E. LEGAL STATEMENT
Quick Summary / Abstract:
Members of the audience who wish to address the Board are asked to “raise your hand” via zoom during the meeting when the item is reached on the agenda or, for non-agenda items, during the Public Testimony item and wait to start speaking when you are called upon.   Comments sent prior to the Board meeting have been provided to members of the Board in advance of the meeting. Some that only recently came in will be read aloud now.  Please note that the meeting is being recorded. State law prohibits the Board of Education from taking any action on or discussing items that are not on the posted agenda except to A) briefly respond to statements made or questions posed by the public in attendance; B) ask questions for clarification; C) provide a reference to a staff member or other resource for factual information in response to the inquiry; or D) ask a staff member to report back on the matter at the next meeting and/or put it on a future agenda. (Government Code 54954.2(a)).
F. PUBLIC TESTIMONY ON NON-AGENDA ITEMS
Minutes:
After the Legal Statement was read President Oshinski read a statement to audience members pertaining to community guidelines as follows:

The San Leandro Unified Board of Education aspires to inclusive governance by welcoming open discussion from all points of view, including divergent perspectives. We respect the lived experience of all members of our community, which creates the rich diversity in our schools.

We ask that members of our audience join us in civility and mutual respect during our public meetings by avoiding personal attacks, abusive language, and other disruptive behavior that can discourage full public participation.

As a reminder, Board Rules and California law do not allow Board members to discuss or deliberate on comments made during the public comment time. If appropriate, the Superintendent will ask that staff follow up with speakers.

When members of the audience have complaints, we ask that the District’s complaint procedures be followed in order to allow the District to appropriately investigate and respond. These procedures can be found on the district’s website at www.slusd.us. Thank you for your cooperation!

Upon reading the statement, all speakers for non agenda board members were acknowledged.

Lee Thomas: Commented on the progress report era that was recently sent to him for his daughter. She went from a 3.6 GPA to basically a D GPA during the report period. This came as a surprise to him and his wife. His question was "how did we get to this point?" Teachers did not make individual contact to let him know that his child was missing assignments. Not only was Mr. Thomas' daughter missing assignments but she was having difficulty navigating the actual work. He also stated it was unfortunate that many of the teachers' responses were "your job as a parent is to go to the platform and see what is assigned." He was disheartened since he felt that if we were in an in person learning environment versus a distance learning environment, teachers would have reached out to him to let him know what was going on. Instead, his daughter is faced with having 26 outstanding assignments which she is now currently working on to try and get the assignments completed and turned in by Friday. He stated it seems unfair that teachers are having difficult navigating some of the online platforms but their expectation of the students should be to navigate it and yet get a failing grade. What does the data show for students in similar situations in the school district? How many Fs are there for in-person learning to distance learning. He expressed appreciation to the superintendent and school principal who have helped navigate the situation.

Lee Stewart:
He recently attended a meeting about the various methods for online learning that would be. He felt that the ideas were good. He feels it is a good idea that we have metrics show how we're measuring that our programs are successful? He stated his opinion on in person learning and feels like we should take our time and test the waters and give teachers time to prep for this step by step. Online learning has been successful in his family. He's heard positive input from parents going to the virtual PTA meetings. Those who are complaining or are negative about what is going on may not be attending the meetings and providing their opinions there.

Principal Oshinski stated that via the public comment email address seven emails were received regarding item J.1, Wilson Elementary School Renaming Presentation. The emails were in favor of this agenda item.
Emails were received by:
Katy Felsinger
Amy Haghighi

J. PRESENTATIONS
J.1. Wilson Elementary School Renaming Presentation
Speaker:
Virgina Quock and Wilson Staff
Rationale:
A letter of interest from the Wilson Elementary staff and parent group leaders was sent to Board Trustees and district leadership to explore renaming Wilson Elementary over the summer. Because of this, Wilson Elementary Principal Virginia Quock has been holding a series of town hall meetings to determine the level of community interest and support in pursuing this request. Principal Quock will share her process for soliciting feedback, and her challenge in gathering broader community interest.

Minutes:
Virgina Quock, Principal of Woodrow Wilson Elementary School, provided an update on the renaming of their school site.

Mrs. Quock provided a timeline which led to this process. She stated that over the summer, a coalition of teachers and parents wrote to the Board of Education to initiate a process to rename Woodrow Wilson Elementary School. It is the parents and staff's hope that the Board will approve the formation of a committee to rename the school.

Upon receiving the letter from parents and staff, the Board responded by adopting AR 7310, Naming of Facility. This would allow for the review of the current name of Woodrow Wilson Elementary school.

The desire to change the name surfaced from both a commitment to anti-racism and a concern about Woodrow Wilson's policies of segregating offices of the federal government that had been desegregated after the reconstruction following the civil war during his time as president; and his association with and praise for the KKK.

Several steps dictated by board policy were undertaken to inform Wilson Elementary staff and families' reasons for their request. It also showed how students and families could engage in deep learning about their local community and civic engagement.

Multiple meetings and communications were shared. The number in parenthesis reflect the number of people who attended that meeting.

The Feedback Process

* 1 ELAC Meeting (20)

* 1 School Site Council Meeting (7)

* 2 Coffee Chat Meetings (15)

* 2 Staff Meetings (50)

* 2 Community Town Halls (61)

* 2 School side surveys (164)

* This process has been included in their Weekly newsletter since the start of the 2020-21 school year

Presentation Overview discussed at the meetings:

* Historical Background

* Outlined Board of Education Process for Renaming (including student engagement opportunities)

* Open Comment

* Feedback Opportunities

Results from Surveys conducted

Out of 164 respondents from the surveys:

60% were in favor of renaming the school

30% were opposed of renaming the school

10% are undecided or had questions

Public commentary from this process included:

"It's an honor as an employee and former Wilson student to see this change happen. As a student, I didn't realize the history behind the name. Although now as an adult and I fully understand, it would make me more proud to say I was a student of a school that made a name change for its students and families. Renaming the school would mean this community will finally be represented."

"Why change? Our children can still learn the history that is listed in the proposal if you keep the name as Wilson."

Next Steps:

Given the careful work and commitment to anti-racism and deep learning that this endeavor embodies we hope the Board of Education will form a committee. The school is aware that this will involve a broader community input and we're here to embrace the growth and reflection about our local history and current demonstration of who we are at Wilson and who we are in San Leandro.

Families and staff took time to attend these meetings and complete the surveys. The majority of those people are interested in moving forward.

Principal Quock completed her presentation by stating she is proud to be apart of an organization where the board and district leadership consider and support this opportunity for learning and growth. She stated this could be a step in our commitment to creating a more just and inclusive and, as Dr. Martin Luther King, Jr. phrased it, "a more beloved community".
J.2. October Parent Survey Results and School Reopening Update
Speaker:
Dr. Sonal Patel
Rationale:

Dr. Sonal Patel, Assistant Superintendent of Educational Services, will provide feedback and results from the recent family feedback survey and an update on the school reopening process.

Minutes:
Dr. Sonal Patel, Assistant Superintendent of Educational Services, provided an update on the results of the recent parent survey as well as a school reopening update.

October Family Survey was sent out at the end of September and early October to all families in San Leandro Unified School District.

* Out of approximately 5,600 households, 2,820 surveys were completed

* Languages represented were English (2,337), Spanish (350) and Chinese (133)

The survey was laid out so that the school district Leadership staff could get a sense of how families are experiencing distance learning and all the services being provided that wrap around and use that data to better our services. This will help us to be more mindful and responsive and plan for the future.

Families were asked to identify themselves by their school(s), grade(s) and which special groups they might be apart of, such as

* Socioeconomically Disadvantaged

* English Learners

* Foster Youth

* Homeless

* Students with Disabilities

* Essential Workers (a special link was provided to define this)

How are we doing?

Dr. Patel provided the data in two formats:

(1) how we're doing qualitatively (using quotes from the surveys)

(2) Survey results quantitatively in terms of percentages

Questions that were asked ranged from how families are experiencing distance learning to the services that the school district is providing. Families were able to answer:

Very Satisfied

Somewhat Satisfied

Somewhat Dissatisfied

Very Dissatisfied

Survey question: Your child's overall engagement in distance learning
Very Satisfied - 35.31%

Somewhat Satisfied - 42.89%

Somewhat Dissatisfied - 12.96%

Very Dissatisfied - 8.83%

One of the comments included in the survey was:

"It has been very challenging with the change but we have made it work and I'm so very proud of my student, teachers, school district for making a quick transition and making it happen."

That quote echoed the sentiment of several families which is this isn't great; no one loves it; but we can tell that our teachers and staff that we interact with are putting a lot of effort and that they are in the same boat themselves with their own children and thank you.

Another quote from the survey:

"It is hard to juggle the responsibilities of a full time job while full time monitoring 2 kids and making sure they attend their multiple zooms on time, completing all their work, and not having them melt down somewhere in between all of it."

This quote represents a lot of comments received from the survey.

Survey question: Your child's experience of social connection with teachers
Very Satisfied - 36.81%

Somewhat Satisfied - 42.34%

Somewhat Dissatisfied - 13.80%

Very Dissatisfied - 7.05%

Survey question: Amount of direct/synchronous learning (with teacher)
Very Satisfied - 37.42%

Somewhat Satisfied - 39.91%

Somewhat Dissatisfied - 14.98%

Very Dissatisfied - 7.69%

Staff wanted to know how English Language Learners were doing:

Survey question: If your child is an English learner, how satisfied are you with your supports for English language development?
Very Satisfied - 50.18%

Somewhat Satisfied - 34.43%

Somewhat Dissatisfied - 7.14%

Very Dissatisfied - 8.24%

Quotes were shared with displayed satisfaction and dissatisfaction with the above-mentioned survey questions:

"I appreciate all of the effort from my child's teacher. It's clear the teachers are trying. 100% support for the teachers who are doing their very best in an impossible situation."

"It has been a good experience overall. More zoom time instruction from the teachers would be beneficial for everyone. Also, more group led discussions among classmates would help with social development and group interaction."

Some groups and families felt like they needed more engagement and they are hoping for more engagement peer to peer which relates to the next series of questions in the survey.

Survey question: Your child's ability to stay on top of coursework
Very Satisfied - 38.54%

Somewhat Satisfied - 33.91%

Somewhat Dissatisfied - 16.15%

Very Dissatisfied - 11.39%

Survey question: How much time do you dedicate daily to support your child's learning during this time? The results reflect an average across all grades (TK-12)

More than two hours - 43.22%

One to two hours - 32.49%

Less than one hour - 24.28%

"It's hard when you're trying to do work at home while your child is needing attention on studies or exercises."

"The entire situation is impossibly hard and I'm not sure if there is much more the school or teachers could do to improve things."

Another quote on the positive side:

"I have been able to see what kids are learning online and I enjoy it - it has been eye opening."

Parents were able see through zoom how their child shows up in school, if they speak up or not, how they organize themselves, if they're turning things in on time.

Survey question: Your child's experience of social connection with peers
Very Satisfied - 16.25%

Somewhat Satisfied - 39.41%

Somewhat Dissatisfied - 26.01%

Very Dissatisfied - 18.33%

Survey question: Amount of collaborative/asynchronous learning (with peers)
Very Satisfied - 23.97%

Somewhat Satisfied - 41.35%

Somewhat Dissatisfied - 22.36

Very Dissatisfied - 12.33%

This would reflect times they would be in a breakout room together or asked to complete a project together.

Input varied from parent input on this survey question.

"Seeing my daughter participating in class and interacting with her peers in the morning is still the highlight of my day"

"I feel very sad for my children who miss interacting with their peers and being a child at school."

"I would like to have students be visible on the zooms - most of the kids are not and that prevents kids from getting to know their new classmates."

Dr. Patel reminded audience members that in the parent/student handbook we made an update that students need to have their video on unless they have prior agreement with the school principal and teacher. This is something the Leadership staff can work on with school principals and teachers.

Survey question: Communication from the school
Very Satisfied - 38.54%

Somewhat Satisfied - 33.91

Somewhat Dissatisfied - 16.15%

Very Dissatisfied - 11.39%

Survey question: Teacher's weekly family communication and availability
Very Satisfied - 57.07%

Somewhat Satisfied - 29.73%

Somewhat Dissatisfied - 7.96%
Very Dissatisfied - 5.24%

"We greatly appreciate all the hard work and support from our boys' teachers and the entire staff. While some days are more exhausting than others at home, our teachers have been ready and available to listen and respond. They have been our rock!!!"

Survey question: We want to understand how our families are experiencing this unusual time. Over the last two weeks, how often have you been affected by the following?
Higher levels of stress - 78.18%

Nervous/anxious - 54.03%

Not able to stop worrying - 29.75%

Reduced Pressure - 23.72%

Oppressed/helpless - 22.07%

Survey question: How to you feel about access to health and wellness support
Very Satisfied - 46.98%

Somewhat Satisfied - 37.04%

Somewhat Dissatisfied - 8.57%

Very Dissatisfied - 7.41%

"My lack of satisfaction is not a reflection in SLUSD. This is horrible no matter how much support we receive. Our son is mostly self-managing but still requires our support. My larger concern is for his mental health as we have seen a personality shift from cheerful to sullen over the past few months."

We have increased mental health services; we have Wellness Together counselors we've partnered with to purpose their time to do preventative check-ins with students who are below a certain GPA. The staff realized that could be an early indicator that they're not feeling well or connected to school. We have wellness checks happening in addition to the increased mental health counseling such as CareSolace. There are contracts going before the board at this meeting using youth reinvestment grant funds for parent support.

While reviewing the data, the team is thankful that they're providing support and want to continue to do so and ensure that it is being responsive and ensure it is matching families' needs.

Survey question: Materials needed for distance learning
Very Satisfied - 71.53%

Somewhat Satisfied - 21.07%

Somewhat Dissatisfied - 4.14%

Very Dissatisfied - 3.27%

Survey question: Technology needed for distance learning

Very Satisfied - 68.96%

Somewhat Satisfied - 22.99%

Somewhat Dissatisfied - 4.09%

Very Dissatisfied - 3.96%

"Thank you so much for providing hotspots. We have having such a hard time with our internet. The hotspots provide consistent access to their classes."

Survey question: Access to meal services during distance learning

Very Satisfied - 68.83%

Somewhat Satisfied - 19.88%

Somewhat Dissatisfied - 5.78%

Very Dissatisfied - 5.52

This quote summed up what parents expressed in this survey:

"We are very impressed with the efforts of teachers, administrators, and support staff. While nothing is perfect, it does feel clear that SLUSD is working VERY hard to create the most powerful and supportive learning environment for all."

Survey question: How likely are you to have your student(s) attend in-person?

Very likely - 26.10%

Somewhat likely - 19.89%

Somewhat unlikely - 13.20%
Very unlikely - 40.81%

It's important to note that when this question was asked there was no timeline; it was a general question about attending in person.

Comments were across the board with how they feel about returning to in person learning. This will affect the staff's next steps.

"This is not the time to be in the vanguard and a return to in person mode is very likely to backfire - ultimately both diminishing the education offered and certainly putting the students and families of those employees at risk."

"It's challenging but I feel that we are getting used to this method of distance learning and I personally find it more safe at this time."

"Please get students back to school, they need it, as do the parents. Kids need to develop socially just as much as they do academically. Working with peers is a huge part of learning. I thank the teachers for all their hard work, but kids need to return to school as soon as possible."

We will survey our students next and continue to survey families in the coming months to monitor progress and to know families’ preferences for in-person instruction as conditions allow.

"Overall: Distance learning is absolutely not ideal but I do think SLUSD has done a pretty good job of making the best of it. I appreciate that you are continuing to ask for parent feedback to further improve the experience."

What does mean for reopening?

The Alameda County Health Care Services Agency Public Health Department has shared that elementary schools can be opened as of October 13, 2020. With that in mind we know that public school districts aren't ready to engage in that setting. There is much work that has to be considered for elementary schools to reopen.

We can reopen elementary schools if we meet guidelines and preparation in these areas:
1. Facilities

2. Health Practices

3. Campus Logistics

4. Staff

5. Students and Families
Dr. Patel provided an overview of the work that her team is doing alongside our site principals in order to attend to these guidelines and preparations so that the district can think about what a reopening would look like in the coming months.

N.2.a. Contract Proposal from EideBailly to Assist District with Receiving CDE Approval for Electronic Attendance Signatures
Rationale:

Teachers are currently required to sign attendance sheets that are printed from Aeries every few weeks.  Signatures are required by the California Department of Education and are verified by our auditor each year.  In normal years, this process takes takes many hours of collective teacher time to complete, and obtaining numerous signatures and storing the attendance pages can be an organizational and logistical challenge.  Failure to get signatures can lead to penalties and loss of LCFF revenue.

During the current year, the CDE is allowing districts to use electronic signatures for attendance with a simple letter from the district auditor ensuring that adequate safeguards are in place to take accurate attendance.

Going forward, district staff would like to seek CDE permission to use electronic signatures on a permanent basis.  However, the process to receive that permission is complicated and requires a consultant.  Our auditing firm, EideBailly, has expertise in working with California school districts to complete the CDE process.

The contract is for up to 80 hours of assistance to assist district staff through the process.  Staff does not anticipate that we will use all 80 hours available.

Recommended Motion:
Approve contract with EideBailley to apply for CDE electronic signature approval.
Financial Impact:
Up to $20,000 from the Unrestricted General Fund.
