P.3.b. Temporary Increase in Substitute Teacher Compensation
Rationale:

Due to  the extraordinary circumstances of the pandemic we are aware that the substitute teacher pools may be limited and we are taking a proactive approach to assure that our substitute rates are competitive with surrounding districts.  It is typical of School districts to significantly increase substitute pay to encourage work during  difficult times.

In order to retain our substitute teacher pool during this time, staff is recommending that the board authorize a temporary flexibility to increase substitute pay to $270 per day through June 30, 2021 to address any possible certificated substitute shortages.

Approval of this agenda item will authorize this daily rate increase, and will allow staff the flexibility to designate which days and how many substitutes will receive this pay increase as a result of providing in-person substitute teaching.  This increase will not impact the compensation of any certificated staff members in differential pay status who have their pay affected by the daily substitute rate. For these teachers the current $170 daily rate will continue to be used in differential pay calculations.

Recommended Motion:

Approve the temporary increase in the substitute teacher daily rate.

Financial Impact:

Currently the daily rate for substitute teachers is $170 per day. Temporarily increasing the rate to $270 per day results in an increased cost of $100 per day per substitute teacher. The exact cost (if any) will depend on whether or not there is a need for in-person substitutes and the number of substitutes that are paid during these days at the increased rate.

P.3.e. Educational Services Division Reorganization Proposal
Rationale:
An assessment of educational services division programs was conducted. This involved a systematic review of programs, services as they related to the district's current and anticipated future needs as the result of the pandemic in the past year and recommendations that resulted from our recent Federal Program Monitoring review.  As part of this assessment it was determined that the efficiency and effectiveness of the delivery of services to our students, staff and families would be best met by reinstating positions to enhance services to support  any gaps created  by learning loss and enhancing support for English Language Learner programs.

Recommended Motion:

As a result of this assessment, staff is recommending that the SLUSD Board of Education approve a restructuring of the educational services division that realigns programs and services in the following areas: (1)   Instructional Support Services for departments and  schools that provide support services for our schools, students and families. This realignment is illustrated in the attached management re-organization  chart. In addition, the recommended reorganization does the following:

1.Creates one Director position to oversee the Instructional Support Services areas for Teaching and Learning;

2.Creates one Assistant Director position to assist in overseeing the Instructional Support Services to support site principals, staff and families;

3. Creates one Principal on Special Assignment position to support with implementing programs and services that will attend to any learning loss needs at our sites.

Supporting documentation for these recommendations is attached to this agenda item.

Rationale:
The regulations of the Williams lawsuit settlement require school districts to complete “Quarterly Complaint” reports that document the number of complaints for textbooks and instructional materials, teacher vacancies and mis-assignments, and facilities conditions. Additionally, effective January 2008, as a result of settlement with the California State Department of Education, districts are required to implement the Valenzuela Settlement Legislation (Assembly Bill 347). Notification regarding the complaint process is integrated into the Williams Complaint form which is posted in every secondary classroom as required. For the period of January - March, 2021, the school district did not have any complaints.
