F PUBLIC TESTIMONY ON NON-AGENDA ITEMS
- Minutes
- The following people spoke during public testimony: Louise Shaw, Wilson School: At the beginning of the year, the Superintendent stated the communications need to be improved. While that is good start, she feels that collaboration is key. When the district is making a decision, wants to know who to ask to be apart of certain decisions. She believes there needs to be more of a consistency with communication and collaboration at the district level. Mengian Deng & Sally Huang, President & Vice President of Jefferson Service Club, respectively, spoke regarding volunteerism. Back in October they addressed the Board with their suggestion for requirement for volunteer hours as a high school and middle school requirements. The students inquired as to the status of the Board's consideration of these proposed requirements. The Superintendent informed them that the committee will decide on this. Jefferson Service will pay for the sticker to give recognition to students who have completed this requirement. They also asked the Board's permission to apply stickers to current seniors diplomas who have completed 40+ hours of volunteer hours. Jack Nelson, teacher at San Leandro High School, expressed comments on volunteerism. He supports the Jefferson Service Club on their efforts for the volunteer hours requirements presentation stated earlier. He looks forward to the Board's decision on this proposal. The Board also allowed Jack to speak on the Item G.1 - the potential appointment of another Board Trustee. He spoke very highly of trustee applicant Ashley Vo. He felt it would be beneficial to the Board to have a young voice and person of color on the Board. She was a very hard worker and Jack recommended her to fill the trustee vacancy.

Recommended motion
Appoint California Financial Services as the Board's financial advisor and direct the superintendent to execute an agreement the the company.
- Rationale
- The district will require the services of a financial adviser as we complete planning for a possible November 2016 bond election. California Financial Services will provide those services as follows: 1. Assessed valuation projections; 2. Bond capacity assumptions, analysis and appeals analysis (if applicable); 3. Provide Assistance Retaining Bond Counsel and Underwriters, if needed; 4. Bond structuring, sizing and timing; 5. Integration of Master Plan into Financing Plan; 6. Review of Bond Resolution and Project Description Exhibit; 7. Basic Review of Bond and Facility Plans for SFP Program Integration; and 8. Review of Community Opinion Survey Questions and Bond and Tax Related Input. R. Mark Epstein, who will work with our district, co-founded California Financial Services after spending almost a decade as Vice President of Public Finance in charge of California K-12 Education for Smith Barney. Mr. Epstein served for 7 years on the Rincon Valley School District Board of Trustees. He will be assisted by Patricia Paulsen, a past school district CBO and licensed CPA. CFS has aided districts in 65 bond elections since 1996. All but one was successful. They have managed the sale of over $5 billion in school bonds. CFS also provides accounting and continuing disclosure services. We will be utilizing these services over the course of the next several months. While the advisory services will not cost anything until after we have a successful bond, the other services will cost in the range of $7-10,000.
