District Goals #1 and #3
Background Information
To meet our District goal focusing on equity, accelerating student learning to close the achievement gap, and making strides on our Program Improvement and Principal Learning plans, it is essential to continue strengthening and sharpening highly proficient and successful leaders so they lead their schools and the District towards meeting the needs of all students. In addition, our District is actively participating in the Southern Alameda County Regional Educational Alliance (SACREA) Collaborative, which includes San Lorenzo USD, Hayward USD, Southern Alameda County Alliance of African American Educators, parent leaders, Cal State East Bay, and Mills College, to effectively address the academic achievement of our African American and Latino students. Participating in SACREA requires leaders to increase the academic outcomes of these young people. It recommends Districts provide professional development for our school leaders so they may be skilled in the deep understanding and implementation of innovative and culturally relevant educational services. The District proposes to contract with Pacific Educational Group to provide professional leadership development, coaching, and a learning platform through, ?Creating Equitable Bay Area Schools? (CEBAS) Principal Racial Equity Professional Learning Forum The agreement provides training for 23 Site and District administrators. Included is a description of the scope of work for each cohort.

Quick Summary/Staff Recommendation
Approve the Contracted Services Agreement between San Leandro Unified School District and Solution Tree, Inc. for Professional Learning Communities Training for K-12 Staff During the 2011-2012 School Year
Background Information

The District Instructional Plan's goal is for "continuous academic growth for every student every year...no exceptions".  The plan includes targeted research based and high leverage practices:

  • standards aligned differentiated instruction
  • culturally responsive teaching and learning
  • data driven continuous improvement
  • safe climate and strong relationships

In order to address these important areas, the District seeks to utilize our professional development funds to provide a framework to deepen this work. This framework is called Professional Learning Communities (PLC) based on Richard DuFour's research.  Its purpose is to support the implementation of professional learning communities by providing administrators and a cadre of teachers with the knowledge, tools, and skills to effectively support schools and staff through the change process and implement, lead, and sustain a PLC at the site level.  The objectives include:

  • Understand the concept and attributes of a professional learning community.
  • Examine research-based best practices and standards for becoming a professional learning community.
  • Experience and create sample processes and products reflective of professional learning communities.
  • Acquire strategies and tools for designing, implementing, and evaluating a school?s journey towards becoming a professional learning community.
  • Design a plan of action for implementing the professional learning community concept at your school.
  • Participate actively by engaging in conversations and teamwork.
  • Reflect on and self-assess personal knowledge, skills, and beliefs.

Solution Tree will provide a two-prong approach to this comprehensive effort for our K-12 staff:

  1. K-12 teachers will receive 1 full day of overview training and practical implementation of strategies related to important PLC concepts.  We are fortunate to have the Superintendent of Sanger USD who has been implementing this work with high student achievement results, and is a similar school like ours since 2003. This training will take place on our staff development day, October 31.
  2. Secondary (6-12) Coaching Academy for 50 participants; 6 full day sessions throughout the school year.  This implementation model also includes 4 PLC toolkits and email/phone support from Master Coaches all year.
    • SLHS: 25 staff
    • Bancroft and Muir: 10 staff each
    • District Office: 5 staff

Although this is a massive secondary effort to provide the PLC training, the elementary staff will gain the framework and take in these best practices and try them as they move into their full training a year from now.

Please refer to the contract services agreement for additional details.

Background Information

The Food and Nutrition Services Department requests that the Board adopt Resolution No. 11-44 proclaiming the week of October 10 ? 14, 2011, as National School Lunch Week. National School Lunch Week is a special week made possible by the School Nutrition Association, national affiliate of the California School Nutrition Association, and each year a campaign is developed that helps to give attention to the school lunch program focusing on the benefits of school meals.

The primary goal of the School Nutrition Program is to improve the health and nutritional status of students. This year?s National School Lunch Week theme is centered on helping students learn about where food comes from. The key message used during the National School Lunch week is:

?School Lunch ? Let?s Grow Healthy? will help students understand where food comes from while highlighting the overall benefit that school lunches help kids grow strong and healthy.

Further, the National School Lunch Week 2011 theme provides the opportunity to try something new and promote locally sourced foods.

The Construction Manager has reviewed the budgets for Lincoln and Adult School (Muir) and has determined that to financially close out the obligations on these fast track projects, each of these projects will require a budget increase.  The required increase is $10,000 at Lincoln and $5,000 at Adult School (Muir).

The cost drivers that associated with these final budget adjustments were:

  • At Lincoln HS, because this was a fast track project, the education program & curriculum was not completely defined when the project began and it required revisions to the building and utilities.  As the Principal continued to develop his program during summer construction, the curriculum driven changes resulted in facility and site change orders.
  • At Adult School (Muir), because this was a fast track project, the educational program and curriculum was not clearly defined when the project began, so the original budget did not account for large scope of moving costs including moving costs from adjacent campus; moving cost for furniture, fixtures and equipment from several sites, such as Bancroft Ave Adult Ed and Williams St Adult Ed.  Additionally, the late start and the compressed accelerated schedule to meet the fall school opening generated additional costs.

The work is complete and inspected, the construction manager has negotiated the final change orders with the general contractors, and the tenants have occupied the facilities and are providing their respective educational programs.

The $15,000 budget increase would be funded from Measure B Financial Reserve.

The Board?s approval of this change order (CO) #3 also means the Board has approved the budget transfer of $15,000 from the Financial Reserve as the project requires this transfer to pay for the CO. Facility and Technology has recommended the transfer of the $15,000 from Finance Reserve.

Board Committee
Facilities and Technology Committee: September 21, 2011
Background Information

Renovation of the CTE Center, Shop Building, was identified in the Measure B language. AEDIS Architects was retained to prepare the design and construction documents for the renovation.  Plans and specifications were approved by the Division of the State Architect (DSA) and the project was bid through the requirements of Public Contract Code.  The project is scheduled to be completed during the next two years.  Work began during the 2010 summer break when no students were present.  The renovation will include structural improvements, restrooms, new shop equipment, lighting, roofing, and painting.

The Board previously approved the construction contract with D.L. Falk Construction Inc. on April 14, 2010.

Subsequently the Board approved:

  • Change Order (CO) #1 on December 7, 2010, in the amount of $57,695.
  • CO #2 on January 11, 2011, in the amount of $20,424.
  • CO #3 on February 8, 2011, in the amount of $30,672.
  • CO #4 on April 19, 2011, in the amount of $144,251.
  • CO #5 on July 19, 2011, in the amount of $101,496.
  • CO #6 on July 19, 2011, in the amount of $88,980.
  • CO #7 on August 2, 2011, in the amount of $93,104.
  • CO #8 on August 16, 2011, in the amount of $53,771.
  • CO #9 on September 20, 2011 in the amount of $38,360.

This CO #10 a credit of <$345,838> is a <6.8%> decrease to the prior construction contract amount of $5,072,753.  The project remains substantially below the construction budget of $6,501,349.

Based upon the amount of hidden and unknown conditions experienced in the renovation of the existing sixty year old shop building, and both the acknowledged and disputed impacts upon the existing contractor and their original contract scope, the District and their professional design and construction team members, construction manager and architect, are planning to remove scope that has not been started and/or is not absolutely necessary for this current year?s school curriculum or operations from the District?s existing construction contract with D L Falk Construction, Inc.

District staff, with the program manager and the construction manager and architect, will create a SLHS CTEC Phase II project to execute the remaining required build out and renovation of the shop building to satisfy the requirements and commitments of the three (3) Career Technical Education Facility Program (CTEFP) grant provisions.

The plan for the Phase II project is to first identify and refine necessary scope, get proposals and execute amendments to authorize the architect, construction manager and inspector to start on a Phase II project, prepare drawings & specifications, submit to DSA, bid, award and construct with another general contractor next summer, 2012.

The current project budget is $10, 444,105.  There is sufficient project budget to fund and execute a Phase II project of $2,100,000 to $2,500,000.

Currently, the District has committed approximately $6,900,000 and expended approximately $6,300,000, on the SLHS CTEC project, which houses the three CTE programs covered by the grants.  The required qualifying expenditures to satisfy the terms of the grants is a total of $9,000,000.

Board Committee
Facility & Technology Committee on September 21, 2011.
Background Information

In anticipation of new facility projects to be completed from the project list generated by the passage of the November 2010 General Obligation Bond, District staff drafted, with legal counsel assistance, a Request for Qualifications (RFQ) in January of 2011, with the goal of selecting a pool of qualified construction managers.

On January 24, 2011, the District released a Request for Qualifications (RFQ) for submissions of a Statement of Qualifications (SOQ) for construction management services from firms interested in providing professional services to the District. The District required that firms interested in submitting an SOQ be licensed, insured, and maintain a full-service construction management office within one hundred miles of the District.  The SOQ deadline was Friday, February 4, 2011, by 5 p.m.

On February 4, 2011, the District received sixteen (16) Statement of Qualifications (SOQ) packages by the deadline.  During the qualifications based submittal and selection process, the District reviewed and considered the following information:

  1. The number and relevance of K-12 school related new construction and modernization projects managed by the firm in the past five years, the firm?s experience with value engineering, life cycle cost analysis and bid alternates, the firm?s DSA experience and qualifications of the proposed staff for each of the firms.  Experience in urban development and the public process of communicating effectively with a diverse community of stake holders.
  1. The firm?s ability to meet project budgets and schedules; percent of change orders for construction projects; if there was any litigation on the firm?s projects, experience with sustainable design and construction (CHPS, HPI & LEED) projects; and experience working with and getting input from community groups.

The District received sixteen (16) outstanding proposals. Staff did a screening to invite a shortlist of eight (8) qualified construction management firms to interview.  These firms were interviewed on March 17 and 18, 2011, and a secondary screening and reference check was completed to determine a final list of qualified construction management firms to complete the voter approved Measure ?M? projects.

On April 5, 2011, the Board approved the CM pool and the selection of Van Pelt Construction Services (VPCS), The Alley Group (TAG) and Harris & Associates (H&A).  The Board authorized District staff to make project assignments and negotiate agreements with any or all of the firms in the pool.  On May 5, 2011, District staff finalized the project assignments for the CM firms, as follows:

Trustee Katz-Lacabe was concerned about the District's capacity to comply with the many specifically-detailed requirements contained in this Board Policy and Administrative Regulation.

Assistant Superintendent Debbie Wong explained that this policy is based on CSBA's model policy and these items are all mandated. Many of these items the District is currently doing such as tracking data; however, we need to strengthen our systems and this policy will give us the "teeth" to prioritize our work and put some systems in place.

Trustee Katz-Lacabe would like to see the District be more pro-active with regards to notifying the parents when their student is truant before the end of the year.  In addition, with regards to prioritizing, he would like see the focus be on the younger grades.

Background Information

In support of our current Board Policy 5113 Absences and Excuses, the District is recommending approval of a new Board Policy 5113.1 and new Administrative Regulation 5113.1, Chronic Absence and Truancy, as a support policy and procedures to address those students who are chronically and habitually truant. The new policy and administrative regulations define chronic truancy as a student who has been absent from school without a valid excuse for 10 percent or more of the school year per Education Code 48260-48263. The Policy and Administrative Regulations include processes to communicate and work with students and their families on curbing and/or eliminating excessive absences from school, which is an early warning sign towards poor academic achievement.

First established by the Filipino American National Historical Society in October of 1988, this month is officially recognized by the California Department of Education as a month to celebrate Filipino American citizens. He asked and received consensus to have staff bring forward a resolution declaring the month of October as Filipino American History Month.

Trustee Carey commented that Lori Watson gave him a tour of the Fred T. Korematsu campus.  He encouraged everyone to attend this Friday's football game against Castro Valley in support of our student athletes.

Trustee Katz-Lacabe commented on the Online Agenda, noting that while he is happy that all the documents are in PDF format on the website, he still finds it "annoying."

Student Board Member Martin commented that he will be attending Eat Out for Education tomorrow night.

Trustee Prola, along with Trustee Carey, attended a fundraiser for "Curtain Call" the new resident theatre company at the AEC.  She visited Garfield and was given a tour by the principal, describing the "Garfield Wave" which students do when someone enters the room rather than speaking out.  She also attended the Back To School Night at Bancroft Middle School and found it to be well attended.  She sat in on the Kindergarten Readiness Study.

Before adjourning the meeting, Trustee Prola asked for a moment of silence for Leneasha Northington and Martin Francis.
