California School Board Association (CSBA) will transfer the Agenda Online software platform to the new Governance and Management using Technology (GAMUT) Meetings platform.  Their original plan was to transfer from Agenda Online to GAMUT meetings by June 30, 2021.

Due to the challenges school districts are facing to support students, staff and families during the return to in-person instruction and the feedback received from members, CSBA is extending the deadline to transfer to GAMUT Meetings to June 30, 2022.

In order to continue using the Agenda Online program with a switch to GAMUT Meetings before June 30, 2022, CSBA is requiring a new contract be entered into and agreed to for a two-year period with a tiered pricing transition for GAMUT Meetings.

P.2.a. San Leandro Unified School District Original Budget 2021-2022
Rationale:

Staff is presenting the district's 2021-22 Original Budget to the Governing Board for adoption.

The budget reflects estimates from the Governor's May Revision budget proposal.  At the time the district's budget was completed, the legislature and governor had not yet come to a final budget agreement.  The state's final budget may result in lower district expenditures in pension costs, unemployment insurance, and no apportionment deferrals next year.

The district budget includes an LCFF COLA of 5.07% and a COLA of 4.05% for state Special Education and other categorical programs.  This represents a two-year COLA due to the 0% funded COLA in 2020-21.

The budget is balanced in all three years of the multi-year projection and maintains the minimum 3% reserve.

Staff recommends adoption of the district's 2021-22 budget.

P.2.c. Approve Resolution 21-24 To Open a Fund for Transfer and Repayment of the Tax Revenue Anticipation Note (TRAN)
Rationale:

The Board approved resolution 18-45 in 2018 to close several funds with the Alameda County Treasurer that were unused and not needed.

ACOE has requested that the district re-open one of those funds to hold proceeds of the Tax Revenue Anticipation Note according to the prescribed repayment schedule.  The TRAN funds are currently held in the General Fund (Fund 01) to help with cash flow needs that were anticipated as a result of the state's deferral of district apportionments.  As deferred funds are received from the state between July and November 2021, a portion of the TRAN funds will be transferred to the new sub fund until all funds are collected and ready for repayment to the lender in January.  Interest on the TRAN funds will accrue to the new sub fund, and eventually be transferred back to the General Fund.

It is expected that the TRAN fund will not be needed after January 2022.

P.2.d. Approve Agreement with ProTowing & Auto Body, Inc
Rationale:

District staff has been researching options for a contract with a towing company to provide tow services.  Currently, the district is not able to request a vehicle to be towed towed from district property unless the vehicle is is stolen or poses a significant public safety hazard.  Entering into an agreement with ProTowing & Auto Body, Inc. would allow district staff to request that abandoned vehicles or other vehicles that are improperly parked on district property be removed.

There is no cost in having a vehicle towed under the agreement.   Based on past experience, the tow service would only be requested on a very small number of occasions per year.

Recommended Motion:
Approve agreement with ProTowing & Autobody, Inc to provide towing services as needed on district property.

P.3.b. Revised 2021-2022 and 2022-2023 School Year Calendars
Rationale:

School year calendars are developed for families and employees each school year. These calendars have been revised for the following reasons:

2021-2022

  • Back to School Night Date changed for all schools to move all Back to School Nights after Labor Holiday and after beginning of the year assessment for elementary schools. We also adjusted dates to observe Yom Kippur (Jewish Holiday).

  • To add 5 instructional days to the 2nd quarter. Before the change, the 1st Quarter had 47 days and the 2nd Quarter had 32 days. With this proposal changed, each quarter will have  42 days and 37 days respectively. This will also match the number of instructional days for SY 2022-23.

2022-2023

  • Back to School Night Date changed for all schools to move all Back to School Nights after Labor Holiday and after beginning of the year assessment for elementary schools.
  • Change the date of Professional Development Day # 2 from 10/17/ to 10/24 to avoid scheduling the PD during Shemini Atzeret (Jewish Holiday).

  • Adjust the dates for parent conferences from October 10-19 to October 10-18  for grades 4 & 5 to have 7 days for parent conferences. October 17 will be changed to a regular school day.

Rationale:
An assessment of the Educational Services Division’s (Instructional) Technology, Assessment, Research and Evaluation (TARE) and the Technology Department was conducted through one on one listening interviews and a review of tech tickets and service requests. P.3.d. Consulting Agreement between SLUSD and Promise54
Rationale:

The impact of the COVID-19 pandemic has been disproportionately difficult on students and families who were already experiencing inequitable outcomes. SLUSD acknowledges its responsibility to directly address the systemic inequalities that may be present in our school system to increase positive outcomes for all of our students. This will require us to deeply examine and understand our own implicit biases and to integrate into our organization policies and actions that directly address issues around diversity, equity and inclusion (DEI).  Promise 54 will provide the following services to support our efforts in attending to our goals in our new strategic plan specifically in:

  • Develop and align a DEI Action Plan and Talent Ready Culture  vision and goals

  • Develop multi-year Talent and DEI plan to address key priority areas; review draft plan and solicit feedback; align on two to three priorities to pursue through partnership with Promise54

  • Plan will include sequencing and key action steps for the upcoming 18-24 months

  • Support SLUSD  leadership team  to release a  DEI Plan Summary  to the organization for transparency of deliverables

  • Identify potential Leadership teams that will provide contextual and on-the-ground perspectives on emerging insights and recommendations; attend, engage, and provide input during scheduled working sessions

This partnership will formally launch our intentional efforts focused on the implementation of the equity centered goals in our new Strategic Plan and continue to advance the SLUSD Equity board policy.

P.4.c. San Leandro USD 2021 Local Performance Indicators
Rationale:

State data is not available for some priority areas identified in the Local Control Funding Formula statute. For these priority areas, the State Board of Education approved the local indicators, which are based on information that a local educational agency collects locally.

As established by Senate Bill 98, CDE did not publish the Dashboard in December 2020 based on performance data on the state and local indicators. As such, school districts were not required to report local indicator data for 2020. However, the local indicator standards adopted by the SBE in January 2020 remain unchanged and must be considered when developing the 2021–22 through 2023–24 three-year LCAP. As part of the process school districts are required to annually measure progress on local indicators and report the results at a regularly scheduled public meeting of the Local Governing Board. These local indicators appear on the California School Dashboard along with the state-measured indicators. The 2021 California School Dashboard is scheduled for public release in December 2021.

P.4.e. Approval of Advanced Placement Mathematics Curriculum Adoption
Rationale:

The 2021 Advanced Placement Mathematics Curriculum adoption process began in March 2021 to review instructional materials by course. Committee members reviewing instructional materials for Advanced Placement Statistics and Advanced Placement Calculus AB engaged in a prescreen of materials using a list of recommended textbooks from the College Board’s Example Textbook lists for each course. After each program review, committee members completed a rubric to analyze the program, engaged in committee debrief sessions, and gave feedback to the final recommendation report that was presented to the Board Curriculum Committee (BCC) on May 24, 2021. The committee recommends:

  • AP Stats: Modeling the World (Savvas, physical and/or digital; the AP Test Prep Supplement, and the StatCrunch software).
