Students were able to take their finals before the break and both students and teachers had less anxiety with this change. Some students with AP classes had assignments going into the winter break. Dr. Richardson stated that this was a great systematic adjustment to the schedule. * Students and staff were mesmerized over the new furniture in the cafeteria and expressed their gratitude. Dr. Richardson informed the students that they should be thanking the District and he thanked Dr. Mike McLaughlin for his leadership and DeeAnne Cortes, Director of Food & Nutrition Services. Ms. Cortes and students had input on the color scheme and also designed a couple of tables with the images of our logo. * ROP tours are approaching and ROP staff will be going to the AEC presenting information to all tenth graders and giving them options on the CTE programs and information on what Eden ROP has to offer. There are many Eden ROP options for our students. The following Friday all tenth graders will tour the Eden ROP facility. Focus is being made on aligning the CTE program with the ROP program and continuing articulating with the junior colleges. They would like to create more opportunities in the CTE program for students who are interested in a CTE career in a specific industry. The focus is creating more opportunities for the students that are in their CTE program and that is a huge focus. * African American Student leaders will be putting on their annual Martin Luther King, Jr. march and everyone is invited to attend.

Some of the asphalt was coming up that was not anticipated due to the ADA path of travel and this also another unforeseen expense. * San Leandro High School cafeteria renovation project was completed during the break. * Libraries had more electrical upgrades and data drops and should be completed by the end of the month. * Monroe mural painting is still in process and waiting for approval. * The Washington HVAC project is in process. Engineers designs and drawings are almost complete as well as the pre-construction services. Once approval is given they hope to complete the project rapidly.

  25. J.2 Fall 2017 CA Dashboard State Indicator Presentation 📎 1
    Speaker
    Rabinder Mangewala and Ruben Aurelio
    Rationale
California’s new accountability and continuous improvement system provides information about how local educational agencies and schools are meeting the needs of California’s diverse student population based on a concise set of measures. The accountability system includes both state and local indicators. Our presentation will review our Fall 2017 results for the six state indicators. We will also discuss Differentiated Assistance and the immediate steps we are taking to respond to this first year of formal state accountability results.
    Minutes
Rob Mangewala, Senior Director of Educational Services and Ruben Aurelio, Director of Assessment and Data Management Services gave a presentation on the Fall 2017 California Dashboard State Indicator. Rob Mangewala started his presentation by discussing the changes in the accountability system and the six state indicators listed below: *Chronic Absenteeism *Suspension Rate *English Learner Progress *Graduation Rate *College/Career *English Language Arts *Mathematics He also talked about the five performance levels that vary from red to blue; red being the lowest and blue being the highest. Some indicators are still in progress at this time. Key changes to the Dashboard were also discussed. Changes were made to the calculations of methodology, English Learner indicators were changed, and the chronic absenteeism indicator data was skipped for 2014-15. The state has stated that you cannot compare the previous dashboard results to the fall dashboard results. Ruben Aurelio began his presentation by going over each of the six indicators and explaining how they are calculated. Important details were discussed for the six indicators. Chronic Absenteeism indicator formula lists both excused and unexcused absences which impacts the results. Suspension Rate indicators only counts the initial suspension and multiple suspensions are not part of the indicator. In school and out of school suspensions are factored in and viewed the same way. The calculation for the English Learner Progress is more complex and there are three data sources that at looked at. The Graduation Rate indicator looks at the four year cohort data. The most current released data is for the class of 2016. Students that receive the Special Education Certificate of Completion are not counted as graduates. College and Career indicator is not a fully complete indicator. The Academic indicator is for grades three through eight and individual test scores for each student are looked at. The California Alternative Assessment which is the test for our most severe special education students is not factored into this calculation. Rob Mangewala presented additional information on how the dash board looks for the six indicators and the color coding for the indicators. He also explained how districts are classified for Differentiated Assistance. If any student group with two or more indicators in red, districts qualify for Differentiated Assistance. San Leandro qualified for Differentiated Assistance since students with disabilities had two indicators in red. Both the Suspension rate indicator and the Academic indicator qualified us for Differentiated Assistance. Rob Mangewala also gave an overview of the data listed on our website. Dr. Rosanna Mucetti also spoke about Differentiated Assistance for the district and explained how we got there. She identified the groups that need more assistance; African American and homeless students. Since these two groups were only indicated in one red area we were not in Differentiated Assistance, only our Special Education students. More work is needed for our African American and homeless student population that are in the red area in one area and are on the cusp in more areas. These two groups need to be addressed even though they are not the target of the Differentiated Assistance. The county office will assist the district with all programs, initiatives, and the local accountability plan to address these indicators for our students with the greatest need. Our timeline is to focus on special education students in the area of suspension and academics if we want to get out of Differentiated Assistance. Dr. Mucetti explained the process of how to get out of the status of Differentiated Assistance for a group and how you might get placed in Differentiated Assistance once again for another group. There are seven districts in the county of Alameda that are in Differentiated Assistance. She explained what the county is expecting from our district and an analysis will be presented to the county on the 23rd of January. They will go through a series of sessions with the county in the spring. The findings for the analysis will be published at the end of March. Dr. Mucetti highlighted the improvements that have been made throughout the district. She also stated that we are on course and moving slow and steady and we just need to refine what we are doing.

  64. O.3.b Human Resources Department Reorganization Passed 📎 2

    Recommended motion

Approve the reorganization of the human resources department.

    Rationale
Goal 3 of the SLUSD Strategic Plan, adopted by the Board of Education in April 2017, focuses, in part, on improving the employee experience in the SLUSD. This goal identifies three key initiatives: employee relations, employee development, and effective communication. The human resources department plays a critical role in all three of these areas, and is developing plans to expand and improve services for our employees around these initiatives. Specifically, plans are being developed to improve our onboarding experiences for employees, to systematically provide more training and professional development opportunities for staff, to increase partnership opportunities with our bargaining units around onboarding and professional development, to enhance and improve the scope of services service provided by this department, and to expand staff recruitment efforts. In summary, our goal is to focus on improving the services and assistance we provide our personnel. To meet these goals, staff is recommending that the Board of Education approve a reorganization of this department that will do the following: Change the name of the department from Human Resources to Personnel Services; Create the Personnel Services Specialist job classification; Approve the job description for the Personnel Services Specialist job classification; Authorize staff to advertise for and fill two Personnel Services Specialist positions; Reclassify the existing Human Resources Technician position to a Personnel Services Specialist position; Eliminate one Human Resources Analyst position; Update existing job descriptions to reflect the new department name; and Advertise for and fill an Assistant Director position. This reorganization will add clerical and administrative support to this department, which will enable the department to expand the scope of services offered. The Assistant Director will also work with the Business Services Department in areas where there are overlapping responsibilities between the two departments in order to streamline operations in this area and improve services for our personnel. Recent retirements in this department allow for the elimination of the Human Resources Analyst position and a reshuffling of duties without negatively affecting existing employees. The net cost of the changes to support the human resources and business departments is approximately $155,000 per year.
    Minutes
Dr. John Thompson, Assistant Superintendent, Personnel Services requested that the Board make an amendment to this motion. CSEA has requested the salary range for the Personnel Services Specialist which is currently listed on the proposal as a range 38 be change to a range 40 and the district is in agreement with the range change.

  65. O.3.c Video Production Specialist Job Classification and Job Description Passed 📎 1

    Recommended motion

Approve the Video Production Specialist job classification, job description, and salary range.

    Rationale
San Leandro High School has the facilities to produce professional quality video products and productions. This facility is currently used by SLHS students, staff, and the SLAM academy. However, there is a growing need for video production services at SLHS and throughout the district. This need exceeds the capacity of the staff members who operate the facility. To assist these staff members, and to keep the technical components of this facility operating, the district has been hiring an outside contractor to provide intermittent support as needed. The demand for video production services has reached the point where it is more cost and operationally efficient to hire an employee to provide technical support for this operation. Staff is recommending that the SLUSD Board of Education approve the following: 1. The Video Production Specialist job classification; 2. The Video Production Specialist job description; and 3. The salary range for this position: Range 54 on the classified CSEA salary schedule. Approval of this agenda item will also authorize staff to advertise for and fill this position.

Two years ago the Monroe library was painted and new carpet was installed. This happened long before the recent upgrades to most of the other libraries in the district. The facilities department felt that since similar murals were done in the other library projects that Monroe should also have a mural.

  74. P.1.b Williams Uniform Complaint Procedures(including Valenzuela Settlement Requirement) Quarterly Report for October - December 2017 📎 1
    Rationale
The regulations of the Williams lawsuit settlement require school districts to complete “Quarterly Complaint” reports that document the number of complaints for textbooks and instructional materials, teacher vacancies and misassignments, and facilities conditions. Additionally, effective January 2008, as a result of settlement with the California State Department of Education, districts are required to implement the Valenzuela Settlement Legislation (Assembly Bill 347). Notification regarding the complaint process is integrated into the Williams Complaint form which is posted in every secondary classroom as required. For the period of October - December 2017 the District did not have any complaints.

  88. S.1 Consensus Items 📎 1
    Minutes
Trustee Gonzalez asked if the resolutions that the Advocacy Committee had already approved at the beginning of the year and continue from year to year be placed as consent items not action items on the agenda. Any new resolutions that needed discussion would continue to be placed as action items. There was Board consensus to move routine resolutions as consent items. Trustee Prola commented on two items listed on the Consensus list which indicated "Completed" but she was unaware of the outcome; "Research for partial credit for homeless and foster youth" and "Moving the government requirement to the junior year". Trustee Prola suggested if the Consensus items states "Completed" the Board should have some information on how it was completed. Deputy Superintendent, Rosanna Mucetti commented on both items and stated that more detailed information would be provided to the trustee that requested the item. Trustee Prola also had a question about the Foundation Task Force that was put together in October and was also marked as "Completed". There were no names listed as to who was on this Task Force. Superintendent McLaughlin stated that the members had been contacted. There was additional discussion on the Foundation Task Force and how trustees are notified.
