On the DVD Lenny Goldberg suggested conducting a commercial property documentation project which he feels will help with the senior and school votes. Mr. Williams also spoke about developing an idea for clean energy, climate change awareness week and stated that climate change is a big problem. He presented the Board with a DVD and brochures. 16. H PUBLIC HEARING
  17. H.1 Public Hearing Regarding Parcel Tax Election Passed 📎 1
    Rationale
NOTICE IS HEREBY GIVEN that the Board of Education of the San Leandro Unified School District will hold a public hearing on a proposal for the District to submit a parcel tax measure to the District’s voters at a special election to be held by mail on August 29, 2017. The proposal is that the District ask the voters for approval to levy a special parcel tax on all taxable, non-exempt real property within the District, in order to support the educational programs in the District. An exemption will be granted on any parcel, upon application, for persons aged 65 years or older, as specified in the proposal. The proposed parcel tax being considered by the Board of Education is a parcel tax of $78 per year, per parcel, for 14 years beginning as of July 1, 2018. The public hearing will be held at 7:00 p.m., or as soon thereafter as the matter may be heard, as a part of a Board of Education’s regular meeting on May 9, 2017. The Board will consider taking final action on the proposal at that meeting. Both the hearing and the Board meeting will be held at in the San Leandro City Council Chambers, 835 E. 14th Street, San Leandro.
    Minutes
The Board opened item H.1. Public Hearing Regarding Parcel Tax Election at 7:09 p.m. Mr. Michael Benca, a renter in the City of San Leandro, was told when he moved to San Leandro that it seems at every election there is a parcel tax for the city or for the school board. He stated that every election the working people must shoulder the burden for the schools, transportation, etc., instead of going where the money is. We live near the Silicon Valley, why are the working people bearing the cost and not the corporations. Mr. Benca also spoke regarding the exemption for senior citizens. He asked that we stop going after working people and go where the money is and where the profit is. Mr. Richard Mellor stated that he is in opposition of the parcel tax and this tax is a tax on the workers and the poor. He is a senior citizen and is exempt from this parcel tax, but the young people who can barely afford it will be paying for it. He also commented that the board does not have a program or a strategy to go after this money. He feels that there is a strategy but the board does not take it. Mr. Mellor feels that this parcel tax will not help and the district will continue to ask for parcel taxes over the years. He also stated that there are other alternatives. The Board closed item H.1. Public Hearing Regarding Parcel Tax Election at 7:17 p.m.

  18. I PRESENTATIONS
  19. I.1 Employee Wellness Efforts in the San Leandro Unified School District Presentation
    Speaker
Employee Wellness Committee Members Anita Waldron and Isabelle Wettergren
    Rationale
The San Leandro Unified School District has a strategic focus on employee health and wellness. As stated for goal two in our newly adopted strategic plan, we believe all staff and district partners need to effectively collaborate and remain fully engaged around our goals of student learning in order to provide outstanding educational experiences to all students. In collaboration with all of the collective bargaining units (SLTA, CSEA, Teamsters and Trades, and SLMA), the district established an ongoing employee wellness committee to engage and support employees through coordinated health and wellness efforts to better support student learning. Through these efforts, we believe staff are better positioned to model health and wellness to students. The committee has drafted the adopted employee wellness policy, established wellness liaisons at every site, assessed employee wellness needs, established a district employee wellness newsletter and coordinated a variety of integrated health and wellness activities across the district. The employee wellness committee work has even earned national attention from Kaiser as a model for collaboration between district management and unions around a focus on employee wellness. This presentation provides information about the culmination of approximately two years of work and the next steps to further support implementation in the 2017-2018 school year.
    Minutes
Dr. Rosanna Mucetti introduced Anita Waldron and Isabelle Wettergren and announced that she had the honor of working with the both of them on the Employee Wellness Committee. Ms. Anita Waldron began her presentation by thanking the Board for implementing the board policy for the Employee Wellness program. She discussed the history of the program, the employee survey conducted for the entire district, went over what was most important to the employees, the results of the survey and the activities available at the Barbara Lee Center. The center is opened for physical activity and is also opened on Thursday's for staff to utilize. Both staff development days included movement activities and a farmer's market. A grant was received from Kaiser and a survey was conducted. Employees were asked what was important to them and their responses were "hydration, refrigeration, and furniture". Kaiser donated their time and vaccine to give flu shots to approximately 188 employees. A second employee wellness survey will be conducted to help determine their priorities. Also, a second grant was received from Kaiser for hydration stations for both students and staff. In the next few months twelve schools will receive their hydration stations. Ms. Waldron is excited and honored to be part of the district as each year we move forward and work toward healthy students and staff. Ms. Isabelle Wettergren began her presentation by announcing that she teaches physical education at the high school and is also the Employee Wellness coordinator. There are twelve wellness liaisons also known as angels, who work at each of our sites and also work with the staff and students. She is presenting their work that took place throughout the school year. Kaiser has awarded the district with the Thriving School award and we are also listed in their pamphlets. She stated that the approved board policy has made an impact on the work they have been doing. The committee has been working with Kaiser for the past two years and continues to work with them. Last year Garfield School received bronze level recognition and also national recognition, for the kids video with Michelle Obama. Ms. Wettergren spoke briefly on each school's activities. She acknowledged the staff and several of our administrators who have been very supportive with the Employee Wellness project. She ended her presentation by stating that she is very excited about this program. After the presentations, Jack Nelson commented on the changes he has noticed at the high school such as healthier employees and the stress management seems better. He feels this is attributed to the programs that both Isabelle and Anita are running. Jack Nelson praised Isabelle Wettergren for the work she has done and stated that she is respected by everyone in the department.

  51. M.1.a Resolution No. 17-26 Regarding Parcel Tax Election Passed 📎 1

    Recommended motion

Recommend to approve Resolution 17-26 regarding parcel tax election.

    Rationale
The district's current parcel tax, Measure L, will sunset on June 30, 2018. The Board is being asked to consider Resolution No. 17-26 to place a parcel tax election on the ballot in August 2017 with the following language: To continue programs to improve core education in our local schools, particularly in math, science, technology and the arts, and to attract and retain highly qualified teachers, support manageable class sizes, and school libraries, shall the San Leandro Unified School District renew its existing parcel tax for 14 years at a rate of $78 per year, with an exemption for seniors, independent fiscal oversight, no money for administration, and all money benefiting San Leandro students?
    Minutes
Trustee Gonzalez announced that San Leandro Unified is the second largest employer in San Leandro after Kaiser and they are doing this for the working people. Trustee Oshinski commented that on the resolution where it lists the specific purposes a change should be made. "Attracting and retaining qualified teachers" should be listed first since this is what the voters asked for. President Prola asked Dr. Collins if this change could be made. Dr. Collins had already checked with the attorneys and it was inadvisable if changes were being made to the terms or the dollar amount, but changing the 75 word statement is possible. This change will be made to a new resolution which will reflect the change purposed by Trustee Oshinski. Once approved the new resolution will be brought back to the Board for signature only.

  58. M.3.a Resolution No. 17-28 & 17-29 to Authorize a Four-Day Workweek Schedule for CSEA and Management Employees During Summer 2017 and Summer 2018 Passed 📎 1

    Recommended motion

Approve Resolutions No. 17-28 and 17-29 to authorize a four-day workweek schedule for CSEA and Management employees during summer 2017 and summer 2018.

    Rationale
Since the 2010-11 school year the SLUSD District Office has implemented a four consecutive day workweek schedule during the summer recess period when most of our schools are closed. This year staff is recommending that the school board approve resolutions authorizing a four consecutive day workweek schedule for the period of June 16, 2017, through August 4, 2017 and June 15, 2018, through August 3, 2018. The following benefits are associated with this schedule: 1) It will reduce cost to the District in that utilities will only be used four days of the week instead of five days of the week; 2) It will provide an additional opportunity for employees to use accrued vacation time during a day when the district office is closed; and 3) It will provide a savings to our employees in that they will only have to provide transportation to work on a four day per week basis instead of five days per week. CSEA has signed a memorandum of understanding supporting the four consecutive workweek schedule described above.

    Rationale
The Center for Teacher Innovation Induction (CTI) Program will provide a flexible, supportive, individualized induction experience to all new teachers in SLUSD. Participation in this program will assist teacher development and growth in improved instructional practice through meaningful, manageable cycles in their 21st century classrooms. CTI will provide training, administrative support and all professional services through their commission approved induction program. CTI services will ensure that all new hires meet program requirements and engage in activities through online and blended sessions required by the California Department of Education and the California Commission on Teacher Credentialing. The SLUSD used the CTI program for the 2016-17 school year and the attached contract is a renewal of the 2016-17 contract.

Proceeds of the lease were to be used for “fiber optic connections, network and technology upgrades and modernization projects to be located at the Bancroft Middle School S.T.E.A.M. Academy (Science, Technology, Engineering, Arts and Mathematics), the John Muir Middle School S.T.E.A.M.
