- Minutes
- PUBLIC COMMENTS Nicki Nibbe-Macleod, Jon Sherr, Jim Kelley, Richard Meller, Rachel Beall, Sophia Sperman, Anna Scobee, Darlene Evans, Mia Ousley, Oscar Ivy, Cynthia Chandler, and Mike Katz-Lacabe addressed the Board regarding the use of police at the schools. While some said they see the value in having police on campus, they felt their salaries should be paid by the City. Others said that having police presence on campus sent the wrong message to students. They urged the Board to spend the District's money solely on students, and not accept the COPS grant. Following public comments and Board discussion, the Board approved to accept the Superintendent's recommendation that the school district not accept the COPS Grant, the school district continue with the status quo of having two School Resource Officers support our school district, and that the City of San Leandro continue to fund the current two School Resource Officers.

- Background Information
- The San Leandro Unified School District would like to thank the City of San Leandro and their staff for their work in acquiring the COPS Grant. Unfortunately, the district will not be able to commit to its original stated contribution to the grant. Due to the adjustments by the Governor of California to our revenue and the increased obligations to our State Teacher Retirement System, the funds we had designated in this area will have to be moved to address other priorities in our budget. The San Leandro Unified School District recognizes that being awarded the COPS Grant was a huge win for the school district and the City of San Leandro. We will continue to work with our city partners to provide our schools and their students with the same level of services that are currently being implemented in the district.

- On February 4, 2014, the Board of Education received a presentation from Philip J. Henderson, Attorney at Law, Orbach Huff Suarez & Henderson LLP, on the Lease-Leaseback (LLB) Construction Project Delivery Method Available per Education Code Section 17406, which the District will use to deliver some of the bond construction projects in 2014. On August 12, 2014, the Board of Education approved the construction contract, in the amount of $1,000,000, for the health clinic portion only, with MW Logic, Inc., for Project #14-06 for the School Based Health Center Construction Project. Board was informed that staff would bring forward a change order for seismic work and demolition of interior walls only ($380,000) for the wellness center portion, which would be funded by Redevelopment Agency funds. On September 9, 2014, after a staff recommendation that it would be more efficient and cost effective to build the health portion and the wellness center portion concurrently. The Board of Education agreed with the recommendation and approved the transfer of $1.2 million from the Developer Fee/Redevelopment Fund (Fund 25) to the Building Fund (Fund 21) in order to complete the entire project in one phase. Amendment No. 1, in the amount of $1,408,491, to the lease lease-back contract with MW Logic, Inc., is for completion of both portions of the School Based Health and Wellness Center, and increases the contract to a total of $2,408,49.

- BP 6163.1 The Board of Trustees recognizes that school libraries support the educational program by providing access to a variety of informational and supplemental resources that can help raise the academic achievement of all students. The Board desires that school libraries be stocked with up-to-date books, reference materials, electronic resources, and electronic hardware that promote literacy, support academic standards, and prepare students to become lifelong learners.
- Background Information
- The elementary libraries need new books. A few libraries functioned during the five-year closure and did buy some new books, but for the most part the collections are old and out of date. A robust book order on a yearly basis is needed to support the materials needed for Common Core and the library's offerings. The collections of all eight elementary schools were analyzed for need according to Dewey class and school population. A book order, which took the results of the analysis was built and new books for each school have been proposed. The lists are tailored to the needs of the school library's existing collection's deficiencies and the needs of the school demographics.
