9.1 2011-2012 First Interim Report
- Minutes
- Assistant Superintendent Song Chin-Bendib and Fiscal Director Marites Fermin, presented the 1st Interim Report for the 2011-2012 Fiscal Year, which includes fiscal years 2012-13 and 2013-14. The presentation included fiscal information that was presented to the Finance Committee on December 7, 2011, and other related budget documents. Assistant Superintendent Chin-Bendib explained that the report is required to be approved by the governing board no later than 45 days after the close of the reporting period (October 31) to determine whether or not the District is able to meet its financial obligations. In addition, she said that for the fiscal year 2011-12 First Interim Report, the District is certifying a positive certification, and that the Business Services staff has prepared the First Interim Report, along with assumptions from the School Services of California (SSC), Inc. dartboard, which provides school district critical economic indicators for budget projections. Highlights of the presentation included: The First Interim Report projected ending Fund Balances after designations for 2011-2012 and two subsequent years. The unrestricted ending fund balances include Tier III Flexibility funds that have been swept/approved by the Board. Any unswept or unapproved funds have been accounted for in a separate account and are not included in these balances. Fund Balance 2011-2012 2012-2013 2013-2014 After designations* $789,844 $880,405 ($992,835) * These balances reflect keeping the 3% Reserve requirements in Fund 17 (a separate fund ). Major assumptions that have been applied toward the 2011-12 First Interim Report : Revenue Limit statutory COLA = 2.24% Revenue Limit deficit factor = 19.754% Designated potential mid year cuts - maximum reduction from Revenue Limit of $264/ADA $2,223,81 State categorical and Special Ed COLA = 0 Mandated cost received in November 2011 has been applied to balance subsequent fiscal year fund balances State Fiscal Stabilization Fund (SFSF) of $391,963 has been used to balance the 2012-2014 fiscal year Mental Health services encroachment of $250,000 The First Interim does not reflect the "triggers" approved by the Governor because it covers the actual reporting period through October 31, 2011. The Legislative Analyst Office (LAO) released their projections on November 14, 2011, while the Department of Finance (DOF) will release theirs by December 15th. The better projections of the two will be the benchmark to be used for the Second Interim Report. Assistant Superintendent Chin-Bendib further stated that while the State of California continues to struggle through its financial crisis, there is no evidence there will be any positive news for education in the short term. The District must continue to be fiscally responsible and conserve its resources. Staff clarified questions and comments raised by the Board related to Home to School transportation cuts, old mandated cost reimbursement in Fund 17, utilities reductions, potential Tier III fund balances in the Instructional Material Fund (IMF) and School Library Improvement Program (SLIP), and the expected analysis and guidelines for the additional funding through the Program Improvement Year 3 Action Plan.

12 ADDITIONAL SUGGESTIONS AND COMMENTS FROM BOARD MEMBERS-8:05 P.M.
- Minutes
- Trustee James thanked staff for their work and continued to stress the importance of a parcel tax. Trustee Katz-Lacabe commented on a recent East Bay Economic Development Alliance Report, where it was reported that less than 53% of the high school graduates in Alameda County meet the UC/SCU requirements, bringing to mind how API scores translate into success at future educational institutions. Trustee Almonte commended the District staff for their on-going efforts towards energy efficiency and the Utility Reduction Program.
