Consuelo Zuluaga, is making home visits, shelter visits and drives by the San Leandro marina where many families are living in their cars several times a week to check on our families to provide outreach for services needed.

Missing end of year milestones like prom, awards night and graduation is tough on our students and staff. Our dedicated teachers and principals alongside parent groups have been working hard and creatively for graduation promotions. The district has ordered yard signs for graduating seniors to celebrate our students and let them know how proud we are of them. San Leandro High School, Lincoln Alternative Education Center, and the Adult school will have virtual graduation ceremonies during their already scheduled date and time. Both middle schools and 5th grade elementary schools will have virtual promotion ceremonies as well. Our secondary schools are contracting with Herff Jones, who is creating a highly personalized ceremony.

Next steps for Summer and the 2020-2021 school year includes:
-Technology and Instructional Materials Infrastructure for students and staff

-Learning format options for in person, virtual and hybrid scenarios

-Professional learning for staff and parent/guardians, especially parents of our educational students

A virtual summer school will be launched for our special education students who require their extended school year and for our high school students in need of credit recovery or specific acceleration.

There is still much to be determined as to how we will begin the 2020-2021 school year. This depends on the public health order, as well as the fiscal landscape.
Considerations for re-opening include
- Safety of students and staff
- Reviewing COVID-19 facts
- Student learning format, resources and conditions

O. ACTION/DISCUSSION ITEMS
O.1. General Services
O.1.a. Adopt Resolution 20-28 Federal Education Funding in Light of Impacts Associated with COVID-19
Rationale:

California School Boards Association (CSBA) created this resolution for school districts and county offices of education to help governing boards add their essential voice to the calls for California's congressional delegation and Governor Gavin Newsom to advocate for additional federal dollars to prioritize stable public school funding.

These funds are urgently needed to accommodate distance learning for all students, as well as provide the support services and healthy meals children need to thrive in school.

O.2. Business & Operations
O.2.a. Moving Funding Source for the IT and Food Service Offices to Bond Funds
Rationale:

The construction of the Information Technology and Food Service Office within our district warehouse was approved by the SLUSD Governing Board with funding coming from Redevelopment Agency funds (Fund 01), Food Service funds (Fund 13), and funding for design coming from the Capital Facilities Fund (Fund 40).  The project is now complete and both departments are using the facility.

District staff is now recommending that the project funding source be updated to Measure J1 funds.   The project directly serves staff that support students and teachers at all sites, and is an appropriate bond expenditure that fits within the original intention and wording of Measure J1.  Furthermore, the restricted Redevelopment Agency funds would then be available within the General Fund to help the district with cash flow issues as it appears likely that the state will begin cash deferrals as it did during the recession in 2008-09.

Recommended Motion:

Recommend approval of reimbursing district Redevelopment Agency funds (Fund 01) and Capital Facilities Fund (Fund 40) with Measure J1 funds using interest that has accrued to date.

O.2.b. Moving of Funding Source for Adult Ed Project to Bond Funds
Rationale:

Because of lack of classroom space, the SLUSD Governing Board approved the installation of five portable classrooms and a restroom at the Adult Education Center.  Work on the project is now in the early stages, with completion expected this summer.  The Board approved use of unrestricted Adult Education funds for the project, with an estimated original budget of $1 million.

With all major Measure J1 projects now completed, underway, or under contract, staff is recommending that Measure J1 (Fund 21) reimburse Adult Ed (Fund 11) for the costs of the project.  Costs for the current year would be reimbursed effective June 30, 2020, and costs for next year would be reimbursed in the next fiscal year.

The text of Measure J1 specifically listed "upgraded classrooms" as one of the uses of the bond funds.  With that, the Adult Ed portable project is an appropriate use for our Measure J1 funds.

Recommended Motion:

Recommend approval to use Measure J1 funds to reimburse Adult Education portable costs from the Adult Education fund.

O.2.c. Resolution 20-27 Declaring All District Projects as Small Construction Projects
Rationale:

on April 29, 2020, Alameda County public health officials released Order No. 20-10 which loosens restrictions on construction projects within the county.  However, the order requires different actions for projects that are defined as "Small Construction Projects" and "Large Construction Projects".

Resolution 20-27 declares that all current and planned district projects are "Small Construction Project" as defined by the current order.  The resolution would affirm and replace a letter signed by the Superintendent following the order that also declared our projects to be Small Construction Projects.

Per the order, Small Construction Projects  are generally defined as:

  • Residential projects of less than 10 units
  • Commercial projects of less than 20,000 square feet of floor area

Large Construction Projects are generally defined as:

  • Residential projects of more than 10 units
  • Commercial projects of greater than 20,000 square feet of floor area
  • Consisting of large infrastructure projects such as airports, utilities, oil refineries, highways, public transportation, and telecommunications

Each district project is well under 20,000 square feet of floor area and thus should be considered Small Construction Projects.

O.4.d. Chromebook RefreshWas edited within 72 hours of the Meeting
Rationale:
We are approaching the replacement deadline for some of our older chromebooks
that were initially deployed several years ago. The refresh process was started prior year and
this is a continuation of those efforts. Additionally we are anticipating a higher device need as a
result of the Chromebooks to home required for emergency distance learning. The purpose of
this request is to obtain Board approval for the purchase of 3,800 additional chromebooks and
replacements for some of our oldest and failing carts.

Recommended Motion:

Approve the proposal to spend up to $1,003,809.63 for additional chromebooks and multipurpose storage carts for our chromebook refresh project.  The vendor will be STS Education with funding coming from Measure J1 Bond Funds. As in the past, will use the NASPO Piggyback contract as our procurement method.  This item was approved by the Facilities and Technology Committee.

O.4.e. San Leandro Unified School District's High School Graduation Requirements for Class of 2020
Rationale:

In response to the state-wide closures of schools, the California Department of Education is allowing districts to request waivers that exempts students from the state’s minimum graduation requirements.  SLUSD will not request a state waiver. SLUSD adopted board policy BP 6146.1 that sets graduation requirements beyond the state’s minimum requirements in the Education Code. SLUSD’s local governing board has the authority to revise that policy and modify those additional requirements. Staff recommends 10 less elective credits and 10 credits in any subject of technical arts, world language, or visual/performing arts for the class of 2020.  The attached proposal outlines the graduation requirements for the class of 2020.

Rationale:

San Leandro High School, in response to GOAL #2 Equity and Inclusion through College and Career Readiness, will offer free PSAT and SAT administration to all sophomores and juniors. This initiative supports creating more equitable outcomes for all students as the district aims to create more support for increasing college readiness. The SAT is an admission test accepted by all US colleges and taking the test is typically a requirement for college admissions. In addition, the College Board has programs such as free information about admission and financial aid from colleges, universities, and scholarship programs that our students can take advantage of when they sign up and take both the PSAT and SAT.
