Facilities and Technology Committee: November 14, 2012
    Background Information
In November 2010, San Leandro voters passed Measure M, a $50.1 million school facilities bond to address modernization and new construction throughout the District, including the renovation of the Pacific Sports Complex and Burrell Field, renovation of the San Leandro High School Swim Center and track and fields, a new track and field at John Muir Middle School and various other projects at all school sites throughout the District. In order to design facilities that will best serve the needs of our students, schools and the community, the District used the same successful Conceptual Design Team process that was used for the Measure B Bond Program. Three Conceptual Design Teams were formed: SLUSD Pacific Sports Complex and Burrell Field San Leandro High School Swim Center, Track and Field Elementary and Middle Schools Athletic Exteriors The Conceptual Design Teams for the Elementary and Middle Schools Athletic Exteriors held their three meetings: October 25, November 9, and November 29, 2011. During the first meeting, members of the teams were provided with an overview of the architectural design process and the role of the Conceptual Design Teams. After a review of each site, stakeholders from each school identified all the current uses, expressed potential uses they would like to see at the site, asked questions, and voiced concerns and needs. The architects incorporated the feedback and suggestions, and at least one schematic review design meeting was held at each site. The schematic designs were presented to the Board of Education and approved on July 17, 2012. The architects have taken the approved schematic designs and further refined them based on additional meetings with the sites in order to develop the Construction Documents for submittal to the Division of the State Architect (DSA) for review and approval. Staff is recommending approval of the Construction Documents for Bancroft Middle School and John Muir Middle Schools projects only. The Construction Documents for the remaining elementary schools will be presented at the January 15, 2013 Board meeting.

    Board Policy 1312.3
    Background Information
During our Federal Program Monitoring review of Board Policies, it was noted that the District Board Policy, Administrative Regulation, and Exhibit 1312.3 on Uniform Complaint Procedures needed to be updated to reflect current policy requirements. The following revisions to the policy, administrative regulation, and exhibit have been made: Add to the policy the phrase " harassment, intimidation, and bullying" after each area that more specifically describes the types of complaints investigated. Example: "The District shall follow uniform complaint procedures when addressing complaints alleging unlawful discrimination, harassment, intimidation, and bullying against any protected group as identified under Education Code 200 and 220 and Government Code 11135". Add to the protected classes: gender expression, ethnicity and nationality. The policy will be amended to state: "...actual or perceived sex, sexual orientation, gender, gender identity, gender expression, ethnic group identification, race or ethnicity , ancestry, national origin, nationality , religion, color, genetic information, mental or physical disability, age, or on the basis of a person's association with a person or group with one or more of these actual or perceived characteristics in any District program or activity that receives or benefits from state financial assistance". Page 4: Add the definition of gender expression. Page 16: Add the updated protected classes to the complaint form. These revisions have been made throughout the policy where appropriate. All revisions are reflected on the attached documents.

    Background Information
The No Child Left Behind (NCLB) Act of 2001 provides parents of eligible children enrolled in Title I Program Improvement Year 2-5 schools, the opportunity to select Supplemental Educational Services (SES) from a state-approved provider list. Supplemental Educational Services are classes or tutoring that provide additional academic instruction to a child at a time other than during the regular school day. Families are given a list of state approved providers from which to choose. Each district must enter into an agreement with the selected providers. The Community College Foundatin is one of the providers that our families from Garfield, Jefferson, McKinley, Washington, Wilson, John Muir and Bancroft Schools, have selected to work with for the 2012-2013 school year. The attached contract outlines the role and responsibility of both the District and the Provider. For the 2012-13 school year, the amount paid to the service provider will not exceed $794.21 per student and will be based upon actual hours of student attendance. Location for the services is determined between the provider and the family. This will be the first year the District will work with this provider.

    Board Committee
Facilities and Technology Committee: November 14, 2012
    Background Information
One of the major marquee projects identified in the Measure M language is the SLUSD Pacific Sports Complex and Burrell Field. AEDIS Architecture & Planning was retained to design and prepare all of the design and construction documents. Plans and specifications were approved by the Division of the State Architect (DSA) and the project was bid through the requirements of Public Contract Code. The Board approved the construction contract with Zolman Construction and Development Inc. on May 15, 2012. Prior to awarding the contract the Board authorized the transfer of $1,627,000 from the Measure M financial reserve to fund additional scope and escalation costs. To minimize the need to expend all of the transferred funds staff conducted a value engineering process with AEDIS Architects and the contractor Zolman. During the process, scope not vital to athletic program needs or facility functionality was identified. The contractor?s value for the items was negotiated and included in a deductive change order, Change Order #1, <$646,387>, approved by the Board on July 17, 2012. To address unforeseen conditions (i.e. demolition of additional concrete curb footage, additional sanitary sewer line, removal and disposal of asbestos, and removal of two concrete pads not shown on plans), Change Order #2, in the amount of $23,549, was approved by the Board of Education on November 6, 2012. Change Order #3 also addresses unforeseen conditions: $92,324.30 for the removal and disposal of additional asphalt paving containing asbestos that was greater than the thickness identified in the contract documents; and $31,733 for the drilling of an additional 180 feet in depth per the Geo Consultant recommendation for the irrigation well beyond the depth specified in the contract documents. This recommendation was made to ensure that the District would be fully compliant with all state and federal regulations. This change order #3 represents an increase of $92,324.30, for a new contract amount of $12,877,162. This new contract amount is an increase of .717% to the new contract amount under deductive Change Order #1, and still a decrease of $530,513.70 to the original contract amount of $13,500,000. Minutes
Responding to Trustees Prola and James, staff clarified that the contract services includes round trip transportation. Trustee Mack-Rose raised a concern that the Board was once again being asked to approve a contract for services that have already began and asked if schools were given the discretion to use Measure M funds without Board approval. It was explained that as part of the Measure M projects, the San Leandro High School pool and fields project began renovation in August of 2012, and the SLUSD Pacific Sports Complex and Burrell Field work began in June 2012, most high school sports team have been displaced for both practices and games. There is an approved bussing list that school sites use and to date the services of MyCoyoteExpress bussing, who is on that list, has been transporting our students to various locations throughout the area Up until now, the schools have treated this type of transportation like a "field trip" which does not need Board approval. However, it is the intention of the District to go out to bid for bussing services for the second semester as costs are estimated to exceed $81,000, the amount which triggers the needs for a Request for Proposal (RFP) for competitive bids per Public Contract Code.

    Background Information
As part of the Measure M projects, the San Leandro High School pool and fields project began renovation in August of 2012. The SLUSD Pacific Sports Complex and Burrell Field work began in June, 2012. As a result of this construction work, most high school sports teams have been displaced for both practices and games. Extensive work has been done by the SLHS Athletic Directors to identify alternate locations for the teams to practice and/or hold their games. In order to ensure the safety of students, transportation for teammembers for practices and games will be provided. To date the services of MyCoyoteExpress bussing have been used to transport our students to various locations throughout the area. MyCoyoteExpress is on the District approved bussing list. It is the intention of the District to go out to bid for bussing services for the second semester as it is estimated that the cost of bussing will exceed $81,000 the amount which triggers the need for a Request for Proposal (RFP) for competitive bids per Public Contract Code. In the short term, MyCoyoteExpress has provided bussing services beginning August 23, 2012. It is expected that MyCoyoteExpress will continue to provide services through January 15, 2013 or until the bid process is complete which ever is soonest. The estimated cost of the bussing for the period 8/23/2012 through 1/15/2013 is $17,200. Staff is seeking approval of a contract with MyCoyoteExpress to centime to provide bussing for sports teams through January 15, 2013. A copy of the contract will be provided at the Board meeting.

Assistant Superintendent Song Chin-Bendib explained that the person who has been working part-time in this position is retiring and rather than seek another consultant to perform the technical network services, staff is recommending adding a full-time network technician position to the technology department. This will help the department keep up with increasing technology demands and help create consistency within the department and across the distinct. The network technician position requires a high level of technological proficiency. The position will be primarily responsible for maintaining our local area and wide area networks as well as all of our individual servers and systems such as firewall security, e-mail, and VoIP. There was a lengthy discussion regarding the pros and cons of the staff recommendation. Concerns and suggestions raised by the Board including the time sensitivity Listing RDP and Terminal Services as qualifications in the job description is redundant, "Pearl" is spelled "Perl" Given the list of qualifications, salary, minimum of 5-years of experience, it will be very difficult to fill to this position Consider using "preferred" for some of the qualifications Look at coordinating services with other districts or the County Office Consider tabling this until next week when the new Board comes together We should move forward with this position Approve the position and seek out a part-time position at this time if a full-time person is not found to give the District latitude to provide the services gravely needed The community is concerned that we are creating positions without knowing what our district needs and priorities are Post as a part-time position and let the incoming Board evaluate whether they want a full-time position Following the discussion, a motion and second was made and the Board approved a Network Technician position.

    Background Information
For the past 14 years, technology use has grown in this District and the responsibilities of the technology department have increased exponentially. For example, within the past five years, we have added many more computers and computer labs throughout all our school sites. In addition, we have built two new buildings, the Arts Education Center and the Fred T. Korematsu 9th Grade Campus, that have a significant amount of advanced technology built into their infrastructures. We have also transferred the responsibilities of maintaining the phone and voicemail system from the maintenance department to the technology department. When the communications outreach specialist position was eliminated several years ago, the technology department took on increased responsibilities for maintaining the District?s website. Throughout all this time and growth, staffing level within the technology department has remained unchanged. In addition, over the past three years, the Adult School has added 4 mobile lab top carts and a brand new server. The Adult School will also increase technology to their curriculum. Support from the technology department has increased by about half a day per week which translates into approximately 10% of the total position cost. There are currently two positions in our information technology (IT) department: an IT administrator and a computer technician. In addition, the District uses a consultant who provides technical network services two days per week. The three people in these positions provide the technology and infrastructure support for every computer, server, and network in all 13 of our school sites as well as the district office. This staffing level is substantially lower than any comparable district in the Alameda County. Unfortunately, the consultant who has worked with the district for more than 10 years and provided his services at a substantially reduced rate is retiring. The current consultant works with the district on a part-time basis (two days per week) and costs the district approximately $39,000 per year. If the district were to hire a consultant to complete this work, based upon the prevailing wage, it is estimated that the cost would run approximately $83,000 for two days per week. If the district were to use the services of AMS.net for comparable service, depending on the specific type of work, the cost is estimated to be $150,000 - $200,000. Rather than seeking another consultant to perform the technical network services, the District recommends adding a fulltime network technician position to the technology department. This will help the department keep up with increasing technology demands and help create consistency within the department and across the district. Even with this position, the SLUSD will still have a staffing level lower than comparable districts. The annual salary for a fulltime network technician position would be $54,000 - $66,000 (maximum $82,500 with salary driven costs). This salary would be placed on the California School Employees' Association salary schedule at Range 57 and is lower than similar positions found in comparable districts. The funds for this position would come from the District?s General Fund (90%) and Adult Education Fund (10%). The network technician position requires a high level of technological proficiency. This position will be primarily responsible for maintaining our local area and wide area networks as well as all of our individual servers and systems such as firewall security, e-mail, and VoIP. The specific duties and responsibilities are described in the attached job description.
