We take a moment to recognize that the City of San Leandro sits within the traditional homeland of the Halkin (Jalguin) - a Chochenyo Ohlone and Bay Newuk-speaking people. This ancient place, which is also named Halkin, has been settled, nurtured and loved since time immemorial by the Halkin people. Because of the strength and determination of their ancestors and elders, the Halkin people continue to live and thrive in contemporary San Leandro, and the surrounding area, in an uninterrupted manner. We recognize their deep, living presence - and we give gratitude for the opportunity to gather and live on this beautiful land. Consistent with our values of community and diversity, we acknowledge and make visible the city of San Leandro's relationship to the Indigenous people of this beloved place.

The Board of Trustees believes that the diversity that exists among the district's community of students, staff, parents/guardians, and community members is integral to the district's vision, mission, and goals. Addressing the needs of the most marginalized learners requires recognition of the inherent value of diversity and acknowledgement that educational excellence requires a commitment to equity in the opportunities provided to students and the resulting outcomes.

Since 2012 the District implemented the use of Certica Solutions which is now Instructure in order to ensure our CALPADS data is accurate and complete as well as meet our compliance deadlines. It was found to be an essential process in ensuring school site and department CALPADS data is entered correctly and on time. Both site office staff have come to rely on daily reminders to update information and we have become much more efficient and accurate correcting CALPADS errors. The District is again seeking to renew the contract agreement with Instructure for Certify, which is Instructure hosted data certification service. They have a proven track record to support districts like ours to organize an easier electronic process validating and monitoring our data daily. It provides performance management to help districts analyze, track and improve CALPADS reporting and ensure compliance.

On September 20, 2021 Governor Gavin Newsom signed an executive order waiving the application of AB 361 until October 1, 2021, when the provisions of a prior executive order that established certain requirements for public agencies to meet remotely during the COVID-19 emergency will expire. AB 361 extends the flexibilities provided in the Governor’s prior executive order to local and state bodies to hold public meetings electronically beyond the executive order’s September 30, 2021 expiration date. The order specifies that for any meetings held to determine if remote meetings are justified beyond September 30, local legislative bodies must follow the statutory requirements established by AB 361.
The action provides clarity for local legislative and state bodies about the applicable requirements for holding remote meetings.
With AB 361, San Leandro Unified School District can continue to hold Board meetings via Zoom provided a few conditions are met. Since Alameda County’s Public Health Department no longer has a social distancing requirement, the District’s Board must make a finding that in-person meetings “present imminent risks to the health or safety of attendees.”

The SLUSD District Server Room currently has generator backups but no room-wide battery backups. When power cuts out it can take up to a minute for the generators to activate which means equipment can suffer a loss of power during that time. An abrupt loss of power can damage sensitive equipment and cause data loss. The room is also physically at a low point in the construction of the facility which can cause water to pool into the server room during heavy rains. This proposal is for a new battery backup system and rack units which allow us to elevate equipment from the bottom of the floor. This item was reviewed by the Facilities and Technology Committee at the October 6th Meeting. |

The regulations of the Williams lawsuit settlement require school districts to complete “Quarterly Complaint” reports that document the number of complaints for textbooks and instructional materials, teacher vacancies and mis-assignments, and facilities conditions. Additionally, effective January 2008, as a result of settlement with the California State Department of Education, districts are required to implement the Valenzuela Settlement Legislation (Assembly Bill 347). Notification regarding the complaint process is integrated into the Williams Complaint form which is posted in every secondary classroom as required. For the period of July -September, 2021, the school district did not have any complaints.

The impact of COVID-19 on the school district and virtual board meetings impacted Trustee Oshinski’s term as President. President Gonzalez suggested that Trustee Oshinski go back into the rotation as board clerk so that he can experience in person board meetings and district activities.
