5. PUBLIC TESTIMONY ON NON-AGENDA ITEMS - 7:20-7:25 p.m.
Minutes:

The Board heard from the following students, teachers, parents, and community members urging the Board to dip into its reserve fund to maintain programs like counseling, music, and sports:  Jesus Rosales, Louise Shaw, Alli Oshida, Michael Alonzo, Jaime Turrentine, Martha Zarate,  Erica Rosales, Jared Mendioia, Bianca Luna-Acosta, Ariana Perez, Patty Fishbaugh, David Leese, Richard Mellor, Fred Reichert, Jocelyn Gooch, Monica Quinones (who also read a letter written by her 4th grade daughter, Jade), Sandra Martinez, Jim Prola, Dan Martin, Maureen Forney, Mary Styner, Carol Delton, and Erica Viray-Santos.  A group of students held a banner that read "We are starving for school funding." Three San Leandro High School seniors Veronica Mandujano, Kayla Ely and Ana?i Rosales, who are members of the Social Justice Academy, announced that they would be holding a hunger strike to protest the fifth year of budget cuts in the school district, commenting that this was their decision, and "If you're going to let us suffer, then let us suffer, but we will be the ones standing up for the kids' future."

In response,  President Mack-Rose commented that she respected the student's commitment and expressing it at the Board meeting, adding that "the impact is real and it is devastating and "we hear you."  "You shouldn't have to come to school board meetings and argue for a quality education because you deserve a quality education.  I certainly wouldn't want anyone to jeopardize their health for anything."

Following public comments, the Board thanked the students for coming tonight and commended the Social Justice Academy for educating the students about the state of the budget. While the Board understood, they expressed their frustration with the actions of Sacramento, and lack of organized action from the California Teachers' Association (CTA) and shared the following comments:

  • Dipping into the 3% reserves could subject the District to state control and then budget cuts would be decided by outsiders
  • The District is doing the best we can do with "the crumbs we are offered to try and make sure all of our students are educated."
  • I applaud the hunger strike, however, "your health is more important."
  • Seniors who are or will be 18, register to vote!
  • "Education is a civil right"
  • Read up on the health dangers of a hunger strike
  • The students have made valid statements and now is the time to unite
  • No one likes or wants to see cuts
  • It's always great to hear from those I represent
  • If every student at the high school makes one call, sends one letter, that will make a huge impact
  • Be the voice in the community, your voice means something
  • Contact your representatives in Sacramento through letters, telephone calls, emails urging them not to cut money from schools
  • Let's make our own San Leandro Action by coming together (Social Justice Academy, representing the high school students, San Leandro Teachers' Association, California School Employees Association, Teamsters/Trades) to schedule a phone bank to call our state representatives and take this energy and anger to the people who are making the decisions
6. PRESENTATIONS - 7:25-8:15 p.m.
6.1. Building Full Service Community Schools
Minutes:

As part of the District's tiered academic and behavioral intervention system as well as the recommendations from our behavioral health report, the District is envisioning the concept of San Leandro community support for student and family wellness through a full service community school vision.  Student wellness equates to high academic achievement and investing in our San Leandro children will require commitment and support from the San Leandro community.  One cornerstone to this support system includes a school-based health center. Through a community schools planning grant from the San Francisco Foundation, Educational Services staff has begun working with the Center for Strategic Community Innovation, an arm of Hatuchuel Tabernik and Associates (FTA), to facilitate this process. Debbie Wong, Assistant Superintendent, Educational Services and Tim Tabernik, from Hatchuel Tabernik and Associates, provided an introduction to Full Service Community Schools (FSCS) and shared the process and next steps.   Highlights included:

    • What are the needs of the District?
    • What are Full Service Community Schools (FSCS)?
    • What are FSCS key elements?
    • Why do we want FSCA in San Leandro?
    • What the benefits of FSCS?
    • What is the plan for SLUSD to be a FSCS?

The Board thanked staff and Mr. Tabernik for the presentation.  Comments included:

  • Wonderful idea and looking forward to doing whatever we can
  • Fits the whole child focus that we need
  • Great project
  • Take these resources and use them throughout the district
  • Schools are a natural community and hopefully we can make this happen
  • Concerns about integrating the program and using resources we have i.e. teachers & staff
  • The project needs a coordinator, who can pay for that?
Quick Summary/Staff Recommendation

Background Information

Cesar E. Chavez National Holiday was established by Los Angeles volunteers who organized and led the effort in California that won Cesar Chavez Day, the first legal state holiday and day of service and learning in honor of farm worker leader Cesar E. Chavez. The legal holiday bill introduced by then State Senator Richard Polanco (Los Angeles-D) was signed into law by then Governor Gray Davis (D) on August 18, 2000. The holiday is celebrated on Cesar E. Chavez?s birthday March 31st. This marked the first time that a labor leader or Latino has been honored with a public legal holiday.

San Leandro Unified School District honors the contributions of Cesar Chavez and recognizes his selfless dedication for economic justice, civil rights, environmental justice, peace, nonviolence, and empowerment of the poor and disenfranchised through Resolution 12-23.  Our schools promote these ideals through such efforts as our ?Season of Service, Period of Peace? service projects and activities that culminate on Cesar Chavez Day, March 31st.

Background Information
The District is in it's third year of a five year award for the 21st Century After School Education and Safety for Teens (ASSETS)grant. We were fortunate that the grant funded both San Leandro High and Lincoln Continuation High School (not the LAEC at time of funding)to develop comprehensive after school programs. While the grant is one award, it is divided between two sites based on federally determined attendance goals that must be met in order to continue to receive the full grant award throughout the five year cycle. At Lincoln, the attendance target is 65 students per day. Given that Lincoln has only 100 students, this is a very high percentage target attendance goal. In comparison, San Leandro High only needs to serve 138 students out of 2700 students. We have tried to develop a plan at Lincoln to both make our attendance targets and provide quality after school experiences for our students there. The grant plan utilizes a Site Liaison for Lincoln, who was able to work five hours a day, soley devoted to overseeing the ASSETs Program. The District posted the Classified Site Liaison position, which was finally filled in November. Unfortunately, the position has since become vacant again, and need to fill this void for the remainder of the school year. The position has been posted for three weeks, but there have been no internal candidates. As part of the grant application for 21st Century ASSETs funding, SLUSD indicated that it would "include partners with proven success at maintaining a high level of student engagement." In year one, when we went searching for models of ASSETs Contination School programs in the region, we were able to locate model programs in Oakland Unified run by Bay Area Community Resources. Unable to consider using their services at the time, we created a program inspired by some of their success. Seeing that we have had challenges in filling this role, we are now in a unique positon to pilot the organization to oversee our program for the remainder of the school year. Bay Area Community Resources (BACR) is a leader in the region for their ability to provide high quality after school programs. Currently they run 43 after school program sites in the East Bay, including schools in these districts: San Francisco, Mt. Diablo, Alameda City, Berkeley, Novato, West Contra Costa, Sausalito Marin City, and San Rafael. Six of those are funded by 21st Century ASSETs grants and five out of six of those sites are at Continuation/Alternative High Schools. Region-wide they operate 74 after school programs. They are a $27.5 million dollar agency. They employ over 900 people. Additionally, they are the largest vendor for Americorps Programs in the West Coast. In the East Bay alone, they employ 250 people, not including Americorps interns. They have been in the business of providing after school programs for over 30 years. They are an agency that has been around for 76 years. As is the case for our partnerships with other large non-profits in San Leandro (Girls Incorporated of Alameda County, Boys & Girls Clubs of San Leandro, Davis Steet Family Resource Center, to name a few) we receive many added value resources for our students through those agencies' ability to leverage outside funding that serve our youth. They bring large infrastructures to the table that provide our students with outstanding services with minimal costs. Their expertise is part of a larger long-range sustainability plan that includes the development of Full Service Community Schools for San Leandro Unified. Recently we convened an After School Collaborative, focused not only on looking at sustainability for the ASSETs program, but district-wide including our after school programs funded by ASES and Gear-Up monies. We have no assurance that at the end of the current cycles that any of these programs will be re-funded. We need to have our strongest partners serving our students, if we are to imagine continuing vital services for our students in the years to come. The MOU for BACR for the remainder of the 2011-2012 school year is for $20,000 funded from the ASSETs fund. The site liaison's position for the remainder of the year would have been $15,000. The added value by working with BACR will include a program manager who will be able to provide site observations, professional development, and coaching that currently we don't have the staff capacity or expertise to provide. Since they are one of the largest after school providers, they come with a large network of after school expertise. In addition, this organization can help us analyze our current contracted services and assess whether their organization can build coherence and provide more cost efficient yet effective programs and services for our after school programs. The contract would run through June 2012. In this period, BACR will not only be able to oversee the existing program and run it smoothly and efficiently, but they will complete all reporting requirements. In addition, we will have an opportunity to assess whether BACR will be a more viable solution. They will help us analyze and strategically plan next steps for our 21st Century program at Lincoln for the remaining two years.

Board Committee
Not Applicable.
Background Information
Schoolwires is a leading website hosting and design company that is geared towards educational institutions. Their primary focus is to provide schools and school districts with tools to enable those without website authoring experience to create and maintain web pages that will foster accurate communication and positive interaction with their stakeholders. Schoolwires? service allows a user to update and create a webpage through a Microsoft Word-like interface. No previous website development or programming experience is required on the part of the user. In addition, they provide survey functionality, online form creation, mass email and email alerts of specific page updates, calendaring, intranet and user role security. Eventually, if we were to expand this service to the school sites, the District, as a whole, would have a uniform and consistent online presence in terms of aesthetics and navigation. We are now in the middle of our second year using Schoolwires. San Leandro High School and Bancroft Middle have also been using Schoolwires to revamp their website with much success. It is now an integral part of their communications tools with parents and teachers. Other districts such as Santa Ana Unified, San Marcos Unified, Redwood City School District, Whittier Union High School District, Oakland Unified, Fremont Unified and Carmel Unified are all existing clients of Schoolwires. Currently, Schoolwires has a 99.47% customer satisfaction rating. The proposed contract for Schoolwires will be $2,259 for the 2012-2013 school year. This includes all support, web hosting and licensing fees. E-rate will be discounting this price (by an estimated 70%) which would reduce the cost to the District to just $668 annually.

PUBLIC COMMENT

Carol Delton, representing the San Leandro Teachers' Association on matters of budget and finance, commented on several items that were brought up this evening.  She was very glad to see that even when distracted by the economic uncertainties, the District is moving ahead with creative options such as a community student health center and similarly, earlier this year, conducting an energy audit.  She would like to see the District consider providing services, but at a less costly manner for a district this size, such as combining adult schools and summer schools with adjourning districts (which have been discussed). She also didn't think the speakers were suggesting dipping into the 3% reserve, but rather using most of the 14.5% unrestricted balance beyond the 3% reserve which she urged the Board to consider.

24. ADDITIONAL SUGGESTIONS AND COMMENTS FROM BOARD MEMBERS-10:15 pm
Minutes:

Trustee Sullivan praised the Washington Elementary School students for their eloquent performance and commended Principal Lantz's staff and parents for a job well done.  She drew the Board's attention to Lincoln High School student Doriana Smith who received an all-expenses paid America's Promise Alliance scholarship to attend the 2012 Grad Nation Summit in Washington D.C. from March 17-20, 2012. She would like to invite Doriana to a Board meeting to share her experience, along with the student who won the Quiz Bowl. It was noted that  Doriana was scheduled to come to the Board sometime in April. Trustee Sullivan was also curious about the suggestion made earlier with regards to a Trimester Prep and if this was something other districts have done.

Trustee Almonte shared a letter from Dr. Irene Fujii, Superintendent Eden Area ROP, expressing her opposition to the Governor's School Finance Reform Proposal; Categorical Consolidation: Regional Occupational Centers and Programs: Program and Funding Elimination.

Before continuing with Board comments, at the request of President Mack-Rose, on a motion by Trustee Almonte and seconded by Trustee Carey, the meeting was extended to 10:40 p.m. by a 7-0 vote.

Trustee Carey asked for and received consensus to direct staff to explore the feasibility, process, and benefit of a potential school closure for budget relief. He also commented that it was brought to his attention that copies of presentations/handouts from Board meetings are difficult to locate on the website, suggesting that a link be placed on the home page of the website for easier access. He attended Drakes fundraiser, is looking forward to the African American Achievement Night recognition on Thursday, and will be attending the 2-day Role-Based Leadership workshop on Friday and Saturday, and the San Leandro Boosters Club Crab Feed on March 10.

Trustee Katz-Lacabe echoed that the Drakes fundraising event benefiting Madison Elementary was very well attended.  He said that he will be unable to attend this year's African American Achievement Night. Trustee Katz-Lacabe was pleased to announce that the City Council met on Monday, March 5 and adopted a resolution authorizing the sale of one truck to the District for $1,000 and commended the City for their support.  He was also very pleased with the new City Manager, who has met with the Superintendent, and is looking forward to the continued good relationship with City.

Trustee James attended the Drakes fundraiser. He stressed, again, the importance of continuing to communicate to Sacramento, "Let's do it, let's push it, they need to hear us."

Trustee Prola commented that she read to a McKinley Elementary School Kindergarten class for "Read Across America" Day on Friday, March 2.  She had the pleasure of meeting Chabot-Las Positas Community College President Dr. Susan Sperling, stating that Dr. Sperling is interested in meeting to discuss issues of interest between San Leandro Unified and the college. She also invited the Board to the Annual St. Patrick's Day dinner sponsored by the Alameda County Democratic Central Committee on March 15 at the Carpenter's Hall, 5:30 p.m. Tickets are $25 purchased in advance; $40 at the door.  Let her know if you are interested in attending.

Trustee Mack-Rose attended "Coffee with the Mayor" on Saturday, March 3, where many of the questions were related to schools.  She also reported that Trustee Katz-Lacabe suggested the District hold an informal Q & A with several Board members on a Saturday morning at the AEC. It was the consensus of the Board to direct the Superintendent to plan this event.   She invited the Board to visit the San Leandro Unified School District elementary art that is currently on display at the San Leandro Main Library. She read to three classrooms, one of which was 5th grade class at Washington Elementary on Read Across American Day. With the 5th grade class they read a front-page article that appeared in the January 31, 2012, issue of the San Leandro High School Cargo regarding banning books in Tucson schools. A discussion followed on the politics of education and why people in power want to control what you read.
