O.2.a. Adopt Resolution No. 21-41 Accounting of Development Fees for 2020-21 (Presented Annually)
Rationale:

Government Code sections 66001 and 66006 imposed detailed requirements on public agencies that levy development fees. These sections require school districts collecting statutory school facilities fees to make an annual accounting of those fees available to the public at the end of the fiscal year.

The attached report provides additional detailed information of the developer fees which was already made public as part of the Unaudited Actuals report on September 14, 2021.

In addition, Section 66001 requires each district collecting developer fees to make additional findings every five years about any fund in which those fees remained un-expended at the end of a fiscal year. The District has expended the fees that are collected annually.

It is recommended that the Governing Board review this annual accounting and adopt the board resolution for the annual accounting of school facilities fees for the Fiscal Year 2020-21.

Attached are the following:

  • Resolution regarding accounting of development fees for 2020-21 Fiscal Year
  • Exhibit A
  • Exhibit B
  • San Leandro USD Fund 25 Capital Facilities Five Year Accounting of Revenues and Expenditures

By disclosing these reports, the District will have met the requirements of Government Code sections 66001 and 66006.

Each year, member boards elect representatives to the California School Boards Association's (CSBA) Delegate Assembly.  CSBA's Delegate Assembly is a vital link in the Association's governance and sets the general policy directions. Working with member boards, the Board of Directors, and Executive Committee, delegates ensure that the association promotes the interests of California's school districts and county offices of education. Delegates serve a two-year term beginning April 1, 2022.  There are two required Delegate Assembly meetings each year.  In 2022, the dates are May 21-22 and November 29-30.

Nomination and Candidate Biographical Sketch forms for CSBA's Delegate Assembly are now being accepted until Tuesday, January 7, 2022. Nomination instructions are listed below:

  • Any CSBA member board is eligible to nominate board members within their own geographical region or subregion.  For example, a board in Subregion A, cannot nominate a board member from Subregion B; both must be from same subregion.

  • Nominating boards must submit a separate form for each person nominated.

P.2.b. Resolution 21-43 Adopting New Trustee Area Map Based on 2020 Census Data
Rationale:

The California Voting Rights Act (CVRA) requires districts with trustee areas to review and update those areas every ten years following the release of census data.

Davis Demographics has provided a map showing the analysis of current trustee areas and a proposed map showing changes that would bring the district back into compliance with the CVRA for its six trustee areas.

Resolution 21-43 would authorize the updates to trustee areas beginning with the 2022 election cycle.

P.4.a. Approval of TK-5 History Social Science Units 1-2
Rationale:

The 2020 TK-12 History Social Science Curriculum adoption process began in early August 2020. The committee, composed of TK-12 teachers, administrators and specialists from across the district, engaged in a three month digital and print instructional materials review process to meet the demands of the California History Social Science Framework and California History Social Science Standards. Committee members developed an evaluation tool and rubric to conduct a preliminary materials review of multiple publishers. The TK-5 subcommittee recommended a custom curriculum for adoption built in house. The TK-5 Units 1-2 are ready for adoption. After adoption, the Teaching, Learning, and Educational Equity department will provide formats for continual feedback as these Units are amenable to revision.
