| President Oshinski read a public comments email from Monroe Elementary School teacher Michelle Henry-Ellis. In the email she thanked the Board Curriculum Committee for their support, courage and humanity to right such a long term egregious wrong in formal education. The adoption of anti-racism, multiple perspectives studies for TK-12 grades is cause for celebration. We are finally turning a wide corner toward justice and equal opportunity in our public education system. |

| Dr. Reginald Richardson & Dr. Ronald Richardson |
Dr. Reginald Richardson and Dr. Ronald Richardson shared their high school report as follows:
Dr. Reginald began with an update on the high's school's after school math tutoring and study hall program. Great feedback has been received from students and families. To date, 23-40 students have virtually received tutoring support for their classes. EL inclusion and protocol was discussed for any students needing translation in the after school program. The math department is working hard on how to support students virtually during distance learning. Grade recovery is included in the after school program. Parents were contacted regarding their students who needed credit recovery. The program will take place from November 17 - December 17. This program is teacher led.
Library Update - Teacher Librarian Lori Sasaki has provided 95 recommendations for ebooks and curbside pickups for 31 students. This promotes literacy for students who enjoy reading through audiobooks and ebooks.
Student board member Mackenzie Cin will display a video during her report. The video shows students from the Leadership class to help our high school students connect, celebrate and and lift their spirits in these unprecedented times.
Dr. Ronald Richardson continued the update by stating the third community forum took place on November 5. Thirty parents participated and provided positive feedback around the reopening plan. Feedback was also provided about how the high school is rolling out their sports conditioning and practice. The weekly Principal Connection continues to be a success. The high school counselors have been doing incredible work checking in with the students and supporting them with their academics and their social-emotional wellbeing and mental health. The school Culture and Climate committee was highlighted. The committee is aligned with the San Leandro Teachers Association (SLTA) and all of their departments across disciplines. The committee is a group of 20 teachers who work with the administrative team. The committee is working towards cultivating a strong collaborative professional learning community that promotes sharing best practices and building professional capital.
Dr. Ronald Richardson highlighted the high's schools second student panel which will take place virtually on Tuesday, November 17. The students who were selected to participate on this panel are a great representation of our diverse community and of the student body. Students will be given an opportunity to share their experience from first quarter/semester during distance learning. Discussion will include what went well and what needs to improve as a learning community. Teachers and the administrative staff will participate as listeners.
The third ELAC meeting of the year takes place on November 19.

| An update will be provided to the Board and audience members on COVID-19 and its impact on distance learning and proposed in person learning in the school district. |
| |
Dr. Sonal Patel, Assistant Superintendent of Educational Services, along with Superintendent Dr. Mike McLaughlin and Rocky Medeiros, Director of Safety and Emergency Preparedness provided a Reopening Readiness Dashboard update.
A tentative timeline was displayed and reviewed.
On October 27, the board voted unanimously to use January as a target date for a phased reopening of our physical school facilities. Dr. McLaughlin emphasized that this date would be tentative in order to remain responsive and fluid to our preparation progress, the needs of our students, families and staff.
Dr. Patel provided an update on what January will look like as we approach the various holidays and breaks so that our community can plan accordingly.
The phased approach in January 2021 is starting with targeted in-person small groups for students and staff able to come to campus.
The school district is working to prepare our facilities and will assess and survey who would like to participate. in order to have protocols participants and agreements with our bargaining groups in place for a mid-January start.
In March 2021, the school district hopes to build up to in person instruction option via a blended (hybrid) model that would be offered alongside distance learning.
This timeline means that the school district is aiming for a trimester three for our elementary schools or quarter four for our secondary school sites for in person return.
Dr. Patel continued by saying that opening the schools gradually in small groups in mid-January will help us keep an eye on the concerning optics of COVID-19 cases while also letting us slowly onboard students and staff who are able to come to campus beforehand. It will also allow us to build upon the success and learning of our current in person programs and events that are happening in the school district.
* Our Enrollment office has been enrolling students and families in person for several months now
* Our athletic programs are engaging in on campus conditioning and workouts
* Our after school ASES program will open in a small format at three of our elementary schools
* Our special education staff is about to begin one on one in person assessments where virtual assessments are not recommended for students with IEPs
The school district does not know the impact of COVID-19 and the impact it will have on the start of the 2020-21 school year. Therefore, building back slowly and optimizing our outdoor spaces in Spring can help us prepare for potential in person learning in the summer and in the fall for the 2021-22 school year.
Dr. McLaughlin commented on key words target and partnership. The school district has worked really hard to build strong relationships with our bargaining units. We strongly feel we cannot move forward unless we're all moving in the same direction. Communications regarding closing and reopening schools has been strong with our teachers because we want students and teachers to return to school sites when it is safe. Target means planning and prep to reopen. So we continually meet with bargaining units to discuss what reopening schools will look like.
The Board and Cabinet is working in partnership with all staff members to ensure that when the school district is ready to reopen it is safe and we're all on the same page.
Dr. McLaughlin thanked the entire community for their understanding and flexibility in dealing with these tough issues and concerns.
Distance learning will continue as students return from winter break in January. It will continue through June as always being an option for students and families throughout all phases that we go through.
Rocky Medeiros provided updates on phased reopening plans. He is a member of the COVID-19 Response Team. The reopening readiness dashboard update was displayed and reviewed. The dashboard is located on the district website and is continually updated as the items are at 100% completion. The items must be completed by the Center for Disease Control (CDC), California Department of Public Heath, California Department of Education, Alameda County Public Health Department and the Alameda County Office of Education.
The COVID-19 Response Team compiled a document called COVID-19 School Guidance. It is now in its 17th revision.
Rocky noted that while a tremendous amount of work has been completed there is still a lot of work ahead for the school district. The team will continue to work within the framework of the COVID-19 Guidance Document to develop a reopening plan and program that provides not only a safe environment for our students and staff but also maximizes educational opportunities within the district.

Government Code sections 66001 and 66006 imposed detailed requirements on public agencies that levy development fees. These sections require school districts collecting statutory school facilities fees to make an annual accounting of those fees available to the public at the end of the fiscal year. The attached report provides additional detailed information of the developer fees which was already made public as part of the Unaudited Actuals report on September 15, 2020. In addition, Section 66001 requires each district collecting developer fees to make additional findings every five years about any fund in which those fees remained un-expended at the end of a fiscal year. The District has expended the fees that are collected annually. It is recommended that the Governing Board review this annual accounting and adopt the board resolution for the annual accounting of school facilities fees for the Fiscal Year 2019-20. A service provided by the California School Boards Association (CSBA) is to provide school districts with recommended updates to school board policies. When the district receives these recommendations, they are reviewed by staff, sent to the San Leandro Unified School District (SLUSD) Policy Committee for review, and then sent to the Board of Education at a regular meeting for approval. SLUSD is committed to ensuring that all board policies remain current and updated. In addition to the regular board policy updates, UCP and Title IX board policies and administrative regulations have been included here. New laws were developed around UCPs. Therefore the policies have been updated to include this information. State legislation has new regulations on Title IX information. All employees who participate in the district's dental programs are all enrolled in a Delta Dental option. Employees have the option of enrolling in a low cost Dental Health Maintenance Organization (DHMO) option which is known as Delta Care, or employees can choose a more expensive Preferred Provider Organization (PPO) option. Currently, our Delta PPO program is coordinated through the Alameda County Schools Insurance Group (ACISG), which is a Joint Powers Authority that also provides our workers compensation insurance coverage. Our DHMO/Delta Care program is handled directly by Delta Dental. This proposed updated agreement would shift all DHMO coverage to run through ACSIG. This change would not impact employees in any way. Their current coverage levels, premiums, account numbers, and structure would remain unchanged. Approval of the proposal would allow for more efficient reconciliation of invoices and tracking of employee dental participation. It would also provide a simplified process for employees who leave the district to continue to receive dental visits through the COBRA process. The updated dental agreement is attached to this agenda item along with the 2021 district premium rate sheet for reference. |

The work demands in the Maintenance and Operations Department have increased due to the growth of the district and impact of COVID 19. Additional training, safety measures, and PPE ordering have been implemented which require a higher level of oversight. Additionally, bond projects for Measure J1 are being completed at the same time that major Measure N projects are beginning. This requires a Director under Business and Operations to exclusively oversee bond projects and progress. The Supervisor of Food and Nutrition Services position in Food Services has also changed significantly. In the past, this position worked primarily with the high school staff with limited oversight at elementary kitchens. The position now has major responsibility for the staffing, ordering, and menus for the entire district. The implications of COVID 19 have also added additional duties and oversight to this position. The Food Service department also has a current management vacancy that has not been filled since spring.
Specific staff recommendations to the SLUSD Board of Education include: The current administrative assistant in maintenance will be promoted to Maintenance and Operations Supervisor. This position would have primary responsibility for oversight of the maintenance work order process, including tracking, scheduling, and escalating items as needed. Because this position requires extensive familiarity, interaction, and coordination with bond staff, the Maintenance and Operations Supervisor position would be funded 15% by bond funds. The previous M&O Supervisor left the district in early 2016 and the position has remained vacant since then. The current Maintenance and Operations Manager will be promoted to Director of Buildings and Grounds. This position will expand to include direct oversight of district custodial staff. This change will relieve principals of custodial oversight and evaluation duties and allow principals additional time for leadership of their individual schools. This position will continue to be funded 15% by bond funds due to the additional workload that is generated by ongoing bond projects. The total impact of the both Maintenance and Operations positions increases is approximately $15,000 per year for the General Fund. The current Director of Facilities and Operations will be reassigned to the Bond Director. This lateral change has no fiscal impact but will better reflect the full time nature of the position and allow it to focus primarily on the two major bond programs that are currently underway. The current Supervisor of Food and Nutrition Services will be promoted to Executive Manager for Food Services. This change will recognize the major increase in scope and responsibility that began prior to COVID, but has been more pronounced since. The increase would be charged to the Cafeteria Fund and not impact the district General Fund. The fiscal impact of the Executive Manager of Food Services position is under $12,000 per year for the Cafeteria Fund.

The San Leandro Scholarship Foundation (SLSF) has worked to develop a program that would provide Child Savings Accounts (CSA) to students attending our district. Under the terms of the MOU, the SLSF would be responsible for creating and administering the CSA's. The district would be responsible for providing student data, promoting the program, and educating parents regarding its benefits. Along with the MOU, it is being proposed that SLSF and SLUSD enter into a data sharing agreement to cover the terms and usage of student data that would be required to create and administer the CSA's. The data agreement uses a state created template. Attached with this agenda item is a copy of the MOU and the data sharing agreement.

Starting in 2021, SLHS graduates are required to pass both a year of World Language (WL) and a year of Visual and Performing Art (VAPA). San Leandro High School requests a one year graduation policy change for the graduating class of 2021 to pass either a year of World Language (WL) or a year of Visual and Performing Art (VAPA) due to errors in student scheduling this fall and scheduling conflicts with off campus programs. This waiver will be applied to students who qualify and will be determined and documented by both a counselor and administrator. This one year policy change will not amount in a reduction of the number of credits required for graduation. SLUSD's board policy (BP 6146.1) sets graduation requirements beyond the state’s minimum requirements in the Education Code. SLUSD’s local governing board has the authority to revise that policy and modify those additional requirements. |

The 2020 6-12 World Language Curriculum adoption process began in early August 2020. The committee, composed of teachers from the world language department, engaged in a pilot and material review with two publishers for each language program. Teachers engaged in training sessions and did the work of deeply diving into the resources to ensure materials met the World Language Standards for California Public Schools. For the French Language curriculum, initial decisions were made based upon information we had from publishers that turned out to not be a viable long term curriculum adoption recommendation and could not be fulfilled by the publisher. The committee reconvened to review additional curriculum options, and agreed to recommend D'accord by Vista Higher Learning for the French 1-3 Language program.

This agreement is between Chabot-Las Positas Community College District (CLPCCD) and San Leandro Unified School District (SLUSD) to offer a pilot dual enrollment course for San Leandro Unified High School Students the option to enroll in American Sign Language. We are entering into this CCAP Agreement for the purpose of offering or expanding dual enrollment opportunities, consistent with the provisions of AB 288 (Education Code § 76004), for high school students “who may not already be college bound or who are underrepresented in higher education with the goal of developing seamless pathways from high school to community college for career technical education or preparation for transfer, improving high school graduation rates, and assisting high school pupils to achieve college and career readiness” and “underachieving students, those from groups underrepresented in postsecondary education, those who are seeking advanced studies while in high school, and those seeking a career technical education credential or certificate.” American Sign Language is the main sign language in the United States, and the main sign language for many deaf communities in the US. The courses in the ASL program at Chabot college will teach communication skills through the language of sign. The courses also develop students’ understanding of deafness and deaf culture. The program will prepare students to use ASL for personal or career needs, want to communicate with family or friends who are deaf, want to work as an interpreter or bilingual speaker, or just want to learn a new language. Most ASL courses are CSU and UC transferable. Course will be offered after the high school day. Students will be required to enroll in Chabot College, free of charge, in order to earn the dual enrollment credit.
