| Adopt Board Resolution 11-42 Proclaiming October 3-7, 2011, as "International Walk or Roll to School Week" and Designating October 5, 2011 as "Walk or Roll to School Day" |
| Non Applicable |
| Board Policy 5030, Student Wellness
|
| In recognition of the importance of physical activity to the health and well-being of our students and our community, the Board of Education will consider adoption of Resolution 11-42 proclaiming October 3-7, 2011, as "International Walk or Roll to School Week." This event is held worldwide and encourages parents, teachers, children and community leaders to increase awareness of the need for walkable communities in order to benefit the health, safety and welfare of the individual and the environment.
By proclaiming the week of October 3-7, 2011, as "International Walk or Roll to School Week," the District will deepen the discussion around the importance of physical fitness, using alternative forms of transportation and being in the outdoors. All schools will be encouraged to promote physical fitness at their sites by enouraging "Walk and Roll" activities to celebrate the benefits of walking and bicycling.
The value of this event and efforts to encourage walking and bike riding are aligned to District Goal #1: Educate the Whole Child - Ensure the academic, physical, social and emotional well-being of every child. Additionally, the benefits of carpooling or using mass transit include a reduction in congestion, traffic, noise and pollution around our school sites and in our city. When students see adults modeling such behaviors, they are more likely to develop important life-long habits of walking and bike riding for regular exercise and cardio-vascular health. We are encouraging the community to safely walk or bicycle to school the week of October 3-7 in support of International Walk or Roll to School Week, and designate October 5, 2011, as "Walk or Roll to School Day", and encourage everyone to consider the health and safety of children this week and every week throughout the year. |

Renovation of the CTE Center, Shop Building, was identified in the Measure B language. AEDIS Architects was retained to prepare the design and construction documents for the renovation. Plans and specifications were approved by the Division of the State Architect (DSA) and the project was bid through the requirements of Public Contract Code. The project is scheduled to be completed during the next two years. Work began during the 2010 summer break when no students were present. The renovation will include structural improvements, restrooms, new shop equipment, lighting, roofing, and painting.
The Board previously approved the construction contract with D.L. Falk Construction Inc. on April 14, 2010.
Subsequently the Board approved:
- Change Order (CO) #1 on December 7, 2010, in the amount of $57,695.

This CO #9 in the amount of $38,360 is a 0.76% increase to the prior construction contract amount of $5,034,393. The project remains substantially below the construction budget of $6,501,349.
Item 9.7 is an acknowledged specification error by AEDIS Architects and Joe Vela, a principal of the firm, has offered to compensate the District for the item cost. The project Construction Manager, Dana LeSher, had identified this error some time ago and had approached Joe Vela to resolve it to the District?s benefit. To that end AEDIS will provide a credit on one of their invoices for architectural services. Although a large effort at multiple levels is applied to preventing errors in the design documents this and other similar types of relatively minor specification errors are not uncommon. Normally, a great amount time and resource (program and construction managers) is spent on design review, bid-ability review, and construct-ability review to catch errors such as this. These professionals will continue their efforts in critical review of all construction documents.

| Approve the Measure M Master Schedule. |
| Facilities & Technology Committee: July 6, 2011 |
| In July of 2010, the Board identified project scopes that would be part of the project list for the 2010 General Obligation Bond. In November 2010 the voters of San Leandro passed the $50.1M Measure M General Obligation Bond.
From January 2011 through March 2011, the District issued Request for Qualifications and made selections for professional services for program manager, architects, geotechnical engineers, special inspection and testing labs, surveyors, construction managers and environmental and planning consultants. The Board has approved the professional services contracts and project assignments to support the bond planning efforts.
From March through September 2011, for the two marquee projects, Pacific Sports Complex & Burrell Field and the San Leandro High School Swim Center and Field projects, the District and their professional design and construction planning team held the conceptual design team (CDT) meetings, Measure M Steering Committee meetings, City of San Leandro Technical Advisory Group (TAG) meetings, Community Forum, San Leandro High School user group meetings for the Pacific Sports Complex & Burrell Field and the San Leandro High School Swim Center and Fields projects. Surveying and soils testing have been completed. Additionally, the design and construction team has obtained Board approval of the Pacific Sports Complex & Burrell Field project on September 7, 2011; and Board approval of the San Leandro High School Swim Center and Fields project is scheduled for tonight.
The Pacific Sports Complex & Burrell Field and the San Leandro High School Swim Center and Fields projects are scheduled to be submitted to the Division of the State Architect (DSA) in October 2011, and November 2011, respectively. Both projects are scheduled for construction to start in spring 2012.
The Measure M Master Schedule shows both the completed progress to date and the anticipated timeline for all the remaining Measure M project activities that have been identified.
The overall Measure M Master Schedule is a compressed schedule that began with the election results certification in January 2011 and ends with construction completion in December 2013. Construction would occur primarily in two summers, 2012 and 2013.
It is important to note that the planning for on site construction activities and/or construction activity phasing has not occurred yet, as construction documents have just been started. The impacts and the coordination with the individual school sites have not been analyzed, for that aforementioned reason, but when finished drawings are available this important process will begin.
Based upon this initial draft schedule, both construction contract and DSA closeout activities should complete by July 2014. This may change and need to be adjusted further based upon new information, such as site constraints and District needs.

| Approve the Schematic Design for the San Leandro High School Swim Center and Fields, funded through Measure M. |
| Facilities and Technology Committee: August 23, 2011 |
| In November 2010, San Leandro voters passed Measure M, a $50.1 million school facilities bond to address modernization and new construction throughout the District, including the renovation of the Pacific Sports Complex and Burrell Field, renovation of the San Leandro High School Swim Center, a new track and field at John Muir Middle School and various other projects at all school sites throughout the District.
In order to design facilities that will best serve the needs of our students, schools and the community, the District used the same successful Conceptual Design Team process that was used for the Measure B Bond Program. Two Conceptual Design Teams were formed: one for Pacific Sports Complex and Burrell Field and one for the San Leandro High School Swim Center. These two projects are considered high priority and are being ?fast-tracked.?
The Conceptual Design Teams held their first meeting on March 22, 2011. The first meeting was a joint meeting where members were introduced to one another, meeting norms established, an overview of the architectural design process and the role of the Conceptual Design Team was provided, as well as a description of projects, including funding, construction budget and scope of work.
After the initial meeting, each Team met separately at four additional meetings to identify programmatic and facility needs within the physical and budget constraints of Measure M and offer valuable input and feedback to the architects during the conceptual design phase. The conceptual design phase is estimated at 30% or approximately one third of the complete design process. Each Conceptual Design Team completed their work during the first week of May.
In addition to the Conceptual Design Team meetings, architects met with the athletic directors and coaches at the high school in order to also incorporate important end-user feedback. As a result of these meetings, an important change to the design occurred when it was recommended that the fields be flipped. This new proposed design was presented to both the Facilities & Technology Committee and the Measure M Steering Committee.
On May 17, 2011 the Board approved the conceptual design and WLC Architects, Inc., Aquatic Design Group and Harris Design, began work on the schematic phase of the design. The design team further refined all elements of the project including locations of pools, track and fields, concessions, restrooms, locker rooms, storage space, offices, etc. The resulting schematic design was presented to the Board of Education on September 7, 2011, to the Measure M Steering Committee on September 14, 2011, and to the greater community and neighbors in close proximity to San Leandro High School at a Measure M Community Forum held September 14, 2011.
Members of the SLHS Swim Center Conceptual Design Team, which include the Summer Swim Team (a.k.a. the Drowning Darryls) are to be commended for their in-depth knowledge of swimming needs and sports fields and for their passion and willingness to compromise when needed. We are grateful that most have agreed to serve on the Measure B Steering Committee in order to share their expertise with us as we continue through the design process.
Presented to the Board is the Schematic Design and upon Board?s approval, the Architect will proceed to the construction design phase with the final goal of plan submittal to the Division of State Architect (DSA) by the end of October.

Assistant Superintendent of Educational Services Debbie Wong gave a presentation on the redesign of the Aeries Student Information System and California Longitudinal Pupil Achievement Data System (CALPADS), emphasizing the critical need for timely and accurate data collection in order to fulfill legal compliance reports and certification. She stated, Aeries Student Information System is an essential function our schools and the District. We depend on it for accurate and timely data necessary to access enrollment, attendance, grades, parent communication, discipline, assessment, and program evaluation to name a few areas. With the growing demands for student information from internal and external sources as well as CALPADS certification requirements, Educational Services is unable to sustain services based on current staffing levels. With the current capacity, we have been unable to meet timelines for routine and new work for our school sites, meet deadlines for our program grants, maintain accurate data in the system, and just recently failed to certify with the State's Fall 2 CALPADS certification, which is serious. Another one of our greatest concerns is our inability to evaluate current categorical and grant programs serving our students. She quoted the overarching Aeries assessment finding conducted in June 2011: "There is a strong need for improvement in the way data is gathered, entered, and reported across the District and that this has resulted in confusion, inefficiency, duplication of effort among staff and, at times, inability to provide needed data. There is a general lack of uniformity and consistency of process for working with student data across the District."
Staff provided the Board with two options:
Option 1: Create a new department in Educational Services: Student Data and Accountability
- Decouple the Aeries/CALPADS work from Curriculum & Instruction
- Restructure the work related to student data including assessment
- Eliminate the position of Assistant Director of Research & Program Evaluation to restructure two manager positions: (1) Director of Student Data and Accountability and Coordinator of Data and Assessment
- Approximate Total Cost for 2011-2012: $120,000,including benefits
- No direct impact to the General Fund: $105,000 from District MAA, $15,000 from City ASES one-time carryover
Option 2: Add a Coordinator of Assessment to Curriculum & Instruction and restructure the work of the Assistant Director of Research and Program Evaluation
-
- Approximate Total Cost: $103,770, Step 5
$111,200 including benefits
- No direct impact to the General Fund: $96,200 from District MAA, $15,000 from City ASES one-time carryover
The Board agreed that it was important that the District meet CALPADS certification requirements. Trustees Sullivan, Almonte and James felt that creating a new department in Education Services (Option 1) would support the growing needs, requirements, and overall health of the District; however, Trustees Carey, James, Katz-Lacabe, Mack-Rose, and Prola raised concerns regarding the funding sources i.e. one-time City ASES carryover and the sustainability of MAA funding, noting that in light of the District's financial situation and constraints, preferred, at this time, Option 2: Add a Coordinator of Assessment to Curriculum & Instruction and restructure the work of the Assistant Director of Research and Program Evaluation.
As the meeting approached the 10:30 p.m. adjournment, on a motion was made by Trustee Katz-Lacabe, and seconded by Trustee James at 10:23 p.m., the Board meeting was extended to 11:30 p.m., by a 7-0 vote
After the discussion, Trustee Katz-Lacabe then made a motion to approve Option 2: Add a Coordinator of Assessment to Curriculum & Instruction and restructure the work of the Assistant Director of Research and Program Evaluation, which passed by the following vote: |
- Motion made by Mike Katz-Lacabe and a seconded by Ron Carey. |
No Hermy Almonte. No Carmen Sullivan. Yes Lance James. Yes Ron Carey. Yes Diana Prola. Yes Mike Katz-Lacabe. Yes Morgan Mack-Rose.
|
|
| The Board will discuss and consider approving the Redesign of the Aeries Student Information System and California Longitudinal Pupil Achievement Data System (CALPADS)Within Educational Services, including the Job Descriptions and Positions. |
| Board Curriculum Committee |
Aeries Student Information System is an essential function our schools and the District.
The District requested an external Aeries assessment late spring. The overarching result indicated that "There is a strong need for improvement in the way data is gathered, entered, and reported across the District and that this has resulted in confusion, inefficiency, duplication of effort among staff and, at times, inability to provide needed data. There is a general lack of uniformity and consistency of process for working with student data across the District."
As an Aeries user for the past 10 years, our staffing structure included one information data technician, part of the work of one educational data secretary, and overseen by the Assistant Director of Research & Program Evaluation in the Department of Curriculum & Instruction. For the size of our District, this is inadequate. Through the years, we have been unable to effectively systematize and maximize user processes and accountability for our many purposes thus the capacity building of common processes is compromised.
The proposal is to redesign the work of Aeries and CALPADS to support our growing needs, requirements, and overall health of the District. Currently this work is embedded into Curriculum & Instruction. The proposal is to de-couple it from this department and form its own department under Educational Services since this work serves every school and every department in the District.
The presentation will outline the details of the proposal for your discussion and consideration.

Due to the lateness of the hour, the Board felt they would be better served by scheduling a special workshop to discuss Conference Item X1-Draft 2011-12 District Goals and X2-Board Self-Evaluation. Superintendent Cathey and President Mack-Rose will work together to schedule a work session, so that the Board can focus their full attention that these items deserve. |

| Board of Education |
| |
| Discuss, refine and consider adopting District Goals for the 2011-2012 school year. |
| Board Bylaw BB 9000 |
On an annual basis the Board of Education discusses their priorities and the needs of the District around which they establish District goals for the current school year. For the 2010-2011 school year, the Board identified five major areas of focus; Those areas included:
- Educate the Whole Child: Ensuring the academic, physical, social and emotional well-being of every student emotional
- Financial Stability: Ensure the fiscal solvency of the District
- Communication and Community Engagement: Ensure ease of access to accurate and timely information
- Human Resources: Attract and retain high quality teachers, administrators, and classified staff E
- Ensure Safe and Well Maintained Facilities: Maintain and improve our existing facilities
It is recommended that the Board maintain these five overarching goals as the District goals for the 2011-2012 school year and add Goal #6: Board Governance. For each overarching goal, there are subgoals which further delineate the areas of focus and provide direction to staff.
The Board provided input to the Superintendent at the Board meeting on September 7, 2011. The suggested changes have been incorporated into the revised draft of the goals. The draft 2011-2012 District goals and sub-goals will be available at the meeting.
The Board will further discuss, refine and possibly adopt the goals for implementation during the 2011-2012 school year. Upon adoption, the Superintendent along with staff will identify specific action steps, with measurable outcomes, to be implemented throughout the school year. These action steps will support the Superintendent and staff in meeting the Board goals and priorities. |

| Review and discuss the 2011-2012 Board of Education Self-Evaluation Survey Summary Results and consider future areas of focus for the Board. |
| Board Bylaw 9400 |
Professional Governance Standards as adopted by the California School Boards Association (CBSA) are used by local governing boards to help increase board effectiveness and raise public awareness of the role of governing boards. It is common for boards to complete a self-evaluation survey as one way to assess their effectiveness and to identify areas of growth and next steps. One component on the self-evaluation survey is Governance Responsibilities which includes: Setting Direction, Establishing Structure, Providing Support, Ensuring Accountability, and Community Leadership. A second component on the survey is Effective Board Operations which includes: Board Unity, Board Role, Board Culture, Board Structure, Preparing for Meetings, Conducting Meetings, and Managing Transitions. The San Leandro Board of Education, in keeping CSBA recommended effective governance structures, completed the survey and will review and discuss the survey summary. The summary information will be used to identify areas of strength and areas of growth for the Board as a whole for the 2011-2012 school year. The Self-Evaluation Survey is attached. |

Trustee Almonte commented on International Day of Peace which was established in 1981 to coincide with the opening of the General Assembly and is celebrated on September 21 each year to recognize the efforts of those who have worked hard to end conflict and promote peace. The International Day of Peace is also a day of ceasefire- personal or political.
Trustee Prola asked for clarification regarding the role of the Board, should we have a major disaster such as an earthquake, and asked the Superintendent for direction. She also shared her frustration of spending at least ten minutes navigating through the District phone system and asked that this be addressed. Trustee Prola reminded the Board of the Alameda County Teacher of Year Awards, which will be held at the Arts Education Center on October 6.
Trustee Carey attended Back-To-School Night at Wilson Elementary School. He was happy to see all of the positive input shared at the Community Forum, and noted that the name plates that the community can purchase are beginning to be placed on the seats in the AEC. He will be attending Back-To-School Night at Muir. He also received an invitation from Jennifer Gravem, Associate Principal of the Fred T. Korematsu campus, to join her in a tour of the facility. He plans on following up.
Trustee Katz-Lacabe noted that in relation to the Forum last night, the single biggest factor for determining whether a student brings a gun is not race, or socioeconomic status, it's how they are doing academically and whether they are supervised after they leave school. He hoped that in the long term, the District's Tiered Intervention would address that issue.
Trustee James commented that in relation to technology, the Policy Committee should consider establishing a District policy with regards to teachers/professional "friending" their students on Facebook. He also shared comments made by a Williams Act inspector that her visit to Garfield "was fabulous" and thanked those involved with that visit. Responding to Trustee Prola, he thought that as a member of the public sector, the Board is required, as all district employees are, to report to a center in the event of a major disaster. Trustee James attended Back-To-School Night at Washington and Roosevelt Elementary Schools.
Trustee Sullivan felt that a lot of good ideas were shared at the Forum. She also noted that as a member of the Disaster Preparedness Council which meets quarterly, she shared with the Superintendent a list of contacts in case of an emergency. She hoped to try and visit the middle schools for their Back-To-Night.
Trustee Mack-Rose thanked staff for all of the extra hours spent on the incidents that occurred recently at the high school. She also commented that it would be a good idea for a Board member to participate in the task force to develop a comprehensive safety plan which is being created by the high school principal. Trustee Mack-Rose will discuss the process with the Superintendent. |
