Each year, member boards elect representatives to the California School Boards Association's (CSBA) Delegate Assembly. CSBA's Delegate Assembly is a vital link in the Association's governance and sets the general policy directions. Working with member boards, the Board of Directors, and Executive Committee, delegates ensure that the association promotes the interests of California's school districts and county offices of education. Delegates serve a two-year term beginning April 1, 2021 through March 31, 2023. There are two required Delegate Assembly meetings each year. In 2021, the dates are May15-16 and November 30 - December 1.
Nomination and Candidate Biographical Sketch forms for CSBA's Delegate Assembly are now being accepted until Tuesday, January 7, 2021. Nomination instructions are listed below: - Any CSBA member board is eligible to nominate board members within their own geographical region or subregion. For example, a board in Subregion A, cannot nominate a board member from Subregion B; both must be from same subregion.
- Member Boards eligible to appoint a member of their board to the Delegate Assembly may also nominate board members to run for election to the Delegate Assembly.
- Boards eligible to appoint must do so by January 7, 2021. A separate communication from CSBA regarding these appointments will be sent to boards by November 1.
- Nominating boards must submit a separate form for each person nominated.
- All nominees must serve on a CSBA member board and must give their approval prior to being nominated.
- All nominees must submit a one-page, single-sided biographical sketch form. An optional one-page, one-sided résumé may be submitted.
- It is the nominee’s responsibility to confirm that all nomination materials have been received by the deadline. Late submissions cannot be accepted.

As part of the school reopening process, districts are required to submit reopening plans to the Alameda County Office of Education (ACOE) and the Alameda County Public Health Department (ACPHD). ACOE and ACPHD will review plans to ensure that districts have addressed all required elements. As a part of San Leandro Unified School District's plans for a phased reopening of schools, staff has prepared the "San Leandro Unified Reopening Plan 2020-21" document, and is seeking Governing Board approval prior to submission to ACOE and ACPHD. Due to COVID-19, the state has paused the requirement for districts to produce a Local Control and Accountability Plan for 2020-21. Despite this pause, our district held 25 site based engagement meetings and 3 districtwide engagement meetings. As an additional requirement, districts must present an Local Control Funding Formula (LCFF) Budget Overview for Parents. This report is required by be presented and approved in conjunction with the First Interim Report. The data field and template for the report are prescribed and provided by the state. The attached LCFF Budget Overview for Parents presents budgeted amounts and narrative that align with our First Interim Report. District employees have the option of electing to have any benefits they sign up for (medical, dental, or vision) to be deducted from pay either on a pre-tax basis or on a post-tax basis. For the vast majority of employees, a pre-tax deduction is more advantageous and results in a lower tax burden with higher take home pay each month. But because of IRS rules, employers cannot set deductions to default to pre-tax. Rather, employees must actively choose the pre-tax option. The process for employees to sign up for pre-tax deductions has been to make a one-time appointment with our Section 125 Cafeteria Plan administrator, American Fidelity during the fall open enrollment window or when beginning work with the district. While most employees are now using the pre-tax option, we would like to make the process more convenient by introducing an election form as another option to working with American Fidelity. District staff has drafted the attached election form based on discussions with American Fidelity and review of other district forms. The current request is for the Governing Board to approve the use of this form going forward. |

When the theater first opened, the district contracted with a company called Vendini to sell tickets for our drama programs. This gave us the ability to accept credit cards for payment and to do online presales for the shows. Vendini charged a per-ticket fee to process these sales. Recently, Vendini was acquired by AudienceView and implemented a monthly service fee of $200 in addition to the per-ticket fee. This model does not make financial sense for our district and the Vendini account has been terminated and we began researching alternate ticketing companies. Staff identified On The Stage (OTS) as a company that meets the needs of the theater and drama productions while offering low service fees. On The Stage will give us the same functionality of being able to accept credit cards as a payment option and offer online presales. We will be able to import our email list that we have grown over the past 8 years to use for marketing. There is also social media integration included that will help expand our marketing efforts. In addition, On The Stage has live streaming capabilities on their platform. This could be useful to present a show without a live audience. On The Stage charges a per-ticket fee of $1.20. For credit card transactions, there is an additional charge of $0.30 + 4% of the ticket value. We will have the option to embed the fee into the ticket price, or to present it as a service fee to the patron. There is no monthly service fee to use the platform. |

The governing board of each school district participating in a Career Technical Education (CTE) program shall approve a CTE advisory committee to develop recommendations on the program and to provide a liaison between the district and potential employers. Each local educational agency (LEA) receiving Perkins V funds must involve parents, students, academic and CTE teachers, faculty, administrators, career guidance and academic counselors, representatives of tech prep consortia (if applicable), representatives of business and industry, labor organizations, representatives of special populations, and other interested individuals in the development, implementation, and evaluation of CTE programs. (20 U.S.C. § 2354 (b)(5).) The Strengthening Career and Technical Education for the 21st Century Act (Perkins V) reauthorizes and updates the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV). Perkins V includes several modifications that better align and integrate school districts, institutions of higher education, and employers to prepare more young people for high-skill, high-wage careers. Perkins V represents an important opportunity to expand opportunities for every student to explore, choose, and follow career and technical education programs of study and career pathways to earn credentials of value.

The Single Plan for Student Achievement (SPSA) is a document that represents a school's cycle of continuous improvement of student achievement. The annual process of developing, reviewing, and updating the SPSA includes a comprehensive review of data and the development of actions necessary to achieve school goals. EC Section 64001 specifies that schools and districts that receive state and federal or other applicable funding through the district’s Consolidated Application (ConApp) process prepare a SPSA for any recipient school. SPSA specifics are also included in the Federal Program Monitoring process. The SPSA is used to meet planning requirements for Title I School wide Programs (SWP), Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI). California Education Code (EC) Section 64001 requires that a School Site Council (SSC) develop the SPSA. The SSC’s responsibilities include approving the plan, recommending it to the local governing board for approval, monitoring its implementation, and evaluating the effectiveness of the planned activities at least annually. Senate Bill (SB) 98 established that the Local Control and Accountability Plan (LCAP) and an annual update to the LCAP are not required for the 2020–21. The SPSA is a one-year plan that is intended to be developed and approved before or during the school year for which the plan is being implemented. Statute does not specify a timeline/deadline for when the development and approval of the SPSA must occur; this remains a local decision consistent with the needs of the school and local community. Attached are San Leandro Unified School District’s TK-12 SPSA’s for the 2020-2021 school year. School site principals have conducted work with their School Site Councils in order to create expenditure plans for the school year that are aligned to the goals, initiatives, and tactics in the district's 2017-2020 strategic action plan. Title I Schools: Garfield, Jefferson, Madison, McKinley, Monroe, Washington and Wilson Elementary Schools; Bancroft John Muir Middle Schools. Non Title I Schools: Roosevelt Elementary, San Leandro High and Lincoln High School. Jefferson Elementary and Lincoln High School are identified as ATSI (Additional Targeted Support and Improvement). |
