P. ACTION/DISCUSSION ITEMS
P.1. General Services
P.1.a. Adopt Resolution 21-38 Continue Conducting Meetings via Teleconference per AB 361Was edited within 72 hours of the Meeting
Rationale:

On September 20, 2021 Governor Gavin Newsom signed an executive order waiving the application of AB 361 until October 1, 2021, when the provisions of a prior executive order that established certain requirements for public agencies to meet remotely during the COVID-19 emergency will expire.

AB 361 extends the flexibilities provided in the Governor’s prior executive order to local and state bodies to hold public meetings electronically beyond the executive order’s September 30, 2021 expiration date. The order specifies that for any meetings held to determine if remote meetings are justified beyond September 30, local legislative bodies must follow the statutory requirements established by AB 361.

The action provides clarity for local legislative and state bodies about the applicable requirements for holding remote meetings.

With AB 361, San Leandro Unified School District can continue to hold Board meetings via Zoom provided a few conditions are met.  Since Alameda County’s Public Health Department no longer has a social distancing requirement, the District’s Board must make a finding that in-person meetings “present imminent risks to the health or safety of attendees.”

Approve Res. 21-38 To Continue Conducting Meetings via Teleconference per AB 361.

P.4.a. Server Room Rack and UPS Upgrade
Rationale:

The SLUSD District Server Room currently has generator backups but no room-wide battery backups.  When power cuts out it can take up to a minute for the generators to activate which means equipment can suffer a loss of power during that time.  An abrupt loss of power can damage sensitive equipment and cause data loss.  The room is also physically at a low point in the construction of the facility which can cause water to pool into the server room during heavy rains.  This proposal is for a new battery backup system and rack units which allow us to elevate equipment from the bottom of the floor.

This item was reviewed by the Facilities and Technology Committee at the October 6th Meeting.

Rationale:
The regulations of the Williams lawsuit settlement require school districts to complete “Quarterly Complaint” reports that document the number of complaints for textbooks and instructional materials, teacher vacancies and mis-assignments, and facilities conditions. Additionally, effective January 2008, as a result of settlement with the California State Department of Education, districts are required to implement the Valenzuela Settlement Legislation (Assembly Bill 347). Notification regarding the complaint process is integrated into the Williams Complaint form which is posted in every secondary classroom as required.
