The majority of our district copiers and printers were placed in service in the 2014-15 through a contract with Ray Morgan Company. Additional copiers at some schools were placed in service in the 2010-11 school year. Many of the machines are coming to the end of their useful life span. Client Advantage Group (CAG) is an consultant that can assist the district with determining the district's actual need for copying and printing services. Under this contract, CAG would evaluate district needs, develop a Request for Proposals (RFP), and then run an RFP process to select a vendor. District staff has checked references for CAG, including the Hayward Unified School District. The rationale for using CAG is to provide the adequate number and size of copiers at each site while avoiding excess, and to engage in an RFP process that is more favorable for the district. The district's agreement with the Ray Morgan Company to provide services and supplies ends June 30, 2022. Ideally, the installation of new machines would happen during the summer months. However, the current supply chain issues may impact actual delivery dates. Staff is recommending approval of the agreement with CAG so that we can begin the process as soon as possible.

Our auditor, Eide Bailly, has completed the annual Measure J1 and Measure N bond audits. At this Board meeting, staff is recommending the acceptance of the following: - 2020-21 Measure J1 Bond Audit - Financial and Performance
- 2020-21 Measure N Bond Audit - Financial and Performance
Also attached to this item are standard letters provided by the auditor that give additional detail and context for the audits. The attached bond audits represent an unmodified opinion of the auditor. This means that the auditor concluded that the financial statements were presented fairly, in all material respects, in accordance with the applicable financial reporting framework. There are no findings in either audit report. Our bond audits would normally be presented at the December meeting along with the district financial audit. However, in early December the federal government released a notice indicating that there will be additional audit requirements related to federal COVID funds for the 2020-21 year. Our auditor believes that the new data requirements will be in place so that we can bring the district financial audit to the January 2022 board meeting.

Pursuant to the Agreement between the SLUSD and the California School Employees' Association, a reclassification hearing must be held annually for members petitioning to have their positions reclassified. Reclassification is a process by which employees can seek to have their positions reclassified to a new salary range or adjusted to changing duties and responsibilities. The reclassification panel met on June 23, 2021, and consisted of the Director of Personnel Services, the CSEA president, and a retired CSEA member who served as the jointly appointed third member of the panel. The role of the panel is to review petitions and make advisory recommendations to the SLUSD Board of Education. The panel considered three criteria when determining whether to recommend reclassification: 1. There has been a gradual increase of duties assigned to this position over an extended period of time that are more aligned with duties assigned to positions in higher classifications; 2. The alignment of the job classification with similar job classifications in other districts; 3. The duties assigned to this position have changed due to an identified need requiring different skills for the position. After review of the petitioners' requests, the panel is recommending the reclassification of the following current Program Coordinator position numbers: 1737, 1136, 1761 and 1736. Approval of this item will do the following: 1. Create the following job classifications: Family Engagement Program Coordinator Child Welfare and Attendance Program Coordinator College and Career Program Coordinator Work Based Learning Program Coordinator.
2. Approve the job descriptions for: Family Engagement Program Coordinator, Child Welfare and Attendance Program Coordinator, College and Career Program Coordinator and Work Based Learning Program Coordinator. 3. Set the salary range for the position at Range 48 on the CSEA salary schedule for the Family Engagement Program Coordinator and Child Welfare and Attendance Program Coordinator. 4. Set the salary range for the position at Range 46 on the CSEA salary schedule for College and Career Program Coordinator and Work Based Learning Program Coordinator. 5. Reclassify the incumbent employee in position # 1761 to Work Based Learning Program Coordinator retroactive to July 1, 2021. 6. Reclassify the incumbent employee in position # 1737 to College and Career Program Coordinator retroactive to July 1, 2021. 7. Reclassify the incumbent employee in position # 1136 to Family Engagement Program Coordinator retroactive to July 1, 2021. 8. Reclassify the vacant position # 1736 to Child Welfare and Attendance Program Coordinator. The rationale for this recommendation is that the duties, responsibilities, and skills needed to perform the functions of these positions have changed to be more specific in order to adhere to the requirements for each position. These include changes to the dynamics of monitoring attendance, family engagement and truancy post pandemic;alignment to specific goals for career pathways and for overseeing A-G and college and career funding requirements.

These shortages have impacted students and school staff alike, especially those in hard to fill positions such as special education. To minimize the impact of these staffing shortages, the district has partnered with Maxim Healthcare who will provide staffing support to Special Education classes while ongoing recruitment and hiring is being conducted to fill vacancies with permanent staff. SLUSD and Maxim Healthcare entered into a Master Contract Agreement on July 1, 2021 and this amendment will provide additional staffing support for any current vacancies that include para educators and Registered Behavior Technicians.

The Educator Effectiveness 2021-26 grant provides funding to education, school districts, charter schools, and state special schools to provide professional learning and to promote educator equity, quality, and effectiveness. Funding will be allocated to provide professional learning for teachers, administrators, paraprofessionals, and classified staff that interact with pupils in order to promote educator equity, quality, and effectiveness. SLUSD’s plan and funding addresses the following: Coaching and mentoring of staff serving in an instructional setting and beginning teacher or administrator induction, including, but not limited to, coaching and mentoring solutions that address a local need for teachers that can serve all pupil populations with a focus on retaining teachers, and offering structured feedback and coaching systems organized around social-emotional learning, including, but not limited to, promoting teacher self-awareness, self-management, social awareness, relationships, and responsible decision making skills, improving teacher attitudes and beliefs about one’s self and others, and supporting learning communities for educators to engage in a meaningful classroom teaching experience. Programs that lead to effective, standards-aligned instruction and improve instruction in literacy across all subject areas, including English language arts, history-social science, science, technology, engineering, mathematics, and computer science. Practices and strategies that reengage pupils and lead to accelerated learning. Strategies to implement social-emotional learning, trauma-informed practices, suicide prevention, access to mental health services, and other approaches that improve pupil well-being. Practices to create a positive school climate, including, but not limited to, restorative justice, training around implicit bias, providing positive behavioral supports, multitiered systems of support, transforming a school site’s culture to one that values diverse cultural and ethnic backgrounds, and preventing discrimination, harassment, bullying, and intimidation based on actual or perceived characteristics, including disability, gender, gender identity, gender expression, language, nationality, race or ethnicity, religion, or sexual orientation. Strategies to improve inclusive practices, including, but not limited to, universal design for learning, best practices for early identification, and development of individualized education programs for individuals with exceptional needs. Instruction and education to support implementing effective language acquisition programs for English learners, which may include integrated language development within and across content areas, and building and strengthening capacity to increase bilingual and biliterate proficiency. New professional learning networks for educators not already engaged in an education-related professional learning network to support the requirements of subdivision (c). Instruction, education, and strategies to incorporate ethnic studies curricula adopted pursuant to EC Section 51226.7 into pupil instruction for grades 7 to 12, inclusive.
